@khan ,according to my information ,its a BOT project ...once they finalize the successful bidder then that company would make the project and govt provides them assistance whenever and wherever its needs.

The Lahore Ring Road Authority (LRRA) hereby invites international and local parties to submit Bids for the engineering, procurement, construction and finance of the Southern Loop (30.4 km) of Lahore Ring Road (“the Project”) on a Build-Transfer (BT) basis against deferred bi-annual payments for eight (8) years after construction.

@khan ,brother if u reads it closely it says finance ,so it means that the successful company is also financing the project too ,and the govt will return the money in 8 years with 16 payments and i think with 15 or 17 %interest
