Phase 9 may give more return but it has two disadvantages. Firstly, it is risky since you dont know where the plot is. In balloting, you may end up with a bad location plot. Secondly, it is very long term I.e. 8-10 years.
Phase 7 has comparatively lower return potential but is safer I.e. you know plot location and you will get return also quickly within 2-3 years.
