My advice is to invest in DHA commercial Lahore or KarachiPhase VIII insted of Dubai. You will in a lot better shape by investing in DHA than Dubai. I am in USA did all the recherche during last couple of years. Its a suggestion do what you feel better but think before investing. .

if you want to build your house than d/12 is good,for investment purpose both sectors are not good,any how at that time investment in any sector of Pakistan is not advice able,better to keep money save in your hand.

In sector D-12, D-12/3 is considered the best. It has least number of plots meaning less congested. It is also closer to the hills and is next to D-11 which will be part of GHQ. D-12/1 is the least priced sub-sector (in general). It is more congested than others and has encroachments on its west service road.

D-12/2 and D-12/4 are about the same. It depends on where you are in the sub-sector. There is some encroachment on the east service road of D-12/4 whereas some other parts are just as good as D-12/3. Also look for size of plot directly facing yours. If it is smaller than yours that is a negative.

For sectors close to Margalla hills facing Margalla is definitely a positive factor. I don't know if this holds true for other sectors.

I have noticed that they have increased the number of installments from 13 to 14 without any explaination. the total plot price has increased from $12290 to $13150. Does anybody has some information about this change.

I got confused same way in the letter that was sent with my annual statement. I guess they have realised their mistake. When you do your calculation it comes out to the correct amount. Remember .
So the calculation comes to as follows:
USD 860x13= USD 11180.00+ 870(last instalment)+850(with down payment)=US$12900.00.
This amount os USD12900.00 matches with the instalment plan given on the back of your allotment success letter
