Development Comes After IMF, Stakeholders Oppose Measures

ISLAMABAD: The government was forced to drop the proposed flood levy on imports and a one-time tax on bank deposits of the general public after the International Monetary Fund (IMF) and the main stakeholders opposed them.

The extreme steps that the finance ministry wanted to take in an effort to raise billions of rupees in additional revenue on which the federal government would have the exclusive right were viewed as highly regressive in the financial sector.

The government caved in after not only the IMF, but also the commerce ministry and the State Bank advised it against going for the extreme measures owing to their adverse implications on the economy and the banking system.

“The proposals were shared with the IMF during the recent talks [related to the completion of the ninth review of a $6.5 billion loan programme],” highly placed sources told The Express Tribune.

Moreover, the plan to impose the flood levy in the range of 1% to 3% on the imports was in violation of Pakistan’s commitments under the World Trade Organization (WTO) and the General Agreement on Trade and Tariff (GATT).

Initially, the finance ministry had made both the proposals as part of eight to 10 measures that were under consideration for raising Rs170 billion in taxes in four months, having an annualised impact of over Rs500 billion.

A senior finance ministry official confirmed that both the measures have now been dropped.

After addressing a news conference on Friday, Finance Minister Ishaq Dar had said that the government would decide about the potential areas of taxation out of a list of eigth to 10 items.

The list included the 0.6% withholding tax on cash withdrawals by non-filers and 1% increase in the General Sales Tax rate to 18%. The 1% increase in GST would fetch Rs70 billion in just four months alone.

Despite the State Bank not in favour of imposing taxes on cash withdrawals, the government is likely to move ahead with its plan to reintroduce the 0.6% tax. This step may once again increase currency circulation.

The measures such as taxes on cash withdrawals or deposits are regressive in nature and are contrary to the principle of equitable and fair income-based taxation. However, the Federal Board of Revenue and the Pakistan Muslim League-Nawaz government have historically been seen favouring such steps.

The finance ministry’s plan to impose a one-time levy on bank deposits was an unusual move and it could have compelled people to keep their money outside the banking system. The still-under consideration-proposal to impose 0.6% withholding tax on the deposits could also lead to increase in the currency circulation.

As of end December 2022, the total banking system deposits amounted to around Rs22.5 trillion, according to the SBP’s statistics. These include Rs10.5 trillion personal deposits held by salaried persons, businessmen and others.

“The government wanted to target only a class of people having higher deposits,” said the sources. This suggests that that the finance ministry’s primary focus is to raise taxes at the expense of huge implications for various sectors of the economy.

In its post-visit statement, the IMF has emphasised “permanent” revenue measures, which can immediately increase tax collection and also withstand court scrutiny.

The sources said that the government also shared the plan to impose a 1% to 3% flood levy on the imports to raise roughly Rs60-70 billion in additional taxes with the IMF. However, the IMF did not endorse it.

Initially, the proposal was to impose 1% to 3% additional customs duties, which the finance ministry converted into a levy aimed at keeping the money outside the reach of the provinces.

“Import duties” are part of the Federal Divisible Pool that is being distributed among the provinces and the Centre. But “levy” is a federal tax that is not shared with the provinces.

The sources said that the IMF had a detailed meeting with the representatives of the WTO, the Ministry of Commerce and the Ministry of Finance. There was a clear view in that meeting that the flood levy would be in violation of the World Trade Organization commitments.

A customs official told the IMF that the term “levy” was not a duty. Similarly, imported goods cannot be discriminated against by not charging a similar tax on domestic goods.

The products of the territory of any contracting party imported into the territory of any other contracting party shall not be subject, directly or indirectly, to internal taxes or other internal charges of any kind in excess of those applied, directly or indirectly, to like domestic products, according to the General Agreement on Trade and Tariffs.

Lahore is the second-largest city in Pakistan and the capital of the Punjab province in terms of population. Lahore Master Plan 2050. The current status of the city has not been given to it just like that instead there are factors and reasons that justify its position among other cities of the province. Features like a vast network of city roads, the number of trunk roads connecting it with other major cities of the province, Ravi River etc. made it a model metropolis of the province.

Later on, other factors such as educational institutions, the commercial center of the province, modern healthcare facilities and more also contributed to maintaining its status. The population of Lahore is growing and so is the need for resources, employment opportunities, housing and road networks among other things. To cater to all these needs of the city, the development of a new master plan for Lahore is already underway.

In the past, master plans for Lahore were made in different years by different authorities but somehow those plans were not implemented as expected and hence the desired results were not achieved. The Master Plan for Lahore 2050 is, however, in its development phase with the challenge of successful implementation. Let us see what to expect from the new master plan or at least which areas will be covered under this plan.

MASTER PLAN FOR LAHORE – 2050
There were a lot of different issues that were highlighted in the Lahore Master Plan – 2021 after analyzing the existing situation of the city. Most of these were categorized in the following five types:

Land management and housing
Traffic and Transportation
Sustainable living environment
Urban governance
Finance
The objectives laid out for Lahore Master Plan – 2050 have been set according to the modern-day needs of the city. This not only includes planning and development of the city, infrastructure and economy of the city but also outlines other defining aspects of the city which are a must if a well-planned, consolidated and integrated plan has to be submitted. Broadly, these objectives, as mentioned in the request for expression of interest by Lahore Development Authority (LDA), are as follows:

Environment
Sustainability
Heritage
Economy
Inclusiveness
While the selected firm will be required to develop a master plan of Lahore, it will also be required to provide regional plans of urban settlements. In addition to that, the scope of work also requires a strategic development plan, implementation framework and guidelines, monitoring and evaluation framework and communication and consultation plan.

Being the second-largest city in the country, Lahore has a huge development potential that it will continue to enjoy because of being a commercial and trade hub, professional and educational centre, transportation routes, proximity to rural areas and history and culture. Lahore is a teeming metropolis, however, unlike Karachi, its ability to expand its borders is quite limited. Therefore, authorities need to ensure that land in Lahore is utilized efficiently to maximize benefits.

LAHORE MASTER PLAN – 2021
According to the 2021 plan, Defence Road, Multan Road, and Ferozepur Road were supposed to be urbanized in a period of 20 years. Industrial zones were proposed to be created in and around different parts of the city. A focus on health, education and recreational areas and facilities was also proposed.

To cater to the need for the provision of houses to poor and low-income families and the development of communities that are marked safe for living, locations for low-income housing were also proposed in the 2021 master plan for Lahore.

LAHORE MASTER PLAN 2050 LATEST NEWS
The development of the Master Plan for Lahore 2050 is still in its planning phase and will reportedly take at least one more year to complete. The plan will be comprehensive and cover every aspect such as traffic, housing, infrastructure, industrial areas etc. so far there has been only one update that has been given out by the Lahore Development Authority (LDA) Chairman.

The new master plan will have new industrial areas to cater to the emerging needs of spaces for the industrial sector in and around the city. At present, there are only two industrial areas in Lahore which are Quaid-e-Azam Industrial Estate and Sundar Industrial Estate. Presently, both these industrial estates have reached their full capacity while the demand for industrial land is continuously increasing because of which the cost of industrial land has also increased multi-folds.

MORE GREEN AREAS ADDED TO LAHORE MASTER PLAN 2050
The Lahore Development Authority (LDA) has recently claimed to have added 33,000 acres of undeveloped land (brown areas) to green areas in the city’s future master plan.

“In [the] north side of Lahore (Kala Shah Kaku and Muridke sides in Sheikhupura district), we have taken 27,000 acres out of the undeveloped brown areas and declared them as green ones for agricultural use. Similarly, another 6,000 acres have been taken of the brown areas along the Bambawali-Ravi-Bedian (BRB) Canal and allocated them for green areas or the National Strategic Policies,” LDA Director General Aamir Ahmad Khan stated while sharing details of the Lahore Master Plan 2050 with the media.

“It is not one master plan but 49 plans for all major and small and major cities of Lahore division,” the LDA DG further added while elaborating on the extensive scope of the master plan project.

The provincial government of Punjab is now closer than ever to finalizing Lahore Division’s Masterplan 2050. Provincial Minister for Housing, Urban Development, Industry and Commerce Mian Aslam Iqbal said that Lahore’s Masterplan 2050 is at the final stage and will identify and address the commercial, industrial and other civic issues.

Lahore Development Authority (LDA) in May 2022 launched the second phase of consultation to get public input.

The draft of the Masterplan 2050 will be submitted to LDA management in the next month which will then submit it to an internal review committee. After the review from the committee, if approved, it will be sent to the provincial scrutiny committee which is headed by the secretary of housing. If approved by all the committees and departments, the plan will be sent to the governing body of LDA for final approval after which it will be enforced.

The Lahore Development Authority (LDA) has started the second round of consultation to get public input on the master plan for Lahore 2050. This includes inviting people to come forward through public notices to get more viable and logical input and so far, about 20 observations have been submitted through the LDA one-window operation. In addition to this, the LDA also plans on issuing more public notices to get more input and arranging public hearings in Lahore, Sheikhupura, Kasur and Nankana Sahib.

In the first round, such public hearings in all of these cities were also arranged in association with other stakeholders.

According to the projections of Lahore Master Plan 2050, the population of the city will witness an increase of 12.6 million in the next 28 years, while the recommended housing within the boundaries of the city is only nine million. Russia To Send Over 80% Of Oil Exports To Friendly Countries In 2023
MOSCOW: Russia plans to send more than 80% of oil exports and 75% of petroleum products to friendly countries in 2023, Russian Deputy Prime Minister Alexander Novak said on Monday.

“Today we continue to search and find new markets.

This year, it is planned to send more than 80% of oil exports and 75% of petroleum products to friendly countries,” Novak wrote in an op-ed for the Energy Policy magazine.

The official added that Moscow will not export oil to the countries that support the price cap on Russian energy resources.
