Most likely the work would start as per following sequence
1. Development of major roads (150 & 120 feet) all over the phase
2. Development of 2-3 blocks simultaneously.
3. In my point of view it will start from A, B & Q blocks (personnel assessment based on location, no work on LRR, easy accesses from already developed areas etc). It may skip B block temporarily due to a large excluded area.

What do you guys think will be the best block in prism for living? I want to buy a 1 kanal plot and leave it for five years. Budget is 65 lacs. I have a seller in C block south of the graveyard for that price. I think it's a reasonable location. Not directly facing graveyard. Opinions?

I think C will be better than blocks like H or N because its nearer to phase 5, phase 6 and bedian.
