@ Asad, there are no laws for the military... and as far as DHA Islamabad is concerned, it is there & it is a reality.

But, I would also like to hear the comments of someone with a legal background regadring DHA Islamabad.

DHAI is not a society, that is correct. It is a housing Authority (Dfence Housing Authority Islamabad) just like CDA. It is approved by the act of the Parliment accordingly.

DHA Exists. legally or illegally its debatable.
I respectfully disagree with Nobel. DHA was previously Army Welfare Housing Society Morgah I and Morgah II. NOC was issued by the CDA. Readers visited CDA website prior to formulation of DHA please confirm this.
In regime of Gen Musharaf DHA was established with ordinance, Zardari Sb continued this practice. As per constitution Ordinance is valid for max 2 terms of 6 months.
Opposition leader Ch Nisar PML-N, PML Q, MQM are opposing the DHA bill.
Till date no legislation for DHA.

Tanks mian sahib, this is what I wanted to point out DHAI is established and working as an authority. It is huge now, Phas 1/2 plus extensions and annihalation of so many societies. Phase 3 is also in Place it is about to surpass CDA in Area and number of customers. Can anybody think that now it will vanish or reversed, impossible. For ordinary man it is blessing, you can buy a file of 1 Kanal in about 6.5 Lacs plus development charges, compared to CDA with comparitively no facilities or tens of years (D12, E12)to implement and prices of 1 kanal in Crores. Our politian will oppose the bill because they can not get a free ride as they get in every sector of CDA. There might be few issues in DHA process but why it bothers non concerned. So it is question of vested interest of our polititians.
