This is just plan not finally approved. They are going to announce on Sunday 5th Jan 2014 . And balloting will be on 20th Jan 2014. But till now this is not 100 % confirm and may be short delay of three to four weeks. But not late then 15 Feb. This news is from reliable source but Allah know the best
