Development Work in DHA,

Development work on Phase 8 and Phase 5 block M has stopped due to dispute between Contractor and DHA. Should we pay quarterly development work installment or wait till work actually starts again.

Is it the DHA phase 8 development work halted, or phase 5 ext, what is the status of the development of phase 8 until now, I hope this development work continues until completion.
