لاہور( سٹی رپورٹر) لاہور دیلپمنٹ اتھارٹی نے (اربن ڈویلپمنٹ ونگ )، واسااور ٹیپا کے تقریباً ساڑھے نوہزار ملازمین کو وزیر اعظم عمران خان کے ”نیا پاکستان پروگرام“کے تحت موضع ہلوکی میں اپارٹمنٹ تعمیر کر کے دینے اور ان کی لاگت آسان قسطوں میں وصول کرنے کا فیصلہ ۔ ایل ڈی اے ملازمین کو ان کے گریڈ کے اعتبار سے سپورٹ الاﺅنس دینے اور ڈرائیوروں ، ڈسپیچ رائیڈرز اور مکینکوں کاماہانہ اوورٹائم اڑھائی ہزار روپے سے بڑھا کر پانچ ہزار روپے کرنے کی بھی منظوری دے دی گئی۔واسا کے کلینروں کو بطور ڈرائیور ترقی دینے اور اکاﺅنٹس کیڈر میں ملازمین کی بھرتی کے معیار میں تبدیلی کی بھی اجازت ، اس کے علاوہ49کروڑ روپے کی اضافی رقم کے سوا ٹیپا کے باقی بجٹ کی بھی منظوری دے دی ۔ ان فیصلوں کی منظوری گزشتہ روز لاہور ڈویلپمنٹ اتھارٹی کی گورننگ باڈی کا10واں اجلاس میں دی گئی جس کی صدارت وائس چیئرمین ایس ایم عمران نے کی ۔ڈائریکٹر جنرل ایل ڈی اے محمد عثمان معظم نے شرکاءکو گزشتہ اجلاس کے فیصلوں پر عملدرآمد کی صورتحال کے بارے میں بریفنگ دی۔اجلاس میں ایل ڈی اے سٹی کی فائلوں کی قرعہ اندازی 30نومبر کو پی آئی ٹی بی کے ذریعے کروانے ، سکیم میں آبادکاری کے فروغ کے لئے سکولوںاورہسپتالوں کے لئے مختص پلاٹوں کو نیلام عام کے ذریعے فروخت کرنے ‘ کمرشل پلاٹوں کی فروخت کی پالیسی منظورکرنے اورسکیم کے فیز ون کو جناح سیکٹر کا نام دینے سمیت متعدد اہم فیصلے کئے گئے۔اجلاس میں دیگر سرکاری ملازمین اور عام شہریوں کو یہ سہولت مہیا کرنے کے لئے مجموعی طور پر 50ہزار اپارٹمنٹس تعمیر کرنے کے لئے ضروری اقدامات کرنے کی بھی منظوری دی گئی۔ایل ڈی اے ایونیو ون اور دیگر سکیموں میں واقع ایسے پلاٹوں کا بلڈنگ پیریڈ سرچارج معاف کرنے کا اختیار متعلقہ ڈائریکٹر کو دینے کا فیصلہ کیا گیا جن پلاٹوں کے لئے بجلی ، پانی ، سیوریج اور سڑکوں جیسی ضروریات ابھی تک دستیاب نہیں۔اجلاس میں ڈائریکٹر جنرل ایل ڈی اے کو ہدایت کی گئی کہ غیر قانونی رہائشی سکیموں کے خلاف سخت کارروائی کرنے کے لئے انفورسمنٹ کا جامع طریقہ کار وضع کیاجائے ۔ اجلاس میں عدالتوں میں زیر سماعت 12ہزار سے زائد مقدمات کی موثر پیروی کے لئے ایل ڈی اے کے پینل پر وکلاءکی خدمات حاصل کرنے کی بھی منظوری دی گئی جنہیں کیس ٹو کیس بنیادپر فیس ادا کی جائے گی۔اجلاس میں حکومت پنجاب کی طرف سے ایس اینڈ جی اے ڈی کے افسران کو ایگزیکٹو الاﺅنس دینے کے فیصلے کی روشنی میں ایل ڈی اے میں بھی ڈیپوٹیشن پر کام کرنے والے محکمہ ایس اینڈ جی اے ڈی کے ملازمین کو یکم جولائی2019ءسے بنیادی تنخواہ کا ڈیڑھ گنا بطور سپیشل کمپنسیٹری الاﺅنس دینے کا فیصلہ بھی کیا گیا۔ گئی۔گورننگ باڈی کے اجلاس میں وائس چیئرمین واساشیخ امتیاز محمود ‘رکن صوبائی اسمبلی لاہور سے سعدیہ سہیل رانااور قصور سے ملک مختار احمد ‘ میجر ریٹائرڈ سید برہان علی، انجینئر عامر ریاض قریشی، ایم ڈی واسا سید زاہد عزیز اور محکمہ پی اینڈ ڈی، ہاو¿سنگ، بلدیات ، فنانس اور کمشنرلاہور کے نمائندوں نے شرکت ۔

AoA, just wanted to know the opinion of real estate gurus regarding commercial projects which are offering rentals from the first day of payment. From r example, the company behind Mall XYZ in Islamabad is offering 0.8% rental from the day total payment of an office is made.
- How authentic are these offers?
- What should be confirmed/verified before investing?
- Should they be considered scams? One company already has developed one such mall in Islamabad?

Please avoid anything that seems to be too good to be true. There is no bargain in Pakistan, only deceit and frauds wrapped in sweet deals and honest looking conmen.

if I take full payment of office today......and keep it in bank ......... I will get much much higher profit per month...... from this profit, I will pay you 0.8 % ....

I may develop the mall very slowly, thus keeping more money in my hand in bank, which I collected from many buyers ....... thus earning extra profits on top of property price ...

wrong practice..... how can rental be paid if building is not yet materialized

Agreed with your comments @truth. They are investing that money and also utilizing in construction. 0.8% per month comes to 9.8% annually and you have a commercial property at the end of the day. The best banks are offering is 13.25% annually over a period of 1 year. Property is bound to appreciate over time as well.

Please be very very careful with the buy back clause in these type of projects, and possession too. will you get the possession on completion of the construction, and can rent it out to whom you want, check these things,

This is not the time , when properties will earn and make you rich . The more people wait , more it will fall. It’s an honest suggestion to please do something meaningful with your money so it may creates jobs in a country whose labor force can turn its fortunes and off course for the one who is investing as well
