I heard if ground breaking of Phase-9 done on 8th Feb then every buyer should have to pay all development charges (19-Lacs for one Kanal) at the time of transfer even if only one installment is due. I mean the buyer should have to pay 99-Lacs for a plot which 80-Lacs worth now. Is that true?

No, wrongly interpreted. Plot owner i.e the seller will pay all dues before transfer.

akmal sb development charges will be carry forward. it does not required to pay lump sum at the time of transfer the plot. only due installment needs to be paid

Yes the seller will need to pay all the development charges first before transfer of the plot in prism

There is nothing like upfront full payment iI bought 2 plots one did not get dues at NDC and in other one installment only why it will change after 7 days?
Yes it is possible you may have to pay comession 90 instead of 70 Lac

Its doesnt matter if dues paid by seller or buyer sir. Question is, all development charges need to be paid before any plot transfer after 8th feb? If yes, that means ultimately more burden on buyer. I have discussed this matter with two dealers, both have same views.
