To be honest I have gone through all the plots with their locations on map, and I was unable to find a single plot in good or at least in acceptable location. Majority of the plots are near village/boundaries/graveyards/samosas. And after looking at the location, one can easily understand that why they are on installments and why they are still with DHA.
One need to think twice before falling in this trap of installments, because if these were easy to sell plots DHA would never offer them on installments. I believe these are those plots which even estate dealers couldn't able to sell at market price, so DHA is trying the other way around to sell these on installments. (my perception)
This is just my analysis, one may can differ.
