Can any overseas Pakistani buy plot in NFC-2 without visiting Pakistan just like DHA?
Secondly, what is the difference between "All Paid" and "Land Paid"? Thanks

Land paid means without Development Charges (DC) and all paid means with DC. No idea if can buy while staying abroad. May check from their office for buying rules.

In how many months,special power of attorney ll expire?
We can give only to very close relative or anyone?
After getting attestation from abroad,is it also required
to get stamp from Ministry of foriegn affairs Pakistan or not?

you can give to any one, No need of stamp from ministery of f affairs. But ask NFC office what procedure they are following. Usually it is good for a year but please confirm, if power of attorney is only for purchase then that person cant do anything else.
