Please let me know the difference between DHA PH 9 File and DHA PH 9 Plot? and why prices are different?

>A file means a plot number is not allotted yet and development charges are not included in price of file.The ballot is still due.
>A plot has a location on map and development charges are included in price of plot. A plot could still be undeveloped or developed.
