do any body confirm that DHA Rahber ext 5M file has khasra number mention on it. Does it meaan that the person holding the file shall be allocated the plot in that kasra number only?

I have a total Budget of 45 Lac to buy a plot + Build a reasonably live able double portion house in any developed / worth living housing schemes in Lahore. I plan to look for Bahria Town, Park View Villa’s, Sukh Chyn etc.
