Land mafia threatened MPA of removal and govt acted on it

ISLAMABAD: In August 2019, Prime Minister Imran Khan assigned a task to one of his MPAs from Rawalpindi, Chaudhry Muhammad Adnan. He was then Parliamentary Secretary (Revenue). Identification and recovery of grabbed state land was his task.

In November 2020, Adnan wrote to the PM saying the land mafia threatened him that he would be de-notified if he continued working against them. Before this letter, he had also informed the Punjab chief minister about this threat. In December 2020, just a month after his letter to the PM, the land mafia’s threat was translated into reality. Adnan’s revenue portfolio was de-notified.

What happened in-between is a history which spells out the power of the mafia in its pronounced form. While the land worth more than Rs325 billion which he identified remained in the possession of its grabbers, the officers who went after them were made a horrible example. They were transferred to far-flung areas.

This is despite the fact that the action was taken against the grabbers on the directions of the Chief Minister Office. Who from within the government acted on behalf of the mafia remained a mystery as fingers are pointed towards the influential members of the present administration.

Adnan mentioned in the letter addressed to PM that he identified “thousands of kanals of encroached state land worth around Rs325 billion in Mouza Kotha Kalan and Mouza Topi and benami properties in Rawalpindi.” The grabbers he exposed didn’t belong only to the opposition parties, PTI politicians were also included. One of them is also a member of Rawalpindi Development Authority from where NoCs were issued on the basis of forged records.

He named all of them and shared revenue records to prove that it was the state land under their occupation. While action was taken to some extent against a PML-N senator, those affiliated with PTI were left untouched.

Right in the middle of his letter to the PM, Adnan mentions the power of the mafia. “The land mafia is so strong that whoever takes action against them gets transferred such as an operation to retrieve state land in Mouza Kotha Kalan was carried out on 05-June-2020 after the FIRs were lodged against illegal encroachers… the next day they again illegally encroached the state land and the Deputy Commissioner Rawalpindi, ADC (R) Rawalpindi, Assistant Commissioner (Saddar) and Tehsildar Rawalpindi got transferred.”

Another failed attempt to vacate the encroached land was also pointed out in the letter. In August 2020, the Senior Member Board of Revenue (SMBR) ordered the retrieval of all those state lands which were mentioned in Adnan’s letter to the SMBR. No action was taken; instead, the tehsildar who prepared all the reports of encroachments on state land got transferred. He also reminded the PM why the bureaucracy is hesitant to translate his (PM) orders into actions.

In the meeting of Good Governance Council Punjab held three days after SMBR’s order fell flat, the PM reiterated his order for the recovery of encroached land “without taking any pressure” but no department took any action. Why? Adnan explained to PM in his letter: “If someone takes action against the land mafia, they take relief from courts therefore laws should be made so that land mafia would not be able to take relief from the courts for encroaching/ selling state land.”

He shared the list of encroached land and illegalities of the housing societies alongside the motorway and Chakri Road Rawalpindi but, he wrote in the latter, no action was taken. Instead, he received threats from the land mafia about which he informed the chief minister of Punjab. To the CM, he also informed that the mafia had warned him that his revenue portfolio would be de-notified if he continued exposing them.

If the land mafia is so strong that nobody can take action against them, then Adnan suggested to the PM in the letter that he was ready to tender resignation from the post of parliamentary secretary (revenue). While no action was taken against the mafia, Adnan’ last prayer was answered. The CM de-notified him from the revenue office, something he had shared with him as a warning from the mafia.

RDA allocates funds for underpasses in 2021-22 budget
Rawalpindi-Rawalpindi Development Authority (RDA) has allocated funds for Kutchery and Defence Chowk underpasses in its fiscal year (FY) budget, approved by the 55th Governing Body of RDA.

According to RDA spokesman, the Governing Body has approved the annual budget 2021-22 of RDA amounting to Rs2329.005 million. He said that two underpasses would be constructed at most overloaded intersections of the city – Defence Chowk and Kutchery Chowk. Rs2.2 billion would be spent to construct Defence Chowk underpass while Kutchery Chowk project would be completed at an estimated cost of Rs3.6 billion. Kutchery Chowk would be first project of its own kind as two level underpasses would be constructed and the design would be introduced first time in Pakistan. In the budget, Rs1984 million has been allocated for new development projects, he said and informed that the ongoing development schemes including construction and widening of Dry Port Road from Rahimabad Flyover at Airport Road to Welfare Complex via Chaklala Railway Station Shell Depot, would be completed at an estimated cost of Rs50 million while construction work of three pedestrian bridges at Airport Road would be completed at an estimated cost of Rs69 million.
Meanwhile, a district administration spokesperson informed that PC-I of Rawalpindi Ring Road Project had been sent to the authorities concerned of Punjab Government for formal approval.

She said efforts were being made to expedite the process and kick off the construction work on the project in August, this year.

She informed that 38km long Rawalpindi Ring Road Project would be constructed as per the original plan conceived and the Ring Road would start from Banth, GT Road and culminate at Thalian.

The Ring Road would help ease traffic congestion in the city, she added.

To a question she said that construction work on Ammar Chowk underpass project is in full swing which would help ease traffic flow on the overloaded intersection.

RDA issues notice to owner of illegal housing scheme
Rawalpindi : Under the direction of the Director General (DG) Rawalpindi Development Authority (RDA), Metropolitan Planning and Traffic Engineering (MP&TE) Directorate RDA taking strict action against illegal housing schemes. MP&TE Directorate issued notice to the owner of illegal housing scheme namely Blue World City, Chakri Road Rawalpindi to stop illegal advertisements, ceremony, and development work.

The Director MP&TE RDA has directed the owners of above mentioned illegal housing scheme to immediately stop illegal print/electronic advertisements. He said it has come to know that you have organized an inauguration ceremony of Overseas Block at illegal scheme site and invited renowned cricketer, Shahid Khan Afridi, as chief guest to grab the attention of general public.

He said RDA has already taken legal action and registered multiple FIRs in the concerned police station. At the same time, earlier Planning Permission was also withdrawn.

The notice has warned that the instant act of arranging above said ceremony itself shows that you are habitual of violating the rules and regulations and thus challenging the writ of law. The ceremony is in fact of sort of advertisement of your scheme and violation of Punjab Development of Cities Act 1976 as well as Punjab Private Housing Scheme and Land Subdivision Rules 2010.

The owner of the illegal housing scheme has been directed to cancel the above-said ceremony; otherwise, it would lead to deceiving the general public to get the impression. In case of non-compliance regarding stopping the ceremony at the site due to legal action would be initiated by RDA under provision of rules/regulations.

RDA advises the general public in their own interest that they should not make any investment in any illegal/unauthorized Housing Scheme which status declared illegal by RDA. Otherwise, they themselves will be responsible for their losses. RDA has also requested Islamabad Electric Supply Company (IESCO), Sui Northern Gas Pipelines Ltd (SNGPL), and PTCL, not to extend services to these illegal housing schemes as its status is un-approved / illegal. RDA spokesman said the Director General RDA has directed the MP&TE Directorate to take strict action against illegal/unauthorized commercial and residential construction activities, booking offices and encroachments without any fear or favour.

ڈی ایچ ے فیز ١٠ کا بیلٹ اگلے 3 سے 4 سال میں متواقے ہے ۔ جبکہ فیز 13 کا عدالتی فیصلہ اگر ڈی ایچ ے کی مرضی کے مطابق آیا تو اگلے ٢ سال میں بیلٹ اور اگلے 5/6 سال میں possession.
اور اگر فیصلہ انصاف پر مبنی ہوا تو اگلے 6 ماہ میں بیلٹ اور اگلے 4/5 سال میں قبضہ مل جاۓ گا ۔

DHA-10 ballot after 6-7 years, possession after 12-15 years. DHA-13 ballot 4-5 years & possession 12-15 years. It is based upon history of DHA.

DHA 10 possession expected in 2035. Ballot expected maybe 2028.

Some of you have very negative views here. Looking at history of DHA, balloting has been done every 6-7 years. Last ballot was for 9 prism back in 2015 so I expect balloting maybe in 2022 or 2023 either for one of DHA-10 or 13. Whichever phase is selected for balloting first will then be delivered for opening possession in another 6-7 years so possession maybe by 2028-29. Then around that time, the other phase will be balloted.

The way I look at it, DHA 10 has so far had no major legal issues or stays so I'm guessing it will be balloted first and the other reason being 9 prism is connected to it.

Or I am maybe wrong and DHA13 gets balloted first. Whatever the case, I expect one of the phases to be balloted within next two years. Following this, another phase will be balloted. Maybe DHA breaks the trend of balloting around 6-7 years and instead ballots DHA13 and 10 2-3 years apart, who knows.
