Dear AWR Bhai,
Best thing is to buy a 5 MArla file of Ph-9.
I bought two files 6 mont back in 22 lacs (11 lacs each), now its 13 lacs each. After balloting, it would touch easily to 20 lacs each Insha Allah. You can see your self the plot price of 5 marla in ph9 is 22 lacs.
