Are the balloted plots for phase 9 dha trasferable yet or not?,

Hi dear admins, one of my relative file was balloted on 15 May and plot came in phase 9 sector p dha 1 kanal , now I want to buy it and transfer it on my name. Plots which came out in ballot are they tarnsferable yet or not? Thanks :pkf
