Yes, you are right as he claims this. In his recent video conference with LRR affectees of Bahria Town Lahore, he repeated the same.
By the way, he is trying to change the LRR route since 2010.

If it SL 1&2 is built up to Addaplot, construction of which will start soon, it will be difficult to change the "route" then.
