مارکیٹ نے بجٹ کے اعلان سے پہلے ہی مثبت ردعمل دیا ہے۔ بلاک A اور بلاک C میں وہ باؤنڈری پلاٹس جو پہلے 1.70 کروڑ سے 1.80 کروڑ روپے میں دستیاب تھے، اب 2.20 کروڑ سے 2.25 کروڑ روپے تک پہنچ چکے ہیں۔ ساؤتھ اوپن، کارنر، پارک فیسنگ اور ڈبل روڈ پلاٹس کی ڈیمانڈ 3.50 کروڑ سے 3.75 کروڑ روپے تک جا رہی ہے۔

Bahria Town FBR Tax Relief & Budget 2026-27 Property Market Update

Pakistan's Federal Budget 2026-27 has introduced major reforms for the real estate sector, creating optimism among investors, property owners, builders, and genuine buyers. The government has announced significant tax reductions and incentives that are expected to increase transaction activity and support long-term growth in the property market.

One of the biggest developments in this budget is the effective removal of Section 7E. Introduced through the Finance Act 2022, Section 7E imposed a deemed income tax on immovable properties based on FBR valuation. This additional tax burden negatively affected market sentiment and discouraged many investors from expanding their property portfolios. Following legal developments and recent budget measures, this section has now been effectively abolished, providing substantial relief to property owners across Pakistan.

The government has also reduced transaction taxes under Sections 236K and 236C. Property buyers previously paying 2.5% advance tax under Section 236K will now pay only 1.25%. Similarly, property sellers who were paying up to 5.5% under Section 236C will now pay only 2.75%. Another positive change is the simplification of tax valuation slabs. Instead of multiple tax brackets, a simplified flat-rate structure has been introduced, making property transactions easier and more transparent.

The construction sector has also received a strong boost through various incentives. Industries linked with construction, including cement, steel, paint, electrical products, sanitary equipment, and transportation #@*%!s, are expected to benefit from increased activity. As construction demand rises, the overall property market is likely to strengthen as well.

A major highlight of the budget is the government's Apna Ghar Financing Scheme. Under this initiative, a financing framework worth 3.2 trillion rupees has been introduced to support home ownership. Eligible applicants can access housing loans up to 10 million rupees at subsidized markup rates of approximately 5%, with repayment periods extending up to 20 years. This initiative aims to help middle-class and salaried individuals purchase homes through affordable financing.

Market experts believe that the positive impact of these measures will become more visible during the coming months. Premium housing societies are expected to benefit first, including DHA, Bahria Town, Lake City, Etihad Town, Park View City, New Metro City, and other approved housing projects.

Bahria Town, in particular, is witnessing renewed investor interest. وفاقی بجٹ 2026-27 نے پاکستان کے رئیل اسٹیٹ سیکٹر کے لیے متعدد اہم اصلاحات متعارف کروائی ہیں، جن سے سرمایہ کاروں، پراپرٹی مالکان اور خریداروں کو بڑا ریلیف ملا ہے۔ حکومت کی جانب سے پراپرٹی ٹیکسز میں کمی اور دیگر مراعات نے مارکیٹ میں اعتماد بحال کرنے میں اہم کردار ادا کیا ہے۔

اس بجٹ کی سب سے بڑی خبر سیکشن 7E کا خاتمہ ہے۔ فنانس ایکٹ 2022 کے تحت نافذ کیا گیا یہ قانون غیر منقولہ جائیدادوں پر ڈیمڈ انکم ٹیکس عائد کرتا تھا، جس کی وجہ سے پراپرٹی مالکان کو اضافی ٹیکس دینا پڑتا تھا۔ اب اس قانون کے خاتمے سے سرمایہ کاروں اور مالکان کو بڑی سہولت حاصل ہوئی ہے۔

اسی طرح سیکشن 236K اور 236C کے تحت وصول کیے جانے والے ٹیکسز میں بھی نمایاں کمی کی گئی ہے۔ خریدار کے لیے ٹیکس 2.5 فیصد سے کم ہو کر 1.25 فیصد رہ گیا ہے جبکہ فروخت کنندہ کے لیے ٹیکس 5.5 فیصد سے کم ہو کر 2.75 فیصد ہو گیا ہے۔ اس کے علاوہ مختلف ٹیکس سلیبس ختم کرکے ایک سادہ فلیٹ ریٹ سسٹم متعارف کروایا گیا ہے۔

حکومت نے تعمیراتی شعبے کے لیے بھی خصوصی مراعات کا اعلان کیا ہے جس سے سیمنٹ، اسٹیل، پینٹ، الیکٹریکل اور دیگر متعلقہ صنعتوں کو فائدہ پہنچے گا۔ تعمیراتی سرگرمیوں میں اضافے سے پراپرٹی مارکیٹ بھی مضبوط ہوگی۔

اپنا گھر فنانسنگ اسکیم اس بجٹ کا ایک اور اہم منصوبہ ہے۔ اس پروگرام کے تحت 3.2 ٹریلین روپے کا فنانسنگ فریم ورک متعارف کروایا گیا ہے۔ اہل افراد 1 کروڑ روپے تک کا ہاؤسنگ لون حاصل کر سکیں گے، جبکہ مارک اپ ریٹ تقریباً 5 فیصد اور ادائیگی کی مدت 20 سال تک رکھی گئی ہے۔

بحریہ ٹاؤن سمیت ڈی ایچ اے، لیک سٹی، اتحاد ٹاؤن، پارک ویو اور دیگر بڑی سوسائٹیز میں اس بجٹ کے مثبت اثرات سب سے پہلے نظر آنے کی توقع ہے۔ بحریہ ٹاؤن میں محدود انوینٹری اور بڑھتی ہوئی ڈیمانڈ کے باعث مختلف سیکٹرز میں قیمتوں میں اضافہ دیکھا جا رہا ہے۔

The Government of Pakistan has introduced major changes in the Federal Board of Revenue (FBR) property tax structure, bringing significant relief for both property buyers and sellers in the real estate market. For example, a property previously valued at 2.08 Crore now has a reduced FBR value of around 1.46 Crore after valuation adjustments. Under the old system, sellers paid around 936,000 Rupees in tax, but under the new system, the tax is reduced to approximately 401,500 Rupees. Similarly, buyers also benefit from reduced tax liability, saving over 129,000 Rupees in this example.

These reforms are expected to increase property market activity, attract investors, and improve affordability for genuine buyers. Additionally, further relief is expected in the upcoming Punjab budget, particularly in stamp duty and provincial charges, which could further reduce transaction costs.
