Please advice Phase-7 (10 Marla) is possible in this range in a good location or I should go for Phase-9.??? (3-5 Year Investment)

for 3-5 years MOST DEFINITELY phase 7. I think 10 marla should be possible in this budget.

- why not DHA, Phase 8,
- DHA, Phase 9 1 Kanal file
I have a same investment plan as Mohammad Ali.

Phase 9 file is a FILE and NOT a plot UNTIL it is balloted. 5 million too less for phase 8 unless you want to invest in 5 marla. THUS, phase 7 is the best option.
