DHA Initail procedure to Start the Constrcution,

Dear All,

i am overseas pakistani and would like to start the construction of one k plot in phase 6. could you pls. all brother advise me what are the initail steps with DHA to start the construction. i am planning to give the authoirty to my borhter to start the construction. Do i need to get the NOC from DHA before to start the process of drawing. another question if there any deadline to start the construction after submission and approval of drawing.
