I have seen two decades of the property market. People’s views in dead periods and in periods of hype are nearly the same according to these stages.

When there is dead period, no one want to purchase and when there is period of hype, everyone wants to purchase the property.

When prism was on 47, everyone want to buy it in 2005 and when it was on 13-14 in 2011, no one want to buy. But when it reached on 100-150, everyone was behind it .

So property has different dynamics and periods of investments.

Being an investor i would always say that this is best time to buy in property but try to catch category plots instead of
files as ballot is not giving that much impact or hype

FBR issues ‘Sales Tax Order’ regarding the provision of NIC

Buyer to fulfill the requirements of reporting NTN/NIC of the buyer in terms of Section 23 of the Sales Tax Act, 1990
Inclusive of sales tax and applicable further tax is deposited into the suppliers declared business account
The order states that the NIC/NTN provided is not of the employee of the seller or his associates as defined under Income Tax Ordinance, 2001.


ISLAMABAD: Federal Board of Revenue (FBR) has issued the Sales Tax General Order No. 106/2019 which states that keeping in view the problems reported by the registered persons in ensuring proper identity of the buyer to fulfil the requirements of reporting NTN/NIC of the buyer in terms of Section 23 of the Sales Tax Act, 1990.

It is directed that the NIC/NTN of the buyer with respect to taxable supplies to an unregistered person shall be deemed to have been reported in good faith by the supplier provided that the tax invoice complies with the requirements of Section 23 (b) of the Act and the payments made by or on behalf of the unregistered purchaser of the amount of the tax invoice, inclusive of sales tax and applicable further tax is deposited into the suppliers declared business account, a FBR press release Friday said.

Moreover, the NIC provided by the purchaser is found authenticated by NADRA. The order further states that the NIC/NTN provided is not of the employee of the seller or his associates as defined under Income Tax Ordinance, 2001.

In this regard, the issuance of a Show Cause Notice to a registered person being a seller on account of any matter arising out of the NIC provided by a purchaser shall not be made without the prior approval of Member IR, FBR after providing an opportunity to be heard.

UAE to invest $5bn in oil refinery project in Pakistan

UAE Ambassador to Pakistan said this is one of the biggest investments in a refinery project in Balochistan.
The ambassador believes the project will show the strength of UAE-Pakistan relations.

The United Arab Emirates (UAE) announced on Friday its decision to invest $5 billion in an oil refinery project in Pakistan by the end of 2019.

In an interview to Arab News, UAE Ambassador to Pakistan Hamad Obaid Ibrahim Salem Al-Zaabi said that soon they are going to launch one of the biggest investments in a refinery project in Hub, Balochistan. “It is going to be a $5 billion investment between Mubadala Petroleum Company of Abu Dhabi, Pak Arab Refinery Limited (PARCO) and OMV (OMV Pakistan Exploration Gesellschaft),”Al-Zaabi said.

Al Zaabi further said that this project was the result of extensive discussions between Mubadala Petroleum and Pakistan’s petroleum ministry along with PARCO and OMV. He said that many meetings have taken place regarding this project, adding that the two governments were finalizing the minute details of this refinery project.

“This project will show the strength of UAE-Pakistan relations and how the UAE is focusing on investment in and future of Pakistan,” the UAE ambassador said.

TAX RETURNS FOR OVERSEAS PAKISTANIS

Is it true that Overseas Pakistanis can file returns without their declaring assets i.e., by not filling form 116, as it is voluntary declaration.
Income expenditure can also be shown as zero in form 114.

Yes, as per law overseas Pakistani have the option to file the return without declaring their assets with condition that they don't generate any income from Pakistan (rent, any kind of profit either from plot or from bank etc.). However, when you return back to Pakistan permanently then you will have to declare everything. Therefore, you will have to maintain complete documentation of your remittance, assets etc. So, in other word, you will only be postponing this to upcoming years and ultimately you will have to declare complete details.

Can I make partial declaration of assets. For example, I have had a commercial plot since 8 years with no income. Nowadays, I am building a plaza on it. By next year, the construction will be complete. Later on, it will generate taxable income in sha Allah. Is it a good idea to declare that plot now in wealth statement? If I do that, is it also okay not to declare other plots which aren't generating any income? Thanks again for your help.

I don't recommend partial declaration of assets, either declare all at once or just submit NIL return. Moreover, if you are constructing a commercial plaza in posh area (DHA, Bahria etc.) then there are high chances that tax officer may visit the place and inquire if owner is filer or not? Since you are overseas Pakistani, therefore you can justify that as per law it is not mandatory for you to declare assets until you generate income from Pakistan. So, it will be settled eventually (in this case you may have to get services from a tax consultant to give proper reply to the notice served by tax office).

Expat-1, Can I declare all my assets but leave the Income/Expenditure form/fields blank and submit. That will streamline my assets and I will be saved from the hassle of providing all details of income-expenditure for years to come as an expat.

Either declare everything or just submit Nil tax return for overseas.
