How to solve Pakistan's socio and economic problems.

Dear friends today I am starting this thread for some very serious discussions to study how to solve Pakistan's socio and economic problems. I think this is the only forum on Internet that has thousands people visiting it daily and most of them are highly educated very knowledgeable and highly experienced people. People that if get together to help Pakistan can actually change the Pakistan for betterment of every common people. I always thought it was a private matter and I should not be shared here on forum but today sharing this info with you may help Pakistan and Pakistanis. Sharing this info here may hurt my personal earnings but I think it will help Pakistan a lot more. I want to share with you this forum is now read by dozens of Pakistani PhD’s in Pakistan and abroad, many serving and retired generals’ brigadiers, many Pakistani department heads of major government departments, and large number of private company heads/managers in Pakistan and serving overseas countries in large companies like Saudi Arabia Australia and even in Africa. All these folks are very knowledgeable people that CAN change Pakistan if they all share their expertise knowledge with others and do some serious talk here and make practical suggestion to proper authorities. I don’t think there is any other forum on net right now that have these many smart folks interacting with each other. No one is going to sole Pakistan’s problems for us. We have to do it on our own. 1000s of very hard working and very smart people that are working in far away courtiers are the people that are cream of this country. These 1000s Pakistani people all over the world are personally requested here to please do participate in these threads discussions to identify major problems facing Pakistan and suggest the practical solutions to those problems. They are the people that have good and experience of Pakistan and the countries they are living in. They can help Pakistan more than people that are living in Pakistan.

All friends are informed this thread is reserves to study how to solve Pakistan's socio and economic problems. No property discussion under this thread. Non series posts non topic related posts, personal attacks, names blames games, jokes will be immediately deleted without further notice. Don’t start a new thread. How could we do it right?

We should immediately stop depending of OTHERS to solve OUR problems. We should stop looking at USA and KSA to help us with funds. If we have to look for help we should look for help from our TURE and OLD friend China. We should look for help with technology transfer etc. Why we are looking for help from west and America and dependent on them alone. Do learn from good things from west and America but we should have the 1st top relationship with China. We are depending on America for every thing while American are dependent on China for every thing. Do you know when an American wake up he brushes his teach with China made tooth brush.His toilet is made in China his towel is made in China. He puts on a China made pant shirt daily. He makes breakfast / coffee in China made coffee maker and pots. He go to work on car that have most parts made in China. When he arrives in office and sit on a chair / table its also made in China. His computer/ laptop/ land line phone /cell phone is also made in China. When he arrive home from work he watches tv and movies on China made electronics. An Amercian don't cook his dinner on most days of week and eat out in Chinese restaurants in USA and when he sleeps a bed + mattress + bed sheets is also made in China. When an American hold a USA flag in his hand on 4th of July the Independence day check that American's flags closely they are also made in China too. Brothers and sisters when an American is dead he has 90%+ chances to be buried in China made coffins. America has largest trade deficit with China and its growing many folds every year. America today owes trillions of dollars to China and Japan alone. If America stops its trade with China / Japan for one month its economy will completely collapse in just days. If America cant afford to stop trade with China and cant survive without China and is heavily depandent on China that why we are dependant of America West and KSA?. Why we are not looking more closely to expand our trade, defence and all other relations with China. Our Govt should stop begging for more dollars and Euros and Rayal and look for ways to get China involved in Pakistani industry and all sectors. We have cheap labor, we have highly qualified and millions of educated un employed people. We have the best agricultural land and we have most copper coal and lot more minerals etc in Pakistan. Let’s learn from Chinese companies how to make things and compete in international market. Lets open all the doors and hearts for China to make Pakistan better and stronger.

Thanks for the start of this thread.
At least this will ignite discussion about ways to bring about change in Pakistan and we all know that the change is needed more now than ever before.
I don't know how long it will take, may be a generation, but surgical treatment is needed.
I feel we can improve with the following steps.
1. Fair Justice for all with supermacy of Law for all, politicians, military, civil servents and common man, with strict punishments for crimes commited by law enforcement agencies.
2. Education for all, for men and women, free upto graduate evel not just traditional schooling but technical and industrial education as well.
3. True land reforms for every body with no more feudal Lords.
4. True taxation for every body , irrespective of one's position or power and use of the tax fund for the betterment of common man in every locality of Pakistan.
4. Introduce the concept of volunteirs at every level...i see this in the West but lacking in our own country.
5. Teach tolerance at the start of life, towards anybody who does not agree with what you beleive in..be it relegion, politics and whatever.

I wish I had time for detail explanation, but Pakistan’s problems can be summed-up in 4 areas.

1- Corruption
2- Massive Population/High Population Growth-Rate
3- Religious Extremism
4- Low literacy rate

If we can tackle these areas, I am sure we can become the world super-power.

Khan has pointed some V good points but in my opinion Pakistan need immediately correct Following things
1. Correct import export imbalance , If you dont know then study how india did in mid 1980s
2. Strengthen institutes, by minimizing politcal and burucretic influences, It is shameful that a big nuclear Country like Pakistan is being Ransom for 38 Billion Dollar [all Pkistan debet in 60 years], and If you see 1000s of companies and people in US,europe and UAE have assets more than that, many of them has no material production,
Their Papers[shares] have XXX Billions worth,
Photocopies of those shares registered in some other stock exchage has xxx Billion worth,
Their bonds have this much worth,
Only 500 Employees are working so many offices and on this floor of building.
what is thier Job?? their business is to borrow and lend money or they are middle man in insurance or they are Broker in realestate.
Shame on us we have constantly blaming ourselves and have non consistant policies, and never let our institutions strengthen.

A big need to change the behavior of everybody . Respect oneself and people around you. Be a Pakistani first and than anybody else. Forget about being a Punjabi, Sindhi , Pathan or Baloch but take pride in being a PAKISTANI. Donot get driven into and taken advantage of by people who promote privincialism and identity based on language of where you live. It can be started from the very basic stuff and government needs to fully support medias including print and TV about it. Its a cause and everybody has tyo play a part in it- PAKISTAN ZINDABAD.

There are many good things to say, but I loved what Imran Khan proposed that government officials should be forced to bring in there foreign currency accounts in Pakistan first and then expats should follow. If somehow media can exploit this issue then may be Pakistan forex reserves can increase in the matter of days without any hastle. I would suggest though that there should be no question asked to government officials that from where the money came from and should be anonymous. Basically this is to benefit the forex reserves of Pakistan and not interogate MNAs/MPs.

The only solution is justice and equality. Islam was founded on this principals. Democracy was not the agenda of Islam at thtat time neither it is required to be a sucessful nation. 1. Govt should Make FSC/FA compulsory for all kids with severe penalties for parents who refuse to enroll their kids.
2. Deserving (poor) parents to get Rs 100/month for each kid as incentive to keep their children in school. Rs 200 for kids who earn 90% marks or more.
3. Govt to make a regional board to review children marks/grade and grant reward the education incentive funds accordingly.
4. Govt to retire existing maulvis a.s.a.p. and make BSC/BA compulsory for all new religious school/masjid teachers/maulanas and award them with a high salary such as Rs 10,000/month.
5. Govt to add new curriculum of classes for 'religious tolerance' and teach goodness in all religions and make them mandatory for all theology students.
6. Govt to make BSC/BA mandatory for all new police men and also increase their salary to Rs 10,000/month for regular patrol men.
7. Govt to cut all minister allowances and move them to regular neighborhoods/muhallahs for them to experience every day issues.
8. Focus on China per CMY’s suggestions.

Everybody chose to ignore the fact that Pakistan can never prosper if the masses aren’t educated. The fact is that they thought that educated masses would never let them carry out their personal agendas. Various scholars, politicians, analysts have identified a number of problems. Each one claiming that these are the root causes for all the problems in our country. Some claim it is dictatorship, mismanagement of economy, wastage of funds, wrong foreign policies, lack of genuine leadership etc. But I don’t remember hearing anybody say its illiteracy.

I believe illiteracy and our current education system are the root cause of all our problems. Which lead to other related problems like, Crime, weakness of the justice system, inability to elect appropriate leadership, religious extremism and the list is as much long as many number of problems we have today.

The illiterate extremists (Please note: they are not "Muslim" extremists) in Pakistan are the primary root of Pakistan's problems. This group has been a major stumbling block in Pakistan's bid to surge forward with the rest of the growing Asian economy.

1;I have alot of foreign currency in pakistani bank,many people told me send it outside but i did not even i am the victum when banks freezed our money at the time of atomic blasts.I thought what will i do with money when my mother land is gone.
2;Education;Every one of us should promise today to take responsibility of atleast 2 children education and other needs of poor family members,neighburs or any pakistani child.Those who can afford more should do more.
3;Health.Thousands of highly educated and trained doctors all over the world are willing to help.Example is quaid i azam hospital islamabad(will open in march 09),those who can afford will pay and the poor will be seen free even will be provided with medicines.

Well I have so many things to say but I think just folloing our religion we can solve our all problems.

Regardless what religion / faith we have we must fallow it because at the end of day all religions teach same lesson.

Here are few following point,

1. Equal justices (Allah said I will send punishment (Azab) on those who don’t deliver equal justice, Then why no justice for poor person!).

2. Get good education and then teach to others. An educated mother can bring up better kid. (Isn’t that what our beloved Last prophet said on his last speech?).


3. Respect each others, look after each others (Quran says All are equal no one is poor & rich in front of Allah except those who have better deeds).

4. Must not cheat to each others (Muhammad PBO said give others what you like to have for yourself).


5. Don’t stock the food for profit. Oh Allah please forgive us we Pakistanis calling it business and doing it very proudly shame on us. (Those who are doing don’t they know what punish Allah has described in Quran)

6. Do a lot of charity by doing this we can help our Pakistani brothers and sister. (Allah Says in Quarn best spending is to give charity lend money to other (Qarza Hassan). Why can’t we help some one to start their small business to pay some on education fee and help some on daughter shadi?).

7. Don’t kill any human being don’t snatch well on gun point and robbery ( Don’t we know what punishment Allah has described in Quran about those who kill some how can some one justified suicide boomers?)

Don’t mind to take & give money on interest (Allah said its war against me can we win war against Allah?

POSITIVITY:

I think positive attitude is missing or atleast lacking big time in society. There is a lot of talent and when people do not find a way to use that talent in a positive way, they go for negative things. If we look back at our early youth time, we will realize what our young generation is going through. They have energy and will to do something but what and how? that is the problem.

I remember once an old frined of an uncle came to visit him. My uncle was not home and his friend spoke to me for a few minutes until uncle arrived. I was between 10 and 15 that time. He aked me, do you read books, i said yes. He said, not school books but other books. i replied, some times. He said, you should read books. IF youcan read good books that is great. If you find them boring, then read romantic novels etc. It is better reading a bad book than not reading. I did not understand it for years and thought what that pious friend of uncle was talking about. Many years later i realized what he said was great.

I am thinking of starting a public library in Pakistan with books on all topics including religion, science, technology, art, hobbies, civics, histoyy, geography etc (basically any topic). On religion there will be most books on islam but there will also be bible, torah (existing version), talmud (another jewish book), geeta, ramayan etc. Before anyone criticise me, remember, you can not even criticise better unleass you read it. Ahmad deedat could not debate properly without reading the books of other religions and Maududi could not have logically argued the logic of other religions without studying their books. It will be a tiny contribution to help people utilize their free time in a positive way

I think i can raise money to start this project and can raise money needed to keep it going. I have plans to start it sometime during the first half of next year. Initial plan was to have a stop during Hajj trip but most people suggest that breaking journey in pakistan during hajj season may cause a lot of inconvenience and anxiety so better keep it separate.

Just pray that this vision is materialized.

The only reason oxygen has not yet been hoarded and then "resold" by the elites of Muslims is that no technology has yet been invented to make it possible. If it would be possible, the elites would be saying, why should we not hoard it? It's our right, God has given it to us. ALI3- I think the person you referred to was talking about the religious fanatics who are 'Jahil", who want others to think like them thru the religious lens. Ocassionally they blow themselves up as well in the name of religion, and are a danger to themselves and society overall. Most of them sit on their behind all day, after rinsing it five times and tahts it. They think everything in life should come free, and they should contribute nothing to modern society other than their own interpretation of religion, and thats it.

Education, as I mentioned earlier should take care of the Jahalat, as well as understanding plain english, both important for progress.

Dear Brothers I would also like to say some thing, whole or partly may not be agreed upon by all.
Ch Iftikhar chosen/ appointed as a chief justice to support/give legal verdicts to Musharafs wills and unconstitutional country damaging acts. But when he had served the purpose he was tried to be removed which he could not swallow and started his campaign gathering some disloyal companions and a loyal mob of lawyers and common Pakistanis. His stand is correct though, an independent judiciary, a judiciary to dispense only justice. Personally speaking I never had any hope from ch Iftikhar or Itizaz ahsan but had a hope that at the end judiciary would be restored.
Even China would never throw billions of dollars in the hands of corrupt Pakistani politicians (they are wiser than us).Politicians (All) who have been and are deceiving common Pakistanis, politicians who only care about their own gains (ministries, corruptions, bank loans, multiplying their factories and lands, and at the end when the country is about to collapse, transfer the ownership to their so called rivals through NROs and pardons.
I would partially disagree with one of my brothers who wrote that retired generals, heads of departments and etc should be gathered to get some intellectual solutions. To my view especially in last 15/20 years these people were the tentacles/second layers of corruption. YES MANS with the same motives.
Pakistan has to be revived. Hands of biggest thieves are to be cut; traitors have to be answerable .Why only rotti ,kapra and makan (OR next slogan of PPP would be rotti.kapra,makan and Oxygen….LOLs).
REVOLUTION is the ANSWER. INSHA ALLAH SOON.

Even if we loose all the assets/mony we have and save Pakistan and our integrity and freedom for our children we are the winners.

As we know that Pakistan has debt of over 40 Billion Dollar which is a big issue for Pakistan. But many people dont know that Pakistani's has around 250 billion dollars outside Pakistan. The question is why this money is outside Pakistan. If all Pakistani's bring their money to our country our economic crises can easily be solved. But again the question is why they bring the money to Pakistan. It is a matter of trust on your country. This trust is created by the top leadership. If people do not have a trust on this leadership they will not bring money to the country. You all know that all this top leadership also hold billions of dollars and they also keep this money outside Pakistan.If leadership is doing this why not the other people. So my friends actually we need a tru patriotic leadership who can act as a role model for others.

This is the only LONG TERM and solid solution for most of our problems. And by education I mean quality education JO HUMAIN AQAL & SHAOOR DE - RATTOO TOTEY NA BANAY.
Simple BA, MA wil not work, it wil creat only CLERK BABOO which was required for GORA SAHB but unfortyunately even after the independance we were following their old system (which is absolutely not helping us). We need the technical education, we need to change the whole system.

And for short term, we need the MUKHLIS LEADERSHIP with KHALOOS & GOOD NEEA'T. I fully agree with you that we should not rely on others to resolve our problem while we have the sufficient sources. We are only lacking in WILL POWER. How can I bring my money / investment back to Pakistan, if all my leadership (ALL) have their assets / businesses outside, their children are studying / living outside. They are coming to Pakistan only to rule us (APNI BARI LAGANEY) and after that they go out again. How can we solve the problems with this attituse?

Dear Brothers I would also like to say some thing, whole or partly may not be agreed upon by all.
Ch Iftikhar chosen/ appointed as a chief justice to support/give legal verdicts to Musharafs wills and unconstitutional country damaging acts. But when he had served the purpose he was tried to be removed which he could not swallow and started his campaign gathering some disloyal companions and a loyal mob of lawyers and common Pakistanis. His stand is correct though, an independent judiciary, a judiciary to dispense only justice. Personally speaking I never had any hope from ch Iftikhar or Itizaz ahsan but had a hope that at the end judiciary would be restored.
Even China would never throw billions of dollars in the hands of corrupt Pakistani politicians (they are wiser than us).Politicians (All) who have been and are deceiving common Pakistanis, politicians who only care about their own gains (ministries, corruptions, bank loans, multiplying their factories and lands, and at the end when the country is about to collapse, transfer the ownership to their so called rivals through NROs and pardons.
I would partially disagree with one of my brothers who wrote that retired generals, heads of departments and etc should be gathered to get some intellectual solutions. To my view especially in last 15/20 years these people were the tentacles/second layers of corruption. YES MANS with the same motives.
Pakistan has to be revived. Hands of biggest thieves are to be cut; traitors have to be answerable .Why only rotti ,kapra and makan (OR next slogan of PPP would be rotti.kapra,makan and Oxygen….LOLs).
REVOLUTION is the ANSWER. INSHA ALLAH SOON.

Even if we loose all the assets/mony we have and save Pakistan and our integrity and freedom for our children we are the winners.

True implementation of Shariah, is the only way that can eradicate all the evils faced by our beloved country today.Saudi Arabia is the only islamic country today having least crime ratio, just because of the implementation of Shariah.People leave their shops open while they go for prayer.Today even people can see heads of the killers being chopped off there.Shops can be seen completely shut during prayer time.Observing strict pardah has been made mandatory for the females.Unnecessary mix up of the male and female is avoided to the maximum starting from the homes itself to shopping malls, restaurant, parks, educational institutions, etc.Even at places one can find clear sagrigation of family and bachelor areas.Pron sites on the internet are blocked.Fully sharia compliant islamic banking is available.But we are still entangled in discussions like Quid-e-Azam was a secular or not.Was he for theocracy or not.Should religion interfere in the state affairs or not.I am prety sure about one thing, our claim at the time of independence was that we being muslim require an independent state where we can freely perform our religious obligations and run our state as per divine laws of Quran and Sunnah.Since the country was attained in the name of Islam, so how come we have put islam in the back seats and democracy has been put on the driving seat.We have simply lost the justification of our existence by denouncing the implementation of Shariah in our country.As a result today we have become a slave of this ruthless capitalist system.

We have MANY problems. We need to concentrate on top 3 or 4 items to start with. Many of you have stated the following issues:

1. Illiteracy
2. Broken law and order situation
3. Fanaticism

What I have suggested above (also repeated below) is a plan to start tackling these issues. If people get educated, police force do their job, and educated sheiks teach our children/people about true Islam we will collectively start fixing problems one after another which includes voting and electing people who do well for us and remove people from their offices who are corrupt.

My suggestions again for your reference are as follows:

1. Govt should Make FSC/FA compulsory for all kids with penalties for parents who refuse to enroll their kids.
2. Deserving (poor) parents to get Rs 100/month for each kid as incentive to keep their children in school. Rs 200 for kids who earn 90% marks or more.
3. Govt to make a regional board to review children marks/grade and grant payment accordingly.
4. Govt to retire existing maulvis a.s.a.p. and make BSC/BA compulsory for all new religious school/masjid teachers/maulanas and award them with a high salary such as Rs 10,000/month. Existing maulivis can either take a compensation package (some reasonable amount) or go back to school to get education.
5. Govt to add new curriculum of classes for 'religious tolerance' and teach goodness in all religions and make them mandatory for all theology students.
6. Govt to make BSC/BA mandatory for all new police men and also increase their salary to Rs 10,000/month for regular patrol men.
7. Govt to cut all minister allowances and move them to regular neighborhoods/muhallahs for them to experience every day issues.
8. Focus on increasing trade/ties with China per CMY’s suggestions.

My plan gives people incentive to go to school. My plan gives policemen/theologists incentive to strive week for their relatively well paid job. My plan puts educated maulivis in Masjids, Madrasas, and regular schools. It gives people from all walks of life who want to have decent career to choose these important careers. My plan makes MNA/MPA’s a taste of what you all are dealing with.

Lastly my idea about advertising the plan and suggestions in papers gives masses of Pakistan as well as Government something to think about. People can then hold the Govt accountable for the follow-up action items if nothing gets done which includes not voting for them in the next election.

ALI3, I dont have anything personal with you, but just dont like the idea of anyone trying to shove religion down anyones throat. I am a proud "Musalman", and will remain so. I respect your love and pride for religion, but just do not appreciate unsolicited advice on religion or otherwise. So lets bury that part of discussion there.

I dont disagree with you on the elimination of elitism. Unfortunately, there is the elite class in Pakistan, and they do abuse the resources. Most may not be matric fail, but they are given the opportunity to study in better schools compared to the rest because of their social background & resources, which is not fair. The Elite Class has not paid attention to this issue for the common man, as their children can study in good schools and then are faced later in life with little competation from the common people. So works for them. Why create competition, and then an educated common man that would demand justice and equality. These elites include Military and the Mullahs, and not just the politicians or Civil Servants.

Our standard of education in Pakistan is not upto International Standards. To add to misery, they teach (or taught 18-20 years ago), a lot of things in our history, pak studies text books that are questionable as well.

A complete revamp of our education system is the key. Only one affordable quality system of education for all.

I find Pakistanis the most patriotic people in addition to other qualities. With proper education, wonders could be accomplished.

We need to start from scratch. Nation building is not an easy task. In order to solve social and economic problems, we need to first learn how to survive together. People cannot live together if individuals follow their instincts instead of established rules and regulations. We can give name of any religion to these rules and regulations or we can combine these under any constitution but unless and until majority would follow, people would suffer individually and collectively.
Prophet Noah (pbuh) preached the following message over 950 years.
1. Prohibition of Idolatr: You shall not have any idols before God.
2. Prohibition of Murder: You shall not murder.
3. Prohibition of Theft: You shall not steal.
4. Prohibition of Sexual Promiscuity: You shall not commit adultery.
5. Prohibition of Blasphemy: You shall not blaspheme God's name.
6. Dietary Law: Do not eat flesh taken from an animal while it is still alive.
7. Requirement to have just Laws: You shall set up an effective Judiciary to enforce the preceding six laws fairly.

These principles were for very early humans and they were almost living in a stone age. Majority did not follow, so God Almighty drwoned everyone and saved Noah (pbuh) and his campanions in a boat.
Even if we start following the above seven principals today, let alone Islamic Sharia, God Almighty may have mercy on us and show us the path to solve our problems.

These principles ensure safety of life and property of a commom person and enable humans to coexist peacefully. While we need to stay focused on future, we also need to look back and see where we went wrong. Nations are built from bottom to top, not from top to bottom. We cannot solve our problems by changing only head of states or by just adding Islamic Sharia in our constitution. We need to start from scratch and put that principles into practice and need to ensure that life and property of everyone is repected. Instead of relying on strong individuals we need to rely on strong and independent instituions to ensure compliance. No individual or institution should be expemt from accountability. Public offices should be made to serve the people and not to rule the people. The higher the office, the tougher the accountability. If we manage to do that, we will solve all our social and economic problems.

Seeking information regarding TIP Tax

AoA!

In Rawalpindi Cantt area (and probably other Cantt areas too in Punjab), whenever a land is purchased, the buyer has to pay TIP Tax. TIP Tax receipts are required to get floor plan for building approved. I want to know if a land is registered without TIP Tax payment/certification then can it be done later after some years and is there any fine etc.?

This is my personal issue. Any help will be greatly appreciated.

Probably Mr CMY Sahib is a DHA Pro, thats why he is giving more preference on State Life Phase II. By looking at the
location of this society, it is engulfed by DHA 9/10. It is just not possible that it will not be merged in DHA. Moreover, State Life is organizing a huge meeting with all PhaseII members on 26th October, 2008 to sort out the modalities regarding commencement work in Phase II.
