Dear Readers, somebody can give his/her openion on Fazaia Housing and AWT 2, I wish to build my house after 4 to 6 years in Pakistan.

Which will gain more if that time (after 4 to 6 yr) i wish to switch on another good society.

My budget for buy a plot is round 30 Lakh Pak Rupees

In this price, you may secure a 800 yds plot at Fazaia.
Alternately increase your budget a bit and buy two 500 yds plot.
Buying in Fazaia would absolve your worries of Qabza groups while abroad. I cant say much about AWT2 due to less knowledge about it.

Punjab Govt is facing difficulty in acquiring land for ring road and its interchange at or near fazaia housing scheme because the local owners are asking Rs. 12 lacs/kanal. Due to uncertain
location of interchange the market price of Fazaia is on lowest ebb at the moment since the location of plots may get changed as the ring road is most likely to pass through Fazaia. Here, the sellers are asking Rs. 15-16 lacs in most prime location of "K" block. The investment in Fazaia at this time is risky but rewarding if your plot does not get relocated. Anyway, nothing is for sure till date.

Sui Gas in DHA Phase 6

Dear CMY,

As you are living in DHA Phase 6, could you please confirm if sui gas is available there or not? If NOT any idea when would it be available?

Few houses in DHA6 J bloc have Sui Gas turned on now but other blocks residents are waiting in line. Sui Gas piping from
DHA Lahore end is ready in most blocks / streets but no new demand notices are issued by Sui Gas Dept as there is a nation wide ban on new connection from prime minster.

Most people buy a Gas cylinder that connects to existing gas piping in house. It costs Rs 5000 and runs for 4 to 6 weeks.

There is no nationwide ban, if you pay 15000 to 30000 bribe to Sui Dept staff your gas with meter is provisioned in 24 hours. I was forced to go through this just recently.

Disadvantage is that too far from main road .
It will take around 8 year to develop/
we can say gud scheme but on bad
location so prices will not go to0 high after development and possession coz to far from main road.and also have doubt that water problem will arise.
rental income will also be low.

Foreign currency account

I want to open a FC account.Can someone describe the benefits of having such an account.Is it just like a current account and any amount can be withdrawn anytime.My understanding is that it is just like purchasing some dollars and keeping them in a locker, when the dollar goes up you can encash them.If i deposit 1000 dollar today and after say 5 years it will be 1000 dollars or with rupee devaluation, the dollar amount will decrease.

hi, in medium term us dollar will depreciate and so pakistani currency , however if this government or similar financial circumstances prevail with inflation over 20% then you stand better with dollar however basket of currency will be better bet. wait for euro to come down and then buy . chinese currency is aslo good buy so as japanese yen .

If you have big pile of money, then definitly do NOT keep it in PKR!
Unfortunately, i do not see anything going right for PKR for the time being, or even in near future...huge budget deficits, foreign loans, power issues, security problems and so on..
You can have FC account for USD, GBP, EUR i believe. But you can also use locker to keep other currencies.

CDA serves builders two-week ultimatum to clear parking lot

ISLAMABAD: CDA spokesman Ramzan Sajid told this scribble said that the plot for the under-construction wedding plaza was allotted some 25 years ago. “The builders have dumped construction material on the old parking space and CDA has served notices on them to clean the area within two weeks,” he said. Sajid hoped they would clear the parking space within this timeframe and shoppers would park their vehicles there. Sajid said the parking had sufficient space and as soon as the construction waste and wreckage were cleared the parking problem at the bazaar would be over. “CDA is constructing a new car parking where over vehicles could be parked at a time.” The parking construction work will be over within a few months, he assured.

Lahore Development News:LTC plans 2000 more buses for Lahore

LAHORE: The Lahore Transport Company (LTC) is implementing a project of new 2,000 buses for citizens of Lahore.

Presiding over a meeting, Chairman LTC Khawaja Ahmad Hassan added local and foreign investors were showing keen interest in executing this plan. He said steps were being taken to speedup the plan, said a press release on Sunday.

He said high pressure CNG stations would be set up for in collaboration with Sui Northern Gas Pipelines Ltd (SNGPL). He said opinions of transport owners and representatives of civil society would be considered in this regard.

The meeting was also attended by Vice chairman LTC Mehr Ishtiaq Ahmed, CEO LTC J I Kim, GM Operations Asad Gilani, GM Enforcement Kamran Khan, GM Finance Adnan Mudassar, GM Planning and infrastructure Muhammad Ozair Shah, Media Advisor Amjad Hussain, Arshad Khan Niazi and representative of civil society Jamal Ashraf.

The Chairman said that the government wanted to encourage private transport companies in order so that better public transport facilities could be provided. He said that transport owners were significant stake holders; therefore, they have been made part of LTC advisory committee, adding their issues would be resolved.

Dear All

During the period of 2001 to 2005, Pakistanis experienced a tremendous way of earning quick / bulk money through property transactions (
files). While all economic experts used to believe that this can't help economy in the long run, many of us kept enjoying the 'easy way' to become rich. Now, if some one is expecting to see the same era again, he will have to wait and rely on his luck and unless "Shaukat Aziz" type of PM takes over, this won't happen. In my opinion, property / real estate is always a good / safe investment but the rate of return and payback period has to be modest (due to the low risk factor). So, don't expect to become millionaire from nowhere, overnight.

Yes - there is a possibility when some one can become millionaire but this has to be a rare / unique scenario - e.g. if u remember what happened to the land owners of New Lahore Airport area - or the ones who had land cutting across Motorway - these opportunities can generate some good profit.

Coming back to budget impact on property values, as per economic theory, whenever there is high inflation, property value will always go up...but we should not enjoy from this situation because even if our property is getting appreciated, the money is leaking BIG TIME from other sources due to high inflation.

Amjad I don't understand your logic.

What has present budget done to property. There is no Capital Gains tax on property no increase in CVT.

You don't expect the
prices of Food, Clothing, Transport or Energy to go down due to "current inflation", "depreciation of Pak Rupee" or "slump of all business activities" so why do you expect the price of property to go down?

It costs money to develop a new location in terms of construction material and services. Then it costs money to hold a plot until the locality matures. So if the cost would go up why would the price go down?

Property prices are supported by overseas remittances plus demand due to increasing population and its capita income. These days remittances are increasing and the per capita income is stagnant (not falling) while the population is growing.

Property prices can be a bubble when they have increased too rapidly in the recent past (because it results in excess development than demand, but that has not happened lately) or when people buy property on easy credits which is not the case in Pakistan. I agree with Mr Javaid where he says "rate of return and payback period has to be modest (due to the low risk factor)".

High inflation is all the more reason to convert your money into something other than money so why would it hurt property?

Lahore Property News: Tales of a corrupted Park & Ride plaza

Chief Minister’s Investigation Team calls inquiry, contracts awarded at double the market rates, supporting documents not supplied to CMIT; LDA DG stops inquiry two days ago to hush up matter

LAHORE - A mega corruption scandal has surfaced in Liberty Park and Ride Plaza, the brainchild of Punjab Chief Minister Shahbaz Sharif, pointing to massive corruption in the Lahore Development Authority (LDA), Pakistan Today has learnt. The scam revolves around the revision of the plaza’s construction cost to Rs 677.475 million bypassing rules and regulations.
The claims being investigated are the sanctioning of Rs 13 million and then Rs 24 million to purchase technical gear without fulfilling the procedural requirements, selecting contractors against the terms of reference, supplying an incomplete record to the CM’s Secretariat and a willful denial to attend the inquiry conducted by the CM’s Inspection Team. The controversy-ridden Liberty Park and Ride Plaza is already in trouble. A case is pending in the Lahore High Court (LHC) submitting that the Park and Ride Plaza has been construction on land originally owned by the Parks and Horticulture Authority (PHA) for development of a public park, which could not be handed over to the LDA for construction of the said plaza.
LHC Justice Sheikh Azmat Saeed also sought the original map of the land from LDA. Even before start of the construction, traders and environmentalists had disapproved of the project. Hushing it up: With a view to hushing the matter up, LDA Director General (DG) Abdul Jabbar Shaheen stopped the inquiry two days ago, which was initiated with office order No LDA/ADMN/ENQ/Q&M/3895/1339 under PEEDA against TEPA Chief Engineer Saifur Rehman, TEPA Director Israr Saeed and TEPA Deputy Director Majid Rashid.
The LDA DG issued a letter stating that as the matter was being probed by a committee headed by Najam Saeed, secretary special education, and as the report of the CMIT with respect to this building had not been finalised yet, the inquiry under PEEDA be postponed ended until the outcome of the inquiry. According to contents of the CMIT report available with Pakistan Today, Shahbaz approved the proposal to construct the Park and Ride Plaza but LDA, instead of placing the scheme before the designated committee for scrutiny, administratively approved it by sanctioning Rs 499.916 million against the rules.
LDA again revised its approved cost without referring it to the proper forum to Rs 677.475 million, including cost of civil work, which was increased from Rs 294 million to 391 million, electrical installation from Rs 37 million to 116 million. HVAC from Rs 18 million to 41 million and other costs from Rs 13.6 million to 15 million without any cogent reason. The report said that the approved scope of work included construction of eleven floors consisting of three commercial floors and eight floors for parking 290 cars, a rooftop restaurant, capsule lifts, HVAC and electrification. But LDA did not hand over the complete record of the scheme.
“TEPA Chief Engineer Saifur Rehman, Director Israr Saeed and Deputy Director Majid Rashid were asked five times to present the same for discussion but no one turned up,” the CMIT report said.
No proper approvals: It said that the scheme was split into two packages: structure work of Rs 109 million and architectural work of Rs 339 million without proper approval of the competent authority. The CMIT report revealed that the contractors were pre-qualified by LDA instead of the committee announced by the Punjab Planning and Development Department. “While granting revised administrative approval, the brand of capsule elevators was downgraded from European to Korean with increased cost, no fresh tenders for additional scope of work were invited but the original agreement was enhanced without obtaining extra cost of tenders and earnest money,” the report said.
The report said that 10 percent of performance security had not been obtained from the contractor in violation of government instructions and agreement thus giving undue financial benefits to the contractor. “Five percent of departmental charges provided in the approved PC-I are unjustified. Provision of 5.5 percent of cost for consultancy (3.5 percent for design and 2 percent for supervision) is also very high. The layout of the building was always carried out by the client and consultants have paid Rs 0.1 million to the contractor in violation of the standards procedure.
Both the contracts have been awarded at higher rates than the prevailing market rates and rates offered by other nation-building departments, ranging from 10 percent to 100 percent, were awarded for architectural work but could not be analysed as supporting documents were not supplied by TEPA despite repeated requests,” the report revealed.
The CMIT report smoked out the facts that the scheme originally costing Rs 38.221 million was intentionally divided into two parts amounting to Rs 13.395 million and Rs. 24.826 million respectively to keep it within the approving power of the LDA DG to avoid its due scrutiny by the designated authority. The technical sanction was accorded by adding up two approvals to award work for the full amount in violation of rules.
Unnecessary laptops: “Instead of making use of the available stock of desktop computers, 77 laptops have been purchased with no justification. One 13.1 laptop for Rs 0.14 million and 76 laptops for Rs 98,000 each, exclusive of 16 percent GST, have been procured at much higher price than the prevailing market rates, causing a loss to the government exchequer. Unrealistic and exorbitant rates have been provided for various other items in IS estimates,” the report explained.

I'm almost afraid to say it, but I think we have been swindled. I also ivnested in the project in the belief that with the Army tag associated with it, there would be no fraud. Unfortunately, it seems that I will probably lose out on my hard earned money since I believe very little has changed on the ground.

I think once all installments have been paid (as we have no choice), everyone should forward an application to the Supreme Court in the hope that maybe the Chief Justice will take notice.

I believe that instead of chief justice, request to chief of army staff for his taking notice of extremely slow pace development may be a better option at this time. I understand Pak Army has also allocated some plots in DHA Valley to its shaheed ooficers/jawans.
Perhaps if this project is too big for DHAI, it could be taken up by Army housing directorate.

I had a plot in DHA 8, x40 and they changed it to x28. Kindly, can u please compare both locations (is x28 is too near the interchange, noose, pollution problem). is there anything can be done, etc

location was much better. I dont think you will have much chance by protesting the location changes as you agreed to these changes on time of bookings or transfers.

But keep in mind a wheel dont get grease if it don't squeak.
