DHA Rahbar 1-2 years investment/holding to construct a house,

Dear friends and experts.

How do u see if a person holds its plot in DHA Rahbar phase 1 for next 2 years and construct a house in the same period. Is it worthwile for 1 Kanal plot or not? (assuming price is 4-5 m)?
