Not sure if balloting of Phase 9 is on 29, 30 nov or 1-1-2014.. But one thing is confirmed, as per DHA approved budget it must be done before June 2014.

you should go for phase 9 file as this file will convert into a plot of a proper phase but for phase 8 file its like a small sector which is completely seperated from phase 8 and moreover location of phase 9 is far better..
