Islamabad Property News: Evacuation of land, CDA decides to launch massive operation

ISLAMABAD (February 08, 2011) : The Capital Development Authority (CDA) has decided to launch a massive operation to evacuate its land and has demanded support from Islamabad Capital Territory (ICT) Administration and Islamabad Police in order to make this operation a success.

The decision to launch operation was taken in a meeting held on Monday with Chairman CDA, Imtiaz Inayat Elahi in the chair while Chief Commissioner Islamabad, Tariq Pirzada, senior officers of ICT Administration, Islamabad Police and other concerned departments also participated.

A Co-ordination Committee consisting of the representatives of CDA, ICT Administration and Islamabad Police was constituted to monitor the development regarding evacuation and recovery of land from illegal occupation. During the meeting Chairman CDA, Imtiaz Inayat Elahi apprised the participants that the land was acquired in 1960s. With the passage of time people started to encroach and built property on CDA land, he added.

The Supreme Court of Pakistan has directed CDA to get the land vacated and start development work, the CDA chief said, adding that after apex court orders the CDA evacuated 300 kanals of land in Malpur area in addition to vast stretches of land in other areas of the federal Capital.

Elahi also informed the meeting that the operation was being conducted on regular basis in this regard, especially, clearing the right of way along Kashmir Highway. He said that a comprehensive strategy in this regard has been prepared to get the remaining land vacated.

He said that the media would be taken on board. He said that public notice has been published in the national media warning the encroachers to vacate the CDA land within 7 days. He said that the Supreme Court of Pakistan was being apprised on regular basis in this regard.

He said that CDA was reinforcing its Enforcement Directorate to execute the operation. He said that a system of awards was being formulated to acknowledge the efforts of the officers and officials participating in the operation. Chief Commissioner Islamabad, Tariq Pirzada assured the full support of ICT administration to CDA for evacuation of the land illegally occupied by people.

A special team would monitor the areas to facilitate the staff, Pirzada said, adding that the support of the locals should also be sought in addition to taking the media on board on the issue. He said that all out efforts would be made to get the land vacated. The representative of Islamabad Police also assured full co-operation in the operation saying that police would be fully participating in the operation as and when required.

I would like to compliment your work, your are doing a very good job and guiding people in property issues. I want to point out and seek your opinion and invite discussion in one of issues of price hike in our property scenario. I am a civil engineer and work with one of the top developer in UAE. My focus is DHA, why the price in this housing authority escalate so rapidly while housing societies just adjacent to it with approx same infrastructure have much lower or indeed actual price of plots.....dont u think this is due to land mafia and property mafia who is hiking this price artificially for their own vested interests and forcing property prices unrealistically to a level which is out of reach of masses within the country.

I dont think Land Mafia is involved at this stage
Prices are slowly Coming up and demand and supply are is in Balance.
The reason why DHA is liked by overseas is that I am going to Pakistan in April for 2 weeks I am sure that in this much time I can only buy in DHA, In other areas maily in LDA and registry area the formalities are so much that purchase cant materlize even in Months. Even then you dont have peace of mind.

I am not comparing DHA with LDA schemes. You are right transfer in LDA is much difficult and lengthy process but other gud private housing schemes like Eden homes and State life or Sui gas the transfer is quick and safe price is half and infrastructure is almost same. I am also out of country and studying the property trends in pakistan and i feel that property dealers ( Not CMY ) has a clear tilt towards DHA and always try to escalate
prices here. I have visited DHA 4, 5 and its almost same as Sui gas / State life Phase-I or Eden Ferozpur. Statelife - 1 has a very good approach as well but price is half than DHA. This difference what i understand is only due to brand name...i dont think there is any other major reason...this brand is being promoted for their own interests and land and property mafias are a party. This trend shud be discouraged. We the people out side pakistan can purchase escalated price plots in DHA but wot for the people within pakistan...dont u think after purchasing at escalated price we fix the price at a higher level and create trouble for others

1- There is no fraud in DHA where fraud is possible in every other society of Pakistan in DHA even Zardari Cant do qabza on your plot

2- There is law in DHA and no one is allowed to violate the Law while we Have house in ALLAMA IQBAL TOWN who has become fish market because of commercialization’s
in dha no one is allowed to conduct commercial activities in houses

3- DHA is the only scheme where no one can violate the map. You can’t put an additional brick on your house against the map

4- The development standard of roads and other infrastructure is superhero. School roads mosque graveyard shopping plazas wider road …….. u know what I mean

You can’t compare DHA with any other scheme even BT is far behind then DHA.

I respect you opinions which are mostly have cosmetic bases. What i want to say is how cum a plot in lahore can have a price of 125 lac per kanal. A poor country with annual GDP of less than 1000 USD. We dont have oil reserves. Business in lahore is not soaring.....then what is the reason of this price hike...reason is simple land mafia and property mafia.As far as infrastructure is concerned there is not such a huge diff that can justify price hike of more than twice......As far as elevations are concerned we have a characteristic to impress others thats why we waste money on elevations. I can show u villas in UAE worth multimillion UAED but very simple out look...

Agree Mr.Fahad you have valid point, I really dont understand who is in Lahore/ Pakistan with that money buying houses / plots.
Peoples are paying installments 500,000 monthly in some society we are living abroad UK/Canada/US dont have power to buy on such installment.
Surprisingly the property rates in lahore are high than any good countries in the world.

To clear your confusion that who is willing to pay these amounts i should tell u that there are 10-15 million pakistanis working abroad and everyone abroad has a dream to build their own house in their homeland.

Secondly , there are few sectors which are growing very rapidly in pakistan e.g IT Offshoring already enjoying 4 billion USD exports.

Thirdly , Agri Land Owners are enjoying a time of their life due to increase in agri commodity.(though this means some people might not get food items in a low price) and they also spend their saving on realestate.

And fourth and the most imp point is that their are very few cities in pakistan which have the quality housing authorities and even in those cities their are very few societies upto the mark.

So u can pretty much assume that in
lahore real estate investment is coming from kasoor,gujranwala and the neighbouring viccinities too

There are 18 Crore probably more people living in Pakistan. Just 1% population of Pakistan is a huge number, calculate it, and thats a big number.

You are comparing the top few percent people of Pakistan with an average person overseas. Not the right comparison, as the entire Pakistan, nor entire Lahore live in DHA, but only the well to do ones.

You dont understand wot i want to compare...difference is notable and clearly indicating that something is wrong...Couple of months back i visited Sui gas, State life-1 and DHA - 5...same
location (State life even better), almost same infrastructure...State life has Storm water drains in addition to sewerage system, sui gas has gated community hence more secure..BUT... Price difference is huge...

its not possible to compare, even charar pind is in middle of defence now you will ask why is the price in charar pind not high :)

defence is much better and every one from america dubai europe know what is defence, no one know where is state life and suigass and they are so small you can not compare

please do not join property business as you are unable to understand why people prefer defence, there are more facilities there and it has become a standard.

people even move to defence to have a better marriage perposal for their children. these childrens like to eat ice cream in hotspot not in juice corner ;)

I now understand your concern and all i can say is that this issue is comparable to the one we face in transport.

People prefer daewoo over faisal movers/tdcp anyday despite the fact that daewoo almost charges double and despite the fact that other service providers have better buses.

But the catch is reliability.So price difference is their not solely due to the quality of housing scheme but more so due to the reliability of the housing scheme.Your investment is safe.

I looks Impossible For DHA to develop and widen the Baidian road, This road Passes through very densely populated Slums ike after Bhatta Chowk through Al amin then Lidhar Pind and Later rehman Pura. As people are living there for 100 years and there are shops on both sides So DHA will not do mistake to displace these people, Rather By pass Roads Like DHA 6 Main Bluvard, and ring road etc will be only faster exits from that area.
To me area beyond Lidhar pind have no potential till DHA connects it with DHA 6 pypassing Lidar Pind.

Very sensible remarks by Mr. Habib. Bedian road can never be widened because the costs associated with land acquisition are too high (anywhere from 3 lac per marla to 5 lac marla). Plus why would the punjab government want to widen it anyway? It is a very low priority project considering DHA will be developing the area around the road. Unlike Burki road which is a british era road, straight with 120 feet width, bedian is very narrow. It is for this reason Burki road has a higher potential in future than bedian but on Burki most of the area is owned by the Military dairy farms so availability is also very low.

If you mean Naval Anchorage in Islamabad, then better see to IBCHS Phase -3 (Gulberg) which is almost touching with Naval Anchorage Society.
That could be a better investment in the long run.

Lahore Property News: Residents push for relocation of bazaar, Model Town

LAHORE: Model Town Society members are pressing the Town Municipal Administration to select a new location for the area’s Sunday Bazaar so they can push ahead with a plan to boost local commercial activities, The Express Tribune has learnt.

The Model Town Sunday Bazaar is currently located in K-Block, but its future there is uncertain because of a land dispute. About half the land is owned by the Lahore Development Authority and the other half by private individuals, who do not want a Sunday Bazaar on their plots. The matter is pending in court.

“Multinationals like Standard Chartered Bank, Unilever, Zong and others would start commercial activities in the Sunday Bazaar if it were in a permanent location,” said Saffura Perveiz Bhatti, a social activist who is one of the society members at the forefront of the push for relocation of the bazaar and a long-time Model Town resident.

Bhatti said she was one of the founders of the Sunday Bazaar in Defence in Karachi, which was originally a private venture. That bazaar has grown into one of the biggest markets in South Asia, she said, and she wants changes made at the Model Town Sunday Bazaar too.

“The bazaar has already been transferred several times. First it was in D-Block, then G-Block. Now it’s in K-Block but the case is in court. All this shifting has made it impossible for society members to invite multinationals for commercial activities,” she said. Bhatti said that Model Town Society members had asked Gulberg Town Officer (Regulation) Faisal Shahzad to frame a proposal for the transfer of the Sunday Bazaar to M-Block, where it could also serve the residents of Garden Town and Faisal Town. The Model Town Society would then arrange for commercial activities at that bazaar, as at the bazaar in Defence, Karachi, or in I-9, Islamabad, she said.

District Coordination Officer Ahad Cheema said that he would approve any project that was beneficial to the Sunday Bazaar visitors and which improved facilities. “We would certainly consider it after examining the project thoroughly. If the residents and shoppers are happy, the LDA would be directed to allocate land for the bazaar,” he said.

ISLAMABAD: Capital Development Authority (CDA) on Sunday demolished houses and walls in Saidpur Village built on encroached land in a campaign against encroachers for the vacation of the land in capital.

According to sources, during operation in Saidpur Model village houses and walls build on the CDA land were demolished.

In second phase encroachments in the western areas of the capital will be demolished.

CDA Director General Planning told Daily Times that it had been decided to vacate all the encroached land in the capital.

Which is better investment? DHA Phase 6, 7 or 8?

Dear CMY,

I have gone through the very useful information that you have provided on this forum regarding all the major societies for both living and investment.

I understand that whatever you have written is based on facts and it is true however I failed to draw a conclusion that which one of the three phases of DHA is a better investment? I am talking about Phase 6,7 and 8. Please tell me which phase is a better investment. You praised development and master planning of phase 6 but you forget to mention the expected gains in this phase and whether it would return a good amount of money in 2~3 years or not. You have mentioned that some blocks of phase 7 are ready for possession but you do not mention that how good are they for investment. You mentioned that S block of Phase 8 is better investment than phase 7 so does this mean that it is better investment than R block of Phase 7? I have a budget of around 75 lacs to invest so please guide me that what is the best option I have for investment purpose in DHA.

For Growth of investment Phase 7 is best if you intend to hold for 3 to 5 years

All tose area which are developed and eople start making homes the
prices grow, This is not very difficult sicience, I remember 5 ys Back people were very Critcal About phase 5 Location, Now same is hot favorite, You have seen prices of DHA 6 soring to about 35% High in just 2 ys time after possession and start of Construction.
Same will happen in DHA 7 and DHA 8,
In DHA 8 no developmental started yet, People are just waiting how DHA will be able to develop the area as 1/3 of Total area have very deep pits. If you Plot in DHA 8 level area still there is concern that DHA may not make development very Late, Due to this Concern prices are low at this time.
If You want surest thing Go for DHA 7 and Phase 6. Phase 6 Though rices have increased but still there is some potential in certain Blocks.
If You can take Risk [mainly in time frame] then DHA 8 is also good and have good Potential of doubling soo after developed and possession available. If You ask the question in how much time DHA will be able to devlop that. Then see that area physically no comments on that.

Thanks a lot Jameel for a comprehensive answer. Considering the CMY's advice that Phase 8
prices would fall in near future, Risk in development time frame of Phase 8, I think I should rather go for Phase 7 however I do not like the location of Phase 7 as such. It is too close to BRB Link Canal and border. I know that I am not going to live there rather I am just buying it for investment but the same thing can restrain the price of Phase 7 plots to go up. Isn't it?

However I do agree with your simple science that where people start making their houses always go up. Which block in Phase 7 you would recommend?

Thanks Habib for your help. Which block you would suggest in Phase 7. People are saying that R Block is the best block in Phase 7 but its price is already much higher as compared to other blocks of Phase 7. Do you think that buying a plot now in R block still makes sense and high price of R block would go further high? I do not believe that it would go up as much as surround blocks of phase 6. Any idea about the price of those blocks in Phase 6 (M,N,L,K) which are close to R block?
