Did You do Visual assessment of Topography of Approximate Location of T Block where these Plots will be Located?
Regarding 4 yers possession, DHA 6 Got Posession after 6 years of Ballot, and DHA 7 still Could Not get Posession after 6 years But Many Blocks are ready. If you take same calculations then 4,5 ys time you may get posession of Your plot as development here will be tough and 2 years after posession you may feel Confident to make home.
But One Positive thing about DHA 8 is Most of area which is not under Posession of DHA is not inculded in DHA 8 map, In case of DHA 6 and 7 Land Posession had been main issue and that delalayed development process.
Regarding Park View as It is on ground so You Know what is it. A person Like me will go for either park view or DHA 6 but it is personal preference.

My opinion is as under

- Phase 8 (ex parkview) .. for immidiate house construction
- Phase 6 .. for 3-4 years house construction
- Phase 8 (T&W) .. for investment

Phase 8 Parkview is better any day and a good investment

parkview could be the best if pockets will be cleared in next three to five years,

T block of DHA lahore phase 8 is scheduled to complete in 2014 june, let us assume that it completes in 2014 dec. still not bad option to invest and build home in 2015 end or 2016 begning.and I am sure the prices will be much better than phase 6 as this has been there since begning,Phase 8 is still overpriced but it has sustained this since begining. but I dont know y.

and as you like, it is your choice.

I will also vote for DHA-8 proper and 2nd the comment of Babajee. It is clearly written on project sign board of DHA-8 T block completion date 17 June 2014. DHA-8 will be well ahead of DHA-6 and Park view being adopted baby will be out of race.

About DHA 8 proper till we get later stages of development all prices are speculations, Before spending this much money why not to Visit few areas of similar topography and then decide,
You May visit L Block of DHA 5, or a deep pit in paragon , these areas i visited 2 and 5ys back receptively. I dont know how are these today.
just have a look how these areas are developed.
To develop the Blocks at lower level will be the experiment 1st time done by DHA, but LDA have done this experiment before and results were not very good,
Much of area of DHA 8 was digged in past to Supply earth filling and Bricks making in past. To Me Current price of DHA 8 is just an anomaly. That will be corrected Sooner or will be stuck at same level for long time till actual product justifies the price.
Suppose Your plot is level or almost level then what you think other deep areas will affect final delivery of over all phase 8, this is another question.
