I have a general question which is not related with to a specific scheme. I had an understanding that when DHA buys the land for its Scheme from a landlord, it issues the residential files (1 Kanal against 4 Kanal) which he can either sales in open market or convert into allocation file after membership to DHA.

If some DHA Project buys the land from land owners at the rate of (1 Kanal per acre=8 kanal) as mentioned at its website. Is this normal ethically and legally ?

File rates are different from agri land, Its all depends on agreements

Yes, it holds an ethical base and legal coverage. It offers the ways & means to land owners to receive correct worth of their entirely involved land through sale of files or plots at any later stage, which they can't expect through its sale as agricultural land.

Normally it is 4 to 1 ratio n in some cases (as in dha 9 town) even this ratio is 3 to 1.....it shouldnt be 8 to 1 as it will be loss for agri land holders then....check ur terms n investor if any one is asking for 8 to 1 ratio , he is most likely fraud

I dont Know why you are asking this question, did DHA Offer you this dela of 1:8, There nothing ethical here only bargain, For example Land is a deep pit. May be 30 Feet deep in that case DHA many offer minimal Files, On the other hand Supose Land is on some Vital exit road, Owner may ask Commercial or Better ratio of Files.
As per Court Law If Bargain is not succesful the a legal housing society can force Land Owner to evacuate at deal on 1:3 developed land if that patch is falling in center and affecting town planning, But it is exhastive legal procedure.
