can any body tell me how to see the plot location in DHA COMMERCIAL AVENUE, as they mention the plot no and block recently but the same no. is not available in the plan which we recieved at the time of residentional plot booking. please guide me in this regard, more over what is the real time concept of possession of DHA VALLEY, DHA VALLEY OVERSEAS BLOCK AND DHA COMMERCIAL AVENUE AS I BOOKED ONE PLOT IN ALL ABOVE MENTIONED SCHEMES.
can any body put light on this sensitive issue as almost all the people paid maximum installments but physical evidence of progress in development is not fulfilling the requirement as the people paid amount to DHA.

Balloting for plot No for DHA Valley Commercial Avenue has not yet been held. So Plot NO. if being mentioned are NOT CORRECT.
As far as I know DHA Valley was to hold ballot in mid 2010 which was postponed. Although no official statement was issued. In recent posts i have read lot of stories and adverse comments about DHA Valley but the Administration has not responded to any. It is therefore safe to assume that all of it is correct. DHA must hold ballot early at least for sectors contigous sectors for general satisfaction of members or at least come out with a factually correct statement announcing the schedle / pace of development

@Naseeb Sheikh.

1. Banks/House Building Finance Corporation do not finance 100% cost of the house.
2. Interest rates in Pakistan are very high. It will be very difficult to get enough rent from a portion of a house to pay back the installments (Principal + Interest). Default on installment payment is a "Death Sentence".
3. In my opinion the best option for middle income people (by the way middle class is the one which leads the most difficult life in Pakistan) is to book two small residential plots in some housing scheme of a reliable developer & wait till the scheme is fully developed &
prices of plots have gone up. Then sell one of the plots & build house on the other.
4. I did the same. I bought 3 Nos. 8 marla plots in Low Cost Block of Bahria Town Lahore which cost me around PRs. 400,000/- each in installments over a period of time & has a present value of Prs. 2,100,000/- each. I have build my house on one of them which happend to be 32.5x60 ft. instead of 30x60 ft. being a corner plot.

Dear brother, What you can do is You can get a plot with your limited budget somewhere. ANd then you can go to HBFC ( house building Finance corporation) and they can give you loan to build house on your plot. Before doing anything go to HBFC office and discuss your case with it. I know it wont be easy and might be very hard but try and you can achieve it.

The website for house building finance coorporation is http://hbfc.com.pk/ You can get some information from there as well. There is a financial calculator on the website which you can use.


To get a loan from any bank, they will see how good is your job, for how long did you have it ? is it permanent ? will you be able to manage your installments and your living expenses side by side. These are few things which they will be looking.

CDA-Bahria Town nexus: A tale of two enclaves

Instead of giving proper attention to the Park Enclave project which was launched amid much hype, the planning director of the Capital Development Authority (CDA) is busy “ensuring success” for the Bahria Enclave, it has been learnt. The latter is a housing project owned by an influential realtor.

The owner of the housing scheme could not have succeeded in getting a ‘no-objection certificate’ (NOC) from the CDA, but the civic agency did approve the land use plan (LUP) for Bahria Enclave. However, the entire process has managed to upset the legal directorate of the civic agency, which is not satisfied with the means adopted by Bahria Town and the Planning Directorate. “The Planning Directorate of the civic body, that is supposed to work to make authority’s projects successful through effective planning, entertained Bahria Town in violation of its own rules,” a top CDA official told The Express Tribune. “We are not blaming our officials, but Planning Directorate officials are enjoying cordial relations with Bahria Town,” he said.

In this clash between the Park Enclave and Bahria Enclave, the weak stance of the Bahria Town administration can be judged by the changes it made in the advertisement of the housing project. Initial ads claimed that Bahria Enclave is right opposite CDA’s Park Enclave. Later, Bahria Town administration advertised that Bahria Enclave is “near” Park Enclave. However, when the actual story surfaced; that the land approved by CDA to entertain Bahria Town was disputed and an inquiry was already pending before the Federal Investigation Agency, Bahria Town advertised, “We negate any negative propaganda.”

Sources said that “close friends” of President Asif Ali Zardari, in collaboration with the Bahria Town owner, ensured the recent posting of Tahir Shamshad to the CDA as member planning. After assuming charge, he prepared a plan to launch a housing scheme near the disputed land of Bahria Town in Zone-4, where construction was allowed by the cabinet in 2010. It has also been learnt that CDA high ups then approached the PM, who recently inaugurated the CDA’s Park Enclave project, to address the matter.

“Even he could not play a role due to the involvement of influential people close to the presidency,” said an official.

Sources said that Member Planning Tahir Shamshad was aware of the developments surrounding the Bahria Enclave Project, “Which was being planned on disputed land,” but he kept top CDA officials in the dark, including Chairman Imtiaz Inayat Elahi. “Though in collaboration with the Planning Directorate, Bahria Town has obtained a layout plan and land use plan, it still has not been able to get an NOC from the CDA so far,” an official in the CDA chairman’s office told The Express Tribune.

Allegedly, the member planning also played an important role in stopping the CDA from issuing public notices to Bahria Town. These notices were meant to publicize the fact that the housing scheme was continuing without obtaining an NOC from the CDA. He also did not initiate any legal action against the officials responsible for approving the land use plan.

CDA spokesperson Ramzan Sajid also confirmed that Bahria Town has submitted its case before the DG Planning Ghulam Sarwar Sindhu in violations of CDA rules.

On the other hand, Member Planning Tahir Shamshad, when asked about the reluctance to take any legal action against the planning directorate officials who entertained the Bahria Town administration, said, “The CDA chairman is the person for such decisions.”

He added, “It is wrong to say I have close contacts with Malik Riaz. I have not met him in the last 10 years,” Shamshad said.

Moreover, an official in the planning directorate explained that the relevant Tehsildar (revenue officer) has certified that Bahria Town administration has its own land in Zone-4, which was why the land use plan was approved. However, he added that the NOC has not been issued because it required a lengthy process, which Bahria Town did not follow.

DHA 9 will go gradually up and up while occasioanlly pulling back a little on profit taking. It is in the up trend now and there will be more buyers than sellers on every pull back. As you can see recently when it pulled back from 15.50 to 15 Lacs many buyers showed up and took it to 16.50 Lacs. If it comes back to below 16 a lot of buyers will again take it above 17 Lacs.

In fact many big fish are trying to keep it low so that they can buy as many
files as possible at low rates but the big fish cannot control the market when there are a lot more buyers than sellers in the market especially overseas buyers who are sending record remittances to Pakistan recently. They just cannot fight the supply and demand scenerios.

Supply is very limited and most buyers are long term holders. When big money will start buying at whatever available price you will see the prices shoot quickly to the 2004, 2005 level. Many properties have already gone back to the 2004, 2005 level or very close, for example DHA Phase 5 & 6. And now other properties are following to catch up to their actual worth. Properties in Pakistan are still cheapest compared with wealth factor and affordability in Pakistan and other countries of the region.

In last six months DHA 6 gained 20 lacs. DHA 7 gained 10 lacs. DHA 9 was past due for 5 lacs gain. Look for 18 to 20 lacs price in next 30 to 90 days.

Yes the file is file but all DHA plots were
files once and then became plots. In fact DHA 7 and 8 proper are still files because you do not have a possession there yet. In due time DHA 9 will also be like regular DHA plots. If one cannot afford a plot he will buy a file for future investment. As the plot prices rise so will the file prices. Keep in mind DHA 9 location is much better than DHA 7. It is next to DHA Phase 4 and 5.

DHA 9 will have best approaches among all DHA Phases including approaches from Ferozpur road and Lahore Ring Road. And some blocks of DHA 9 are already under development.

No real answer is available for the current rise in DHA 9/10
files. Its only because of the buzz in the market for current Ballot being held on 28th. Expect these files to fall very soon.

The current price hike is not only because of the upcoming ballot hype. Infact, a large number of overseas Pakistanis are now a days in Pakistan due to summer holidays in schools. Most of them are looking for safe investment and DHA has got advantage of the situation very wisely. Our these brothers are a significant reason for this price rise. And as CMY has already analysed, it is expected to continue rising till at least end of September.

Please dont mix a DHA file with other private developers
files. There is a huge difference in these two types of files.

In DHA phase 9 a allocation file is issued only after DHA buy 4 kanal land free of cost and land owner also agree to pay development charges. In return of 4 kanal land now is DHA bound to give you one kanal plot. No land means no files.

In other schemes a file is issued against initial booking of plots with out any land in hand. Than after booking a good developer buy land with your money you pay in installments in next 3 to 5 years and latter come the turn of development and you are asked to pay development charges at current rates when development starts.

DHA 9 files price rise have nothing to do with balloting on July 28th. No one is saying here that DHA 9 one kanal will be in ballot on July 28th. But its a fact we are now getting closer and closer to have a ballot of DHA 9 as all extra land have now been sold in installments by DHA Lahore or current booking or given in shape on new 5 and 10 marla bookings and DHA town. Since most spare land is now allotted DHA Lahore can now start to get one kanal files balloted as well. Not at July 28th 2011 but very soon. Max 12 months from today if you ask for my guess after this recent bookings.

Prices is rising because when you ask a person to sell their file he tells you I am not mad. DHA is selling 10 marla at 25 lacs and two files of 10 marla today cost 50 lacs including development charges. Sellers say why should I sell my 1 kanal in DHA 9 for just 26 lacs including development charges.

Price is rising because a person is calculating DHA is selling 4 plots of 5 marla at 40 lacs today. So sellers are telling us before development charges deduction their one kanal file should be worth min 30 lacs at today's rate.

With development on going in and around all 4 sides of DHA phase 9 like in Ashiyana housing State Life phase 1 DHA town DHA 4 DHA 5 DHA 6 Country homes and Eden lands two interchanges of ring road people are very hopeful their long wait and their bad times are finally over.

Five housing societies served notices for polluting streams

July 20: Pakistan Environment Protection Agency (Pak-EPA) has served notices on five private housing societies located in the foot hills in sector E-11 for polluting fresh and rain water streams.

“These housing schemes are situated upstream and discharge their sewage into the fresh water brooks. Since all the streams snake through the capital, the stench is unbearable in most residential sectors,” said Director General Pak-EPA, Asif Shuja.

The notices were served on presidents and general secretaries of these private housing societies, which include the Federation of Employees Cooperative Housing Society, National Police Foundation, Services Cooperative Housing Society, Multi Professionals Cooperative Housing Society and the Pakistan Medical Cooperative Housing Society.

According to the DG, since their inception, Pak-EPA has been warning them of the environmental degradations caused by sewage being dumped into the streams.

“We have asked all the societies to install sewage treatment plants to prevent the streams from being polluted,” said the DG who warned of plugging all sewerage pipelines that ended in the streams.

Pak-EPA and the Capital Development Authority (CDA) in a joint effort plugged more than 400 sewerage pipes in and around Bari Imam that used to contaminate fresh water brooks that eventually flowed into the Rawal Lake. The residents then had to build their own septic tanks and soak pits.

“We did it before and we will not hesitate to take action against those causing pollution in streams,” Asif Shuja said.

The presidents and general secretaries of these housing societies had been committing themselves to install sewerage treatment plants (STPs) but never gave timeframe. According to Pak-EPA, the housing societies had been delaying the installation of the STPs.

Commenting on the problem of dumping sewage into streams and explaining how the civic authority had allocated land in sector E-11 a CDA official said, “These are private residential sectors. However, they do follow CDA by-laws related to layout plans, land use, roads and amenities, etc. But since these housing societies are registered with the Registrar Cooperative, Islamabad Capital Territory (ICT) CDA cannot take action against them. Only ICT could do whatever necessary to prevent them from polluting the streams.”

He also clarified how CDA did not deal directly with environmental degradation and that it fell under the purview of Pak-EPA.

According to Pak-EPA, the cases were to be referred to the environmental tribunal court which is at present non-functional.
