Please advise where to invest 135 lacs for short term (max 1 year)? Can I find a good location plot in DHA ph 7 which can give a good return in one year?

Yes either invest in Phase 7 or DHA Town, good returns in 1 year. Don't invest in riskier projects if your time horizon is just 1 year.

Many friends are worried about penalty if they don't pay any installment in 36 months for Prism.
Here is the simple calculation, if you don't pay for 3 years, not even a single installment the final value immediately after 3 years will be 1.35 X Total development charges.
For example for 1 Kanal = 1.35 x 19.5 = 26.325 Lac (total to be paid after 36 months = 6.8 lac penalty )

The penalty on Prism is lower when compared to penalties charged on previous phases. The penalty is based on a 10 percent rate, which is reasonable when compared to the previous 20 percent daily compounded rate.

stating you have to pay 10% interest rate
the letter i have received for develpoment charges stating interst rate of 20%

Mustafa it is 20% Annualized Compounded in prism may be it 10% for army.
Shahzad Qamar your calculation is correct people either usually pay regularly or defer till hand Over when Max gain is expected, If hand over is say at 8 years then due amount will be 19+66=85 Lac.
People should not remain in darkness that fine will be only nominal.

Well if it is still at 20 percent, everyone holding a plot should make sure to pay the installments.

If You Check Google it looks right time to develop NFC2 as surroundings are populated. Also there is some on ground work already, You Can say it is semi developed no Just a Patch Of Land

Prices have increased within no time. You can read the LRE rate list with respect to ivy green over the period of time.

Guys i have heard that underpass will also be constructed connecting phase 6 and town as the machinery is there on both sides of Bedian road for construction of same.is it true.

There are reports that an underpass will be constructed very soon, also as Knowledge Park will be constructed on the other side of the Bedian road near E-block of Phase 6 so it is possible that this underpass will be constructed before that major construction begins and create a strong demand for plots in DHA 7 and DHA 9 Town. However, it can't be confirmed from any inside sources if this underpass will be constructed right away but the development of the Knowledge Park is good news.

I think this plot is worth 55-57 lacs. Wait for a few days or months and it will reach 65 lacs. And in a year, it could be any where between 65-75 lacs depending on construction activity and market craze that will enter DHA 9 Town sooner or later.
