Erroneous Decision of delay purchased in 10 Marla C Block in Prism,

I am looking good 10 Marla plot in C block of Prism for brother lived abroad, on the advice of one dealer we delayed purchase since January, 2016 but till now disappointedly rates did not came down as was expected.
Now we don’t want to waste time any more, many dealer quoted different rates but actual papers availability was a question mark, its seems people are just selling without on ground availability.

To cut the story short one dealer is asking 68 Lacs (final) for 10 Marla plot at 80 ft road in Block C with one installment payed, he has also shown me papers.

I need sincere advise is it right deal or he asking more.

Should we go on, please also give market direction for 10 Marla in C.
