At this stage on first sale of this plot after ballot, who will pay development charges: Buyer or Seller?

You have bad luck same I have because your plot is next to factory & Big Drain.

My plot is N882.

Phase9N and Sad Face !! Drain may not be an issue as both plots have some distance from it . But both are on boundary wall. I have N-897 near you guys. Hay we are not far from sector Park ,commercial,school and masjid. That is Good :-)

LRE would be best person to comment on our plots for its
location, current price and future to hold or not.
Also, do any of you know, can I sell it before development starts (heard its in January 2016) and who will pay the development charges if want to sell before December 2015?
