I purhcsed an open file of 5 marla plot at DHAI Valley and did not get it transferred and after paying a few installments discontinue to pay them.
The open file (original certificate)are in my possession but the date of three months of file deing remain open has expired since and now want to reopen and sell it or to get it transfer in my favour.
can is do it myself or i have to contact the original allottee and bring him too.

Open file mean that who is in posession of that open file is an owner. You need not to re-open it. You can sell it to anyone or can transfer it on your own name without the origional allottee. The origional allottee has already appeared while opening the said file. |

but the problem is that the three months given for transfer of open file have already expire is it still transferable as explained earlier. |

@Riwan - Yes file once opened needs not to reopen. It is transferable without reopening it. By the way what is your plot details and may also drop your email contacts / cell. Wish u best of luck |
