What Happened to The Balloting of DHA Homes?

I think today DHA homes balloting was supposed to be announced. Has the date of applying been extended or Malik Riaz soul sitting now inside DHA offices, working on some other fancies for DHA?

The Pakistan Housing Authority and Ultimate Building System USA has signed an MoU on Friday to the construct housing units in major cities and towns of the country under Prime Minister's Housing scheme.

Housing & Works Secretary Samiul Haq Khilji, members of the US Ultimate company's delegation and senior officials of the Ministry of Housing & Works also attended the ceremony. Secretary Housing & Works expressed his gratitude to the US Ultimate Company for taking keen interest in the Prime Minister's Housing programme. He said that it was encouraging that many multinational companies of the world involved in the construction of housing units/apartments have shown their keenness for participation in the upcoming mega housing scheme under which one million houses would be constructed for poor, needy government servants and general public on affordable cost.

Islamabad: Price increase too much for allottees of flats

The Federal Government Employees Housing Foundation (FGEHF) has increased the cost of 1,000 under-construction apartments by 10-15% and asked their allottees, all government servants of grade 1 to 16, to make the payments accordingly.

“This has come as a bombshell on us because we were already much tied up due to burgeoning inflation,” one of the allottees told ‘The News’.

The allottees were to pay 40 % of the cost of flat in instalments while 60% of it was to be arranged through loan from a bank or financial institution. However, they say the bank has refused to grant loan while the FGEHF, which has committed to be facilitator in completion of formalities and documentation of loaning facility, is not helping. The construction of apartments for low paid federal government employees in G-11/3-4 under denomination of Phase-V housing scheme was launched in April 2005.

According to the letter received by the allottees, a copy of which is available with ‘The News,’ the ‘C’ category type flat, having covered area of 1100 sq.ft., which previously has the price of Rs1.80 million, as contained in the brochure, will now cost Rs2.650 million. Similarly, ‘D’ type apartment, having covered area of 900 sq.ft., that was earlier valued at Rs1.45 million will now cost Rs2.170 million. Likewise, the ‘E’ type, having a covered area of 700 sq.ft., previously costing Rs1.20 million, is now valued at Rs1.680 million.

The letter states that the increase has been introduced to cover the deficit of Rs640 million as the cost went up to Rs2,680 million from Rs2,040 million.

The matter was placed before the Executive Committee (Board of Directors) in its 101st meeting held in August this year which revised the price.

Originally, the price of apartment inclusive cost of land and construction was to be paid by the respective allottee in seven quarterly instalments. The direct burden on the allottee was to the extent of 40 % of the cost. For balance 60 % loan facility was to be extended through bank or financial institution. However, the loan was to be arranged by individual allottee on his own within three months of issuance of allotment letter and he or she was responsible for payment of financial charges and payment of loan direct to the loaning agency.

Levy of 2% surcharge will be charged on late deposit with effect from September 1 this year. The Board of Directors approved cancellation of allotments of those apartments where due amounts are not being received.

Can someone tell me where I can find a map of Dha Lahore phases 8, 9 and 10?. Can someone also tell me about the number of plots in each phase?

DHA 8 would have about 12000 to 14000 plots with Parkview plots included. DHA 9-10 would have aproximatly 20000 to 25000.

Total land in DHA phase 8 is about 18000 kanal land
Total land in DHA phase 9-10 is about 48000 kanal land

Plase check with
DHA Lahore to get exact numbers.

Phase 6&7 have 23,000 plots and Phase 9&10 seems bigger looking at the map so I would have guessed that it would have contained in excess of 30,000 plots, possibly around 40,000 plots. Its good that a lot of good quality will be coming on the market in the near future, as Pakistan desperately needs such numbers of plots in order to contain price and to provide people with good quality of accomodation in a well planned environment.

some iranian people studying (masters degree) abroad have told , that they have paid 20000$ to the iranian goverment for leaving the country after a master degree in science from an iranian uni..and they felt absolutely fine with paying this amount..because in their opinon the seat they have been studing on could have been used by a person who would benefit the country..those iranians were proud of their home country but it because they were not muslim and didnt had the freedom as nonmuslim...but still they were not against the rules concerning the education system...

the conclusion is that it is very costly for a country to produce academics in other words they are the cream who should stay in the country and serve the country ..the country which have given them the golden opportunity.

My point is that we should make education as business like other countries (india, russia, south america etc) are doing by educating people and send them to bring forign reserve ...
one doctor in pakistan makes only 20,000 Rs a month and spend most of it on him and hardly serve .. where as one doctor makes 15,000 dollars a month if he send back only 1000 dollars ..it will produce many more jobs here in pakistan for others and many more people will be able to become doctors ...

I got your Point, in 1970s it was similar situation in Pakistan and you were supposed to obtain NOC, But when Govt saw that there is huge surplus of Doctors and engineers in pakistan, then they allowed them to go abroad without NOC, If the time would come that Pakistan needs these propfessionals badly then Tarrif like this should be imposed. My Brother in Law is an Engineer he said
"I left the Country 10 Years Back, Before that I worked 7 ys In paksiatn's Govt Job. Honestly I tell you the work I had been doing in Pakistan had no compatibility with my technical education, Most of my work was a bit of admistration, and Public dealing listening to people's Complaints and catering the Chits of VIP people and priortize them as per Policy of Department. Where as I am highly Technical person and and my job title was also Technical"
I am not sure what is Situation now, similarly Doctors are working in similar Condition and Doing GP Clnics where they are Charging 50 to 70 rupees, Now Look at MBBS Doctor after Qualification and 10 experience he is available just for 50 Rupees without appointment, It shows there is huge surplus of these people in Pakistan,
My Point is if you produce 100 professional and give them liberty to go abroad at least 40,30 will still stay in pakistan due to many other reasons and there can never be shortage, where as others can send a lot of Foreign exchange to pakistan.
On the other hand to export the other goods Pakistan needs many decades, reason in the things Back home are so expensive and So bad quality that they cant Compete with Interenational market. Only our professional can compete in interenational Market, because UK rules on us 90 years and we know current Globla language, our educational systems are still Ok and we have alots of Talent.
But at the same time govt should formulate the way to properly use these foregin remittences in diversified sectors.

I think Pakistan faces shortage of doctors. Here are some figures...

The situation is far more worse outside big cities, for higher health complication rate in rural areas, and for general inclination of doctors to urbanize or emigrate.

But there are usually long lines waiting at hour scale for 5-10 minute consultation. I think that indicates shortage rather than surplus.

That doesn’t necessarily means doctors are surplus, that may (and likely) mean that qualified nurses are even more short.


2) Situation of engineers is not very different.

If an engineer (or any professional) feels that government or other institutions aren’t properly utilizing his skills, he can, and should, build his own business from his skills.

If he lacks social skills needed for business, he/they should team up with some who do.


3) I believe it is a false sense of economy to think professionals’ forex remittance more valuable than professionals themselves.

What they send home is just a minor fraction of their real value. Most of their value stays abroad in form of,,,,

- well-being of their clientele (immediate and direct effect)
- well-being of their clientele’s dependencies (long-term and indirect effect)
- profits to their employers
- profits to their business's associated businesses
- taxes to their governments
- their role as consumer in economy abroad
- specific social effects in their respective fields (like aggregation, education, confidence and motivation)
- general social effects, difficult to measure but real

If they utilize themselves properly at home (and we should facilitate them to do that), they are lot more valuable at home than abroad.

Its an open secret that we do have surplus engineers and doctors, and reasons are evident too. But the point that letting them go out will result in bringing huge remittances to pakistan is not close to reality at all.Most of the professionals who move towards west to earn bread start with low profile jobs as our degrees are not recognised there.An engineer who gets his engineering degree from the top university of the Pakistan is not taken as an engineer even. He has to spend a couple of years before being inducted in that system as professional engineer.And once he finds a place in that system, he becomes a part and parcel of that society only.Expecting from such a professional that he will be of some help to pakistan as he will be sending remittances on regular basis and helping in escalating the reserves is merely a daydreaming.Yes the professionals who move towards Gulf countries to some extent do contribute and send remittances to pakistan on regular basis, do buy properties here and mostly prefer settling in pakistan only after spending good time there.

The decision to where to practice one's trade should be better left to the individual. However, one also has to be cognizant of the fact, that the Tax money Pakistani expatriates pay in many countries end up in military conflicts where many innocent citizens (and Pakistanis) die.

this does not make any sense the differences you have been comparing are absolutely not correct...besides that a doctor earning 15000$ would not send 1000 back home .he will proberly send 20000PKR for his parents/brothers/sisters if not independent....
on the other hand i know people that have left their country for ages and have never looked back specielly in US and UK...their children cant even speak urdu..becasue the educated parents want to integrate into the US UK community as quick as possible...so how can you think that they will send money back

i totally agree with mr arsu that when these educated people leave the country "the mano-salwa " is not ready fot them next day ..they have to repeat it all and do degrees again because the pk degrees are not accepted (i persoally know people with masterdegrees from islamabad had to start from beginning to do bachelor degree)..
that means another 3-5 y are wasted with a source of income coming from dishwashing at mcdonalds or cleaning in a office, news paper distribution or as a factory worker just for survival and off course these jobs are shamefull to do in our own country and will bring dishonor to their families ...
why cant they struggle in their home country with jobs related to their education...start with lower pay and estabilish them from there..and upwards...

second thing i totally agree with mr naveed yaseen that there are not enough doctors and engineers in pk, and by sending even more of them is a thinking that bring the country towards downfall

I think when we talk about having surplus engineers or doctors, it is that quantity of professionals that after having degrees don't find slots here in the Pakistan job market.Like if 3000 electrical engineers come out every year, only 1500 out of them manage to get jobs in the govt or private sector, the balance are taken as surplus.These surplus engineers may also be able to get jobs if we expand our industrial sector thereby creating more jobs.Likewise surplus doctors does'nt mean at all that our healthcare sector is prompt and masses are gatting quality healthcare services.We all know the case is other wise and since we don't have enough hospitals to accommmodate this lot, hence they remain surplus.Undoubtedly private sector in pakistan has done a lot in healthcare sector and almost 70% of the healthcare services are being born by private sector in our country.Net result remains that we do need these docs and engrs and in actual can't term them as surplus.

You have defined it right hak, a country where doctor to patient ratio is as high as 1: 1600 and and there is just one specialist available for every 15,000 citizens, how can we be truly surplus.

For my brother, who is doctor, the defining moment to leave Pakistan was when he went to Federal Public Service Commission office, and the guard outside yelled at him "Tere vurgey burey doctor vekhey hein, chul bahr jaa" [Translation: "I have seem many doctor like yourself, get out!]. Good for him, he sticked to the Guard's advice of "bahr jaa". I guess, the point to make is the lack civil sense and basic respect Pakistanis accord to their fellow country-men forces them to go abroad.

Dear Mr naveed and Allah Bless, You are missing my point again here i never said tht Pakistan don't need doctors and we have enough for our need my point is we need Atta more than doctors at this point .. may be there is shortage of doctors by few thousands and wait line is 30 min more ..but 100's of millions people need jobs here to servive .. and as to we don't need forex is bull ..we live in world where you sell your wheat to get oil ..if you are importing you need to export .. and my point is to make more doctors and IT's and use education as resource .. many countries are doing so and we should too. And i will ask mr naveed to prvide information(since he good to get educated info) about how much was sent to Pakistan by foreigner Pakistani people in last years just to prove my point ..

Junaid, your point is well undestood, but you are sticking to a point ignoring so many realities around. You should have quality product to export,so that it does not face tough competition in the international market becomes a source of bringing some revenue to the country. Fact of the matter is that our professionals are not that worthy, and stand nowhere close to the professionals from the countries that you have indicated.What else to say, it takes almost 6 years for an engineering professional in our country to complete a 4 years degree. Your point would only look solid if we produce quality professionals which can be integrated anywhere in the world.How unfortunate it is that west does not recognise the credentials and skills of our professional.Hope it might help

Flippers who were minting money from off plan properties are gone and people who are serious investors who like to invest for rental return or ling term gains are in. Properties that are in good
location like Emirate Hills, Greens that give 6-10% return are doing ok.. I think it will take six months before things get to some normalcy. In the long run, property will prevail over stocks. Good news is that projects are not stopping, largest airport construction continues, Palm is on + Canal project will stay put that should be a relief to poor country like Pakistan where these hard working labout send there money back in foreign exchange..

Daer Jameel: you are right that at this stage its not enough buyer in the market and its bit slow since last couple of months and may continue another 2-3 months.
consider it as the same as happening in Pakistan. DHA
prices were halt in last two years and now gone down in last six months. although thers are buyers but uncertainity is not allowing them to invest in Pakistan.

In Dubai or other Emirates estates, there is no such thing that will keep the real estate slow or take down. Billions of dirhams of projects are under way and more are pouring in. its a matter of time, once the clouds of economic crisis will be settled in Europe and USA than you will see the same boom again (hope you know there is no liquidity cirsis in UAE market)
For DHA i cant say anything, since there are so many factors that not only taking real estate down but almost every business.

Lahore real estate was in Mid 2005, I mean in Lahore property fel form 80 Lac to 36 Lac [DHA 8 file] and 70 Lac to 24 Lac[DHA 7 file], exactly same can happen in Dubai in one year time.
In 2005 some of the optmistc people had same feeling as you have of Duabi now, My research of previous prperty slumps tells that when down trend starts it stays for at least 5 years,

it is not safe there is no official map and it is a commitment that Khabane Amee will be developing on its own Cost and in Return they took some Land, Balance Amount they will take from Plot Holders, This looks nice But Khiabane Ameen is also in hot waters, They developed nice Main Bluvard without making Map, Still it is not Clear how many 10 Merla and kanal Plts will be there or some Kanal Blocks will be converted into 10 Merla, Khaibane Amee Management did not sell all Land Most of Land is still with them and File price is down to earth, Like 10 lac for Kanal and 6 lac for 10 merla still development charges are due. Map has to be approved and they have to lay down smaller Roads, sewage, electic Poles etc.
As per some insider they are waiting for good time as they cant afford to sell their Land on this rate, So when Price will increase they will sell more
files and later they will start development. Their Low cost houses are almost complete but no one is living there, The housing Project was also only to improve the cost of their Land which Failed to give good esults to them.
Good in that area is DHA rahber, or Muhafiz 2, Of course Valancia is the best but 5 merla is about 15 to 17 lac [much overpriced]
If you have less Money Goto Naz Town though it has some problems but better than tip etc

I want to start a disscusion to gain some information on property prices in DHA phase 7. This forum provides great information on many issues, but I have not seen anything stated about DHA 7 plot prices.

I think it is safe to assume prices have depreciated considerably, I have come to this conclusion by contacting a dealer in Pakistan and getting his price on plots that I hold in DHA 7.

I want to know whether prices in DHA 7 wil continue to depreciate at the same level or have we reached the lowest point. Can people comment on this what are prices expected to be after eid and then sya in 6 months time and a year from now.

I understand that no one has a crystal ball but there are many well versed indivduals with the DHA market who have a good understanding of the workings of this scheme.

Please comment.

I have few plots in phase 7 and based on my buying, I have already incurred a loss of 7%. However, the real loss is on exchange rate which is more than 20% which makes my loss approximately as 30%. Now let us compare this loss with gains of those who played currency speculation. Shame isn't it, we Oversees Pakistanis sweat in other countries and get looted back at home. Don't know what to do now.

if You would have invested in euros you would ahve lost 25%
If You would have invested in Candian Dollar you would have lost 30%
If You would have invested in Dubai Stock you would have lost 70%
If you would have invested in NASDQ Dow Jones etc you would have lost 25%
If you would have Bought Uk currency you would have lost 33%
If you would have bought Ajman Property or Dubai property you would have lost 50%
If you would have bought Australian Dollar you would have lost 35%
It is unjustified to see retrospectively and say like it would be so so,
Are you sure US Dollar is going to hold next 6 Months Put all you there and I am sure you again cry at 6 months. And say if I would have bought Australian dollar I would be better of. I dont Think 7% Loss is worth mentioning in this economic situation.

At the present, my advise is to hold on to any investments, any one has. It would be unwise to seel them at a loss. However, only reason to sell would be if you need cash for some emergency reasons

DHA Plots especially phase 7 is still holding price 7 to 10% is not too much fall in current scenario reason is already they were too much underprice so there is no m more room.
If Dollar Gained Value or Pak rupee devalued it is nothing to to with this property as that is seprate issue, If DHA would not not be good investment its price would have gone down about 30% in current situation I explain you how,
Investment are linked and reaestate
Prices are linked to Interest rates and Currency value, When currecy value is stable and Interest rates are low, people revert to Realestae, The moment these things change the investors are in hurry as they can make more profit by switching so thye decrease their demands and are in Hurrry to exit, This situation can result in Price fall of as much as 30 to 50%. But it did not happen and prices adjusted maximum 7 to 10%. The reason 30 to 33 lac price is already down to Bottom Price after all property is not Stock [just papers].
So in Curent stress when pak rupee lost 30% and interest is 15% , DHA Lahore already passed this tough test.
