ICT admin decides to make public G-14 record in 15 days

ISLAMABAD: On continuously highlighting the issues of sector G-14 by the Daily Times, the Islamabad Capital Territory (ICT) administration has finally decided to make public the list of affectees and the compensation amount to them by putting data on the website within 15 days.

Besides, allottees of the plots in sector have also been taken into confidence and given assurance that they would be given access to all relevant documents and if any officer would create hurdle in giving information he would be sacked, Daily Times learnt on Wednesday.

Encroachers will not be given a single penny from Build-up-Property (BUP) award and it can be suggested to depute Rangers to stop further encroachments and demolish the existing encroachments as federal police have been totally failed to ensure implementation of section 144, said the sources.

As number of officers of Ministry of Housing, ICT administration and federal police, who are beneficiary of encroachments and eying on compensation amount, will create hurdle in implementation of these decisions, it is learnt.

According to reliable sources, development of sector G-14 could not be started for last seven years due to which both affectees and allottees of sector G-14’s sub sector 1, 2 and 3 have been suffering.

An officer of the Federal Government Employees Housing Foundation (FGEHF) requesting not to be named said that the sector was announced in 2002 and award of the sector was announced in 2004 and payment of the land was given to the affectees, but BUP award could not be announced. Later on in 2008 ICT administration handed over 2,400 kanals of land (which was 60 % of the total land) to FGEHF and it was decided that development of the sector would be started soon. Almost four years have been passed but development of the sector could not be started due to which people encroached on 400 kanals of land and at the moment FGEHF has hold on 2000 kanals of land. Still 2000 kanals of land has been taken into supervision since 1990 because in Kuri FGEHF has only 50 kanals of land in possession.

Sources further said that a delegation of allottees headed by a retired additional secretary of Cabinet Division on Wednesday met with an officer of ICT administration and it was decided that Acquisition Branch of the ICT will be accountable to allottees and whatever is paid to the affectees will be made public and within 15 days names, identity card numbers and accounts of the affectees who are over 6,000 will be put on a website. After launch of the website the allottees will be able to get information in this regard through internet. There are some reservations of FGEHF in this regard and to sort out the issue a meeting of ICT administration and FGEHF will be held on Thursday (today).

Allottees have said that they should know that where their amount was being spent and for that FGEHF should also be accountable. In meeting with the allottees it has been decided that there should be total transparency in the project and each and every document will be made available for the allottees and if any officer will make hurdle in giving information to allottees he will be sacked.

An officer of ICT administration said a letter had been sent to Ministry of Finance that amount allocated for the Sector G-14 and other residential projects should be kept in National Bank of Pakistan and profit on that amount should be given to the allottees because they had paid the amount and waiting for possession of plots for so many years and still it is not clear that after how much time they will get the possession of the plots. So far Ministry of Finance has not given any reply, he said.

Computerisation of revenue record inaugurated

Karachi—It is prime responsibility of Board of Revenue Sindh to maintain and preserve total record of lands of Sindh province and computerisation of all such record be strictly maintained for its protection for the record and use of owners and Khatedars of such land.

This was directed by Chief Minister Sindh Syed Qaim Ali Shah, while inaugurating the computerization programme of Land Records in Sindh, at Revenue House, Shirin Jinnah Colony here on Wednesday.

He said that the integrated land records computerized system will ensure clear land titles to all land owners of Sindh.

Syed Qaim Ali Shah further directed that the land holdings be properly recorded, preserved and protected.

He further said that the old land record is in very deteriorated condition, as such it is prime duty of all concerned to preserve, protect and maintain all entries and record of lands.

Chief Minister said that the Government of Sindh anticipates a quantum improvement in revenue as a consequence of this system, which will open up opportunities for the private sectors.

He further said that it is encouraging that the Government of Sindh has successfully completed the pilot phase of computerization of land revenue records, becoming the first provincial government to accomplish this task.

He lauded the efforts of Board of Revenue Sindh and added that NADRA is also being associated in this noble task.

Earlier, the Senior Member Board of Revenue Sindh, Shazir Shamoon, briefed the Sindh CM that the objectives of project are the automation, introduction of latest technologies like usage of satellite imagery for land use assessment and preservation of more than 100 years old revenue records.

He added that a scheme of Land Administration and Revenue Management Information System (LARMIS), development of GIS (digital mapping) and preservation of Land Records and revamping of survey and settlement has been introduced under the reforms programme.

People who booked 1 kanal and 10 marla plots are getting letters now, i know many people who have got letters last week and this week. I think in next step bahria will give lettere to 8 marla and 5 marla plot bookers, so i guess u should get allotment letter within next month.

Property Tax on Shops

As salam u alaikum
I have couple of shops in a Plaza in Rawalpindi Murree road. The Shops are not yet transfered to my name as some work is still remaining.

I tried to give them to some party on a very nominal rent as there was a delay from the Plaza side.

There is no registry of shops in my name. But the Tax Department sent me a notice of almost Rs. 6000/= per year Tax. Is it justifiable?

Please advice that whether we are liable to pay tax without having any registry in our name?

There is no
update regarding Southern loop of ring road.

But an alternative route to raiwind road is underconstruction within fazaia society. This alternate LDA road begins from khayaban-e-jinnah road and pass through valencia, dha rahber, khayaban-e-amin, fazaia and connects to the road at adda plot along the shareef canal and goes to shareef farm houses. The work on this road has accelerated inside fazaia society. After the construction of this road, an alternate route will be available to go to these societies and the distance will be shortened.

Tax Certificate for Overseas Pakistanis

A bit off the topic but I have a question regarding tax certificate for overseas Pakistanis. I hope someone can guide me.

I started work in Africa recently and my company deducts a certain percent of my income out of my salary. At the year end my company has promised to give me a Tax Certificate.

Will I be able to use any such Tax Certificate in Pakistan to get reimbursement of taxes paid overseas or is this certificate useless for me?

its bit complicated for none residand there is no tax on foreign income however enerally you will not become non-residand in the first year still if you remit to Pakistan through Normal banking channel that part of income can be claimed as exempt from taxes.

Such certificates have no value in Pakistan and you will not get any reimbursement since you are not paying income tax in Pakistan being overseas pakistani. You are exempt from income tax as you are bringing foreign curreny/income to Pakistan.

@ mahmood Jeddah...many thanks for your comments. I think there's some confusion: I already have a NICOP and got it in the first month when I got my work visa. I think no income for a foreign employer can be taxed in Pakistan from a NICOP holder...AS YET!

@Ch. Yousaf...many thanks for your comments. I also got the same feedback from some friends in tax/income industry. But what they suggest is that the Pakistani govt. is thinking to levy a tax on the overseas Pakistanis soon...just like India, US, UK etc. do for their nationals working abroad.(comments welcome!)

@ zain...i think normal tax should be applicable to overseas Pakistanis' personal property in Pakistan...can someone shed some light on the matter?

Dear Mr. Usman:
1) Please note that there are two types of income, Pakistan source income and the second is outside Pakistan source income. Your outside Pakistan source income is not taxable in Pakistan because your status is non resident. Had you been resident, then your such income would have been taxable in Pakistan as well. Your Pakistan source income, if any, is however taxable in Pakistan.
2) Income tax is payable on income and property tax is payable on property. If you hold any property, like house, then you have to pay property tax.Even if you don't reside in Pakistan, you have to pay property tax.
3) No new tax is under consideration in Pakistan at present. The budget has already been passed in June and next would be coming in June 2012. There are no chance that foreign income would be subject to taxation in next years as the FBR even cannot collect taxes from locals. Expatriate Pakistan contribute a lot in shape of foreign currency and thats all the Govt. needs.

Firstly of all I would like to inform you that with the nominal initial working capital of Pak Rs. 5 Mio (AED: 213 K), with dreaming of getting a return of around 10% ( Pak Rs: 500,000/= or AED: 21 K p.m) is unrealistic , no business what so ever can yield that from the day one…..

Secondly If you are making PRS: 500 K p.m. in Pakistan with just Pak Rs: 5 Mio, kindly let me know the business secret, I’ ll land to my loving homeland next week……..

Now come to your query….. the doing business in UAE/Dubai needs quite a handsome intial capital expenses like, Visa fees, rent for the premises, set up of office, sponsor fee, lot of other fees etc , kindly visit the place first and have firsthand knowledge before jumping into any kind of business.

1. I suggest that we drop use of the word Paki because it is used in the west to show racial hatred againt Pakistanis.
2. PRs. 5 million is too small amount to start any reasonable, sustainable business in UAE. The probability of loosing your capital is very high. Middle East has shifted from Small & Medium businesses owned by expatriates to Big Malls & Big International Chains of Super/Hyper Markets. World wide recession has also taken its toll in the Middle East & many businesses are closing down everyday.
There are few business failure related suicides as well.
3. I do not, at all, agree with the grim situation of Pakistan painted by International media & some of our Pakistani brothers. Pakistan, InshAllah, overcome all odds & conspiracies ahaint it.
4. You have handsome income & live among your loved ones. Enjoy life & work for the poverty alleviation of fellow Pakistanis.

1. UAE is not the right option for business at this time of frame reason being all the corporate sectors have moved their business back and shifted to the other GCC specially Saudi Arabia because of their high budget and mega infrastructure projects

All my dear friends, I am really thankful to the answer you are giving. Now here r few things to clear:

1) i earn about 20 lakh a month (Allah knows) in Lahore

2) My investmentis about 5 Crore here (if add property it should be 10 crore)i have experience of Importing Chinese products in best way. by the grace of Almighty Allah i think i can do it in best way.

3) i want to start trial investment in UAE, as i found many options in UAE ( i have been there for 10 times atleast).
Like SCRAP sourcing from Europe to UAE can yield 5 lakh per container whlie container cost is 7-20 lakh. i have buyers, searching suppliers from UK and planning to visit next month.

4) Dragon Mart in UAE claims sale at same
prices like china, but they are very highly selling like a product in China is 1 rmb=13 rupee, in dubai it is 3-5 dirham atleast. now i know how to buy in china, i have office in China already. so i can track best quality n prices from there.

5) Crystal which is common accessory for fabric n sewing industry gives 20% profit minimum. it is big problem related quality which i can track through my office. my friends earning in Dubai through crystal trading around 10 lakh a month. so i think i can too.

6) 1-10 dirham shop is great idea which i visited in UAE n SAUDI arabia, this can give 50% profit on sales, only this business requires investment of 3-4 lakh AEDs.

why i wrote here? bcoz i want to convert my Pakistani business into realestate property, like for 4 crore i want to buy property in DHA n leave Pakistan with 50 lakh, crystal trading need only 20 lakh to start and u can earn 1-2 lakh a week :) for most of you may be strange but it fact.

i have friend who imports some apparel accesories from China in 10 lakh n sells in 30 lakh in ShaAlmi lahore, so for you guys this may be high return but infact it is not according to my experience.
