30 April is the deadline for first instalment of 75k.

Call DHA helpline and ask them what to do if you haven't received your intimation letter. DHA officials will likely advise you to pay by 30th April regardless to your receipt of letter or not. At least that's what I assume. But check first hand from DHA Helpline on their website.
