Your concern is legitimate. In the past the society did change location and even cancelled plots due to non payment of development charges. However, the new management which is headed by a retired Brigadier as MD the things are not as they were in the past. Now transfer is done like DHA where, the photographs and electronic thumb impressions of seller and buyer appear on transfer document. Which makes the transfer process pretty transparent. Moreover, you can have your plot with INTIKAL/REGISTERY from sub registrar which the society can also arrange for you.
To me, there is no legal problem or Qabza mafia in these societies. Rest decision is yours.
