NHA and CDA Resolve T-Chowk Design Dispute Amicably


In a recent development, the Capital Development Authority (CDA) and the National Highway Authority (NHA) have successfully resolved their ongoing dispute concerning the construction of an interchange on T-Chowk. A meeting, chaired by the Member Infrastructure of the Planning Commission, convened last week and saw the participation of senior officers from both authorities. The disagreement revolved around NHA's preference to terminate the proposed Kharian-Rawalpindi Motorway directly at T-Chowk, conflicting with CDA's design, which advocated ending it at Banth Mor Interchange—approximately 12km before T-Chowk on G.T road to prevent direct traffic influx into the capital.


Following a previous meeting at the General Headquarters of the Pakistan Army, where CDA and NHA were directed to resolve their disputes over the T-Chowk design, the approved minutes stressed the need to progress positively on the long-pending project. In a recent Planning Commission meeting, both organizations expressed reservations but ultimately agreed to construct an underpass on G.T road promptly, considering future needs. CDA will secure the necessary land for the interchange through the deputy commissioner of Islamabad, with NHA covering the associated costs. The design and cost estimation responsibilities will be handled by NESPAK. Once finalized, NHA will issue a no objection certificate, allowing CDA to commence the project.


In internal discussions, CDA officials argued that connecting the proposed motorway with T-Chowk would lead to traffic congestion in Islamabad. They proposed concluding the motorway at Banth Moor Interchange and improving the 12km stretch of G.T road to T-Chowk for smoother access. NHA opposed this idea, stating it would defeat the purpose of the Kharian-Rawalpindi Motorway, estimating a significant traffic influx of around 40,000 vehicles from the new motorway and 50,000 existing vehicles onto G.T road, causing congestion.

Following comprehensive discussions between Pakistan and the International Monetary Fund (IMF), an agreement has been reached to maintain the country's annual tax collection target at Rs 9,415 billion. This decision, a significant step in Pakistan's economic strategy, eliminates the need for a mini-budget.


The IMF has acknowledged the commitment of Pakistan's tax authorities to adhere to the annual tax target, with a notable emphasis on avoiding new taxes. Instead, the focus will be on implementing administrative measures to strengthen tax revenue.


Sources from the Federal Board of Revenue (FBR) have emphasized the pledge made to the IMF, outlining plans to expand the tax net through comprehensive documentation within the economy. This aligns with the ambitious tax targets set by the IMF.


Additionally, the FBR has confirmed the submission of a detailed plan to the IMF, outlining the strategy for achieving the Rs 9,415 billion tax collection target. The plan underscores Pakistan's commitment to meeting these goals while addressing tax evasion in the real estate sector.


Caretaker Finance Minister Dr. Shamshad Akhtar has assured the public that there will be no additional tax burdens, and the tax target will remain at Rs 9,415 billion. She emphasized the federal government's commitment to fiscal prudence in spending, with a focus on controlling the budget deficit through expense reduction.


Dr. Shamshad Akhtar expressed optimism about the ongoing discussions with the IMF, stating that they are progressing positively. She added, "The IMF has demonstrated confidence in the actions of the caretaker government, particularly in supporting the program and development expenditure for the betterment of the country.

GDA Cracks Down on Unauthorized Housing Schemes in Gwadar


Quetta: Responding to public grievances, the Gwadar Development Authority (GDA) has initiated stringent actions against illicit housing schemes operating in Gwadar, targeting the activities of the land mafia involved in unlawful practices. The operations have commenced in areas such as Dhor Ghati, and GDA officials urge the public to collaborate by reporting any housing society in Gwadar lacking approved NOCs and disregarding required procedures.


Sources reveal that the GDA, under the directives of its Director-General Dawood Khilji, has issued legal notices to housing scheme owners. The response from these owners is eagerly anticipated in the coming days.


Furthermore, the district administration has been directed to file First Information Reports (FIRs) against violators and those engaged in illegal activities. Additionally, they are instructed to cease any modifications to land lacking GDA-approved NOCs.


In a bid to enhance public safety and promote transparency, the GDA has published a list of legitimate housing schemes on its official website, clearly indicating their NOC status. Prospective investors are advised to verify the authenticity of any schemes through the GDA's official website (https://gda.gov.pk/) before entering into agreements with scheme owners.


It's crucial to note that the GDA's website regularly updates the list, encompassing housing schemes with valid No Objection Certificates (NOCs) that adhere to all GDA regulations.
