To be honest I have gone through all the plots with their locations on map, and I was unable to find a single plot in good or at least in acceptable location. Majority of the plots are near village/boundaries/graveyards/samosas. And after looking at the location, one can easily understand that why they are on installments and why they are still with DHA.
One need to think twice before falling in this trap of installments, because if these were easy to sell plots DHA would never offer them on installments. I believe these are those plots which even estate dealers couldn't able to sell at market price, so DHA is trying the other way around to sell these on installments. (my perception)

This is just my analysis, one may can differ.

To give you idea after alternate raiwind road DHA RAHBAR good 5 Marla upper middle cutting is 40 lacs for 5 Marla so room to growth is there.
Valencia 5 Marla is 50 plus. This should give you comparison analysis

Sector shops are usually of 2 marla located in sectors to cater for needs of people living there. Sometime there are 2 or 3 shops in a sector. Rarely there are more than 3 shops. Normal commercial property is always located on main boulevard or central commercial area (CCA), its cost is always higher than sector shop price. In DHA its area is 4, 8 and rarely 16 marla.

Very very high prices. Its better to Invest in PRISM and pay development charges in installemnts. Instead of buying one of these Installment plots which may or may not be balloted in your favour very very rare chance and these plot afterwards available in the Market for top Category people. So Moral of the Story is:
"East or West PRISM is the Best".

some plots are really cheap,and price of some developed plots are less than undeveloped plots in phase 8 and some even cheaper than DHA 9 as development charges are included and there will be minimal transfer charges being directly from developers no cVT, stamp etc is expected.
As number is good and non refundable is high so there are good chances that in 2,3 Application one can get a plot to maximize the chances and not to get stuck is 2,3 properties many family members can apply for same plot to increase the chance of getting.
Also good for margin traders if you get with minimal investment you will get chance to sell at some premium.
It is Not situation like 2006 when Non refundable was 5000 and people were offered plots on lottery i.e only 9 Lac per Kanal in phase 7.

DHA Lahore Plots On Installments FAQ:

Plot numbers prices are here on official DHA Lahore Website but in PDF format only. http://www.dhalahore.org/plots-for-sale

Please avoid completely cat B plots. They are odd size bad location very hard to sell SAMOSA plots. Cat A plot are normal size plots for example 50x90 for kanal. Worth trying your luck in sector shops in Dha6 only as they still got room left to grow. Phase 1 to 4 were hard to sell in past 25 years so now with blanket of installment wrapped around will be sold to newbies. But I am not suggesting them for smart clients of Lahore Real Estate. Not enough room to gain. Almost all plot will not give you much benefit other than DHA 6 2 marla sector shops. In one year you are likely to be even at current offered prices. Only benefit us that you are paying in installments of one year. For all plots you risk losing 10000 to 25000 non refundable amount. After ballot is held you must pay 25% more im addition to down-payment made with applications. After these two amounts remaining amount must be paid im 1 year in 4 installments total. Each installment every 3 months. One thing must be understood here you can't sell/transfer any of these developed possession plots with out payment of 100% amount first. In DHA developed possession plots transfers possible only after all dues cleared. Also note these are ready to built plots. Pay in full and can start construction tomorrow. Development charges are included in prices.

I have uploaded easy to download and print application forms here because many people dont know how to open PDF files that are on DHA Lahore website. You can print sign these forms.

No need to pay any dealer any money for these forms. DHA will accept these forms.

After looking at offered plots and rates my excitement has vanished.

Top Tip: The best deal in this entire booking is 2 marla commercial shops in DHA6 N block at just 45 lacs. N block sector shop priced too low because location very weak next to villages Pungali. I think if one get plot in ballot can make 20 to 25 lacs on a 45 lacs investment after 1 year hold and payment.

DHA Lahore phase 6 sector shops rate is between 150 to 200 lacs.

The problem i see here is that a person can apply for only one plot. The minimum DHA should've done is let us choose five plots per form in order of preference so there is atleast a half decent chance one will get something.

Its Big Drama under Ballot 2016, DHA wish to collect heavy amount 10,000 to 25,000 for single plot fee in ballot. It will not justify as previously ballot. Two things here Mr. Khalid:

1. I fully agree that this is a tactic to make money. Average 15,000 application fee and let's say around 10,000 forms. Only 300+ actually get something. Balance 9,700 don't get anything and their application fee goes in DHA's bank account forever. 9,700 * 15,000 = 14.5 crores. I think part of this amount will be absorbed for providing a subsidy on some of the plots which are actually really good deals. This creates an incentive for the investors to actually apply for this 'raffle draw'. Not to mention this ballot helps DHA raise a capital of around 400-500 crores in a short time frame of 12 months.

2. There's no fraud here. Plot numbers are mentioned. Prices are mentioned. We are free to apply or not. DHA isn't a non-profit organization. It needs money to run and cover its costs and make some money in the end.

To summarize, if you are feeling lucky today go for it. I am applying for a 2m sector shop in the name of my daughter. Fingers crossed!
