Rishwat culture in LDA scheme,

I have a plot in LDA scheme, now for approving the construction of the basement and first floor the TMA asking 50000 before after delay from me they are asking 100000 rs. Please advise how to get rid of this rishwat culture.

Please don't give any Riswat and approach higher authority. Doing this would be a very good service to the community.
