I had thought also and have deiced to pay outstanding.
The thing is if you don't pay you are giving excuse to DHA to fine you and also at the own discretion cancel the plot and refund you peanuts which is what some developers want to do.
So pay them since you have already paid majorty and than they will be accountable long term to deliver you plot.
Use your own judgement on what to do.
