Final Stages of Quetta Safe City Project Signal Progress in Counterterrorism and Policing Modernization


Quetta: The much-anticipated Quetta Safe City Project is on the verge of completion, marking a significant step forward in the ongoing efforts to combat terrorism and modernize policing, according to news published on January 16.


Under this initiative, over 1,400 cutting-edge Internet Protocol (IP) cameras have been strategically deployed across 255 key locations throughout the city. This extensive surveillance system is poised to play a pivotal role in enhancing security measures for the residents of Quetta. The completion of the Safe City Project was personally overseen by Balochistan Chief Minister (CM) Ali Mardan Domki.


The report indicates that the cameras are strategically positioned at all entry and exit points of the provincial capital. The project, nearing its final stages, is anticipated to be inaugurated later this month by the interim chief minister, as disclosed by an official from the CM Secretariat who spoke on the condition of anonymity due to lack of authorization to speak to the media.


Information from the Science and Information Technology Department reveals that the project boasts a state-of-the-art command and control center. This technologically advanced center, staffed with a team of skilled professionals, has been locally designed, emphasizing the province's commitment to technological self-reliance.


The Quetta Safe City Project serves as Pakistan's pioneering operational plan, demonstrating meticulous coordination with various law enforcement agencies. This collaborative effort aims to establish a customized response and immediate action mechanism, thereby enhancing the overall security infrastructure of the city.

The Senate Standing Committee on Maritime Affairs recently delved into the crucial aspects of enhancing railway connectivity for Gwadar Port with ML-1 and Quetta, as highlighted in a leading newspaper on January 18. The committee meeting addressed the upcoming rail links integral to connecting Gwadar Port with ML-1 and Quetta, with the land acquisition for this strategic project divided into three phases. The first phase has concluded, and the ongoing second phase is set to be completed soon. Recognizing the pivotal role of railway connectivity in the development of Gwadar Port and Pakistan Railways, the Committee directed Pakistan Railways to promptly prepare the PC-1 for the project for expeditious approval.


In addition to discussing the railway connectivity plans, the Committee received insights into the Gwadar Port Master Plan, outlining the land acquired by the Port Authority thus far. The Master Plan encompasses a multi-use area and port industrial zone, with 2,350 acres already acquired and an additional 19,121 acres yet to be secured. Senator Rubina Khalid emphasized the need for a robust industrial waste plan to safeguard the Gwadar sea from pollutants, deeming it a necessity in the overall development strategy.

In the years , Rawalpindi Ring Road stands out as a crucial infrastructural undertaking for the city of Rawalpindi. Beyond enhancing the city's accessibility and connectivity, it is set to have positive implications for various housing projects along its route. However, Commissioner Rawalpindi has clarified that no direct access will be granted to any housing scheme via Rawalpindi Ring Road. The commissioner conveyed this information to the press and the public, emphasizing that the RRR will be limited to five interchanges, with no special interchanges or entrances planned for housing projects.


During a visit to different sites of Rawalpindi Ring Road, Chief Minister of Punjab and Commissioner Rawalpindi, Liaquat Ali Chatta, commenced the inspection from the Khasala Khurd area on Adyala Road Rawalpindi.


The officials from Frontier Works Organization (FWO) and NESPAK provided the commissioner with an overview of the completed and ongoing work from Khasala Khurd Interchange to Thalian Interchange. In this briefing, they informed the commissioner that 15% of the construction work on RRR development has been successfully executed. Additionally, they assured the commissioner that the project would be completed within the specified timeframe.


While on the visit, Commissioner Rawalpindi affirmed that housing societies would not have direct access. This implies that no direct entrances will be provided to housing projects. However, for projects intersected by Rawalpindi Ring Road, such as Rudn Enclave Rawalpindi and Faisal Town Phase 2, the road is likely to be fenced on both sides, resembling motorways. Consequently, inter-society access will be restricted, and residents will need to access RRR via the designated interchanges.


During the event, the commissioner also revealed plans to name all interchanges after villages, and a dedicated rest area will be constructed along the Rawalpindi Ring Road route.

CDA Unveils Blueprint for Model Village Project in Islamabad Capital Territory


Islamabad: The Capital Development Authority (CDA) has revealed plans for an extensive two-year model village project in the Islamabad Capital Territory (ICT) to address the community's housing needs, a source disclosed on January 16.


According to the provided details, slated for completion over the next two years, the ambitious project will cover 3621 kanals of land and include the development of 4500 residential plots, each spanning 10 marlas. In addition to the residential component, the model village will feature a commercial center and three Class 3 shopping centers to cater to the diverse needs of its residents.


Beyond the residential and commercial aspects, the model village will include a Jamia mosque, serving as a spiritual hub for the community, and a health center to ensure the well-being of its inhabitants.


A notable facet of this initiative is the intention to allocate all residential plots to individuals adversely affected by the land acquisition conducted by the CDA for the Park Enclave project. Specifically, those impacted in Mauza Kurri and Rihara will be the primary beneficiaries of this housing endeavor.

Pakistan Declares Tax Amnesty for 2024


In a move to stimulate economic growth, Pakistan has unveiled a tax amnesty for specific foreign currency transactions in the 2024 tax year.


The Federal Board of Revenue (FBR), Pakistan's apex tax agency, has amended the Income Tax Ordinance, 2001, to introduce this amnesty and incentivize individuals to participate in foreign currency-related activities.


The revised Income Tax Ordinance, 2001, incorporates specific provisions in section 111, which addresses unexplained income or assets. According to the amendment, these provisions will not be applicable to:


(i) Any foreign exchange amount deposited in a private Foreign Currency account with an authorized bank in Pakistan, following the Foreign Currency Accounts Scheme introduced by the State Bank of Pakistan. However, the exemption does not apply to incremental deposits made on or after December 16, 1999, in such accounts held by a resident person or for any amount deposited in accounts opened on or after that date by such an individual.


(ii) Any amount invested in acquiring Three Years Foreign Currency Bearer Certificates issued under the Foreign Currency Bearer Certificates Rules, 1997.


(iii) Rupees withdrawn or assets created from such withdrawal in rupees from private foreign currency accounts or the encashment of Foreign Exchange Bearer Certificates, US Dollar Bearer Certificates, and Foreign Currency Bearer Certificates.


This tax amnesty serves as a strategic measure by the Pakistani government to attract foreign currency transactions and investments. By excluding certain foreign currency activities from scrutiny under unexplained income or assets regulations, the government aims to create a favorable environment for individuals to engage in legal and transparent foreign currency transactions.


The State Bank of Pakistan's Foreign Currency Accounts Scheme has played a pivotal role in facilitating foreign exchange deposits in authorized banks within the country. The exemption provided for deposits made under this scheme encourages individuals to utilize private Foreign Currency accounts, promoting stability and growth in the foreign exchange market.


Furthermore, the inclusion of Three Years Foreign Currency Bearer Certificates in the tax amnesty underscores the government's focus on encouraging investments in financial instruments that contribute to the nation's economic development. This not only provides a secure investment avenue for individuals but also stimulates economic activities by directing funds into productive sectors.


Additionally, the exemption for rupees withdrawn or assets created from private foreign currency accounts demonstrates the government's commitment to supporting individuals converting their foreign currency holdings into the local currency. This could potentially enhance liquidity in the domestic market and boost financial stability.


The tax amnesty for foreign currency transactions is anticipated to positively impact Pakistan's economic landscape, attracting foreign investments and promoting financial transparency. The government's proactive approach in updating tax regulations reflects its dedication to creating a business-friendly environment and encouraging responsible financial practices. As individuals take advantage of this amnesty, Pakistan envisions a surge in foreign currency transactions contributing to the nation's economic growth in the years ahead.
