Some people are crying fraud seeing the large number of unsuccessful applicants. I can assure you that with the type of strict oversight and multi-tiered checks that have been developed between DHA and GHQ, there are no chances of fraud here. It is only because of unexpected and overwhelming number of applications. Hundreds of thousands applied for it, far beyond any expectation. Based on the general response to surrounding area schemes, our evaluates expected maximum 7,000-10,000 applications. Having received such a tremendous response, DHA had the option of adopting the Bahria model of development in which a large number of applicants is declared successful, getting them to pay the money for plots that are not there on ground. Subsequently, the developer uses the applicants' money to buy more land and develop plots over next 3-5 years. Using Bahria model, DHA Peshawer could declare 50,000 successful members, and immediately get Rs 50-80 billion from them in down payment only. (Total payment from these members would have been over Rs 250-300 billion in next three years.) Ultimately, less than half of these members would have been given plots and the rest would have been either cancelled due to any delay in payment or bought back through artificial price drops during various phases of development. However, this model doesn't fit our parameters of ethical development as it requires bribery, extortion and even violence to obtain the required pieces of land from the surrounding land-holders. Seeing the overwhelming response, DHA Peshawer made extraordinary efforts to increase their land bank so that more applicants could be accommodated. However, the basic principles of ethical development cannot be compromised. We are developing it on already acquired land and not making any false promises. Resultently, there is initial disappointment to many applicants but there is no fraud and the members will inshaAllah, get their plots without any problems within a reasonable time.
