Second why is the commerical plot price in prism so much more than dha phase 7?

I purchased a plot in May,2014 and going to sell it in January 2017.

My Income tax lawyer said I shall not pay Capital Gain Tax as I bought plot in Tax Year 2013 and sell in Tax Year 2017 so the condition of 3 years holding period fulfills here.
