Capital Development Authority Islamabad

CDA decides to launch C-15, 16
ISLAMABAD - The Capital Development Authority (CDA) has decided to launch two new residential sectors - C-15 and C-16 - on priority basis and the civic body’s revenue team has commenced a survey for compensation to the affectees.

However, land mafia was reportedly active for inclusion of their names for compensation by constructing so-called structures.

Sources said that there is a clash between CDA administration and affectees over the method of compensation for built up property.

CDA has acquired both the sectors under land sharing policy, under which four kanal would be compensated with one kanal. Moreover, foreigner claiming 1,000 covered square foot areas would be given residential plot.

On the other hand, affectees demanded compensation for their land under 1996 Land Acquisition Policy. According to the policy, 200 square foot covered area would be replaced with 25X50 while 500 square foot with 30X60 plot.

The delegation of the affectees said that they would allow CDA teams to carryout survey of built up properties only when the authority would announce to properly compensate them. They demanded CDA management to revive 1996 Land Acquisition Policy for this purpose.

Sources in CDA said that two new sectors - C-15 and C-16 - would be launched and developed through joint ventures with private companies for their early completion.

It should be mentioned here that CDA is opening residential sectors in Islamabad after 25 years. Last time the CDA opened sectors D-12 and E-12 where construction of houses is yet to start due to delay in completion of development work.

Meanwhile, SSP office in F-8, along with other subordinate offices, were shifted to the chief commissioner office in G-11 due to some emergency reasons.

According to reports, orders were issued to shift SSP police office, his staff and other police subordinate offices such as Crime Branch, Complains cell, Public Relation Office, Inquiry Office and Legal Branch of police to G-11 on emergent basis. In this regard the office supplies as well as other equipment were shifted.

According to district administration that the first floor of the Chief Commissioner office including seven rooms has been given to Islamabad police but due to lack of space the remaining offices were shifted to Ramna Police Station.

Islamabad, Plot to buy

Dear All,
This is my first time on this kind of site. I live and work in Dubai with my Father. We want to buy some property, plots in Islamabad only in CDA or housing foundation etc, because this is only safe investment. We can invest for around 2 years and then want construct our own home by utilizing same investments. Please give some good advise, as we dont want to live anymore in Karachi after coming back to Pakistan.

I read some in news that G14 sub sectors 2 and 3 are going to be developed soon, in future we can get good return on investment their, but, we are confused. Please advise, even one can write me on my yahoo email

If u can get plot 40x80 in G14/3 at price Rs, 7,000,000 is very good investment, I beleive buy 2 plots of 40x80 in G14/3, I am sure u will get at least Rs, 8,000,000 in Nov 2012 if the machinery moved in this sector for development within 2 weeks from today, which is expected as per Housing Foundation.

To be honest- all property seekers (for investment and residence both) have their work cut out really- You don't really have any choice but G-13 and D-12 if you want to stay in Islamabad. All the other sectors/societies/schemes are either not there yet or are at least 30-50 Km from Islamabad.

Prices in both D-12 and G-13 will go up by at least 75% by 2014. This is keeping in view the fact that there is nothing else coming up in Islamabad for the next 10 years.

You can get a plot in D-12 in 15 Million though will have to compromise on
location. Better to get a good location plot and keep a budget of 18-20M for this since you'll be living here.
I'd still suggest to go for 25X40 in G-13 if 40X80 is out of your budget. Investment wise G-13 is far better than G-13. It is nearer to main Islamabad, doesn't have pockets of villages like G-14.

My Dad really enjoyed our conversation, We are now seriously thinking to put efforts to fetch some good option in D-12 and G13 side. Dad is more convinced on G14/3 and 2 to invest at this time, because development is going to start as per news in the media and he says we will get very good profit within 6 months time and he say G-13 is good but, now G-13
prices will not go too high as the G-14 is next to it and prices are still better in G-14/3. But, D-12 we are convined is the best option.

@Paaro, I too agree that instead of getting a larger plot (50 * 90) & compromising on
location, buy a smaller plot 40 * 80 with better location; especially since you are thinking of buying two plots in 20 million budget. 40 * 80 costs around 12 to 16 million, depending on location in D-12, where as one kanal ranges from 15 - 20 million (I believe). In todays' day and age 40 * 80 is more than sufficient land to build a house for a large family. Remember you can build a basement to increase your living space.
Also to lower your expectation, I just want to reiterate that D-12 infrastructure is incomplete and if you visit there today, thinking it will look anything like Bahria development, you will be disappointed. I have sent you some pics in your email to give a 'flavor' of what it looks like today. You will need your 'vision' goggles ...
Good luck and don't forget to visit onsite BEFORE making any final decision. Islamabad is just 3 hour flight from Dubai.

before you buy any thing , keep this thing in mind

in D-12
prices are already so much high ,no juice is left there prices will go up by only 25-30 %

while G-13 is new and still have potential. prices are expected to rise upto 40-50%.
once the new airport is functional(expected in 2013) the prices of g-13 will go up as it is more close to new airport than d-12.

I beleive their is no comparison of D-12 with G-13 or these enclaves, because of the
location of D-12. Mr. Akhter was very right about D-12, and near future we can expect very good appreciation on D-12. If E-12 sector will be open then we can say the second option is E-12, but, at this time G-13 is 2nd option, although getting closer to airport is not very good, infact other countries land near to airports is cheaper than other lands around.

I just googled settelite view of D-12 and E-12 ...both are excellent. I wish if this E-12 get announcement soon, because prices are yet very cool in E-12, and its very close to heart of Islamabad, true Islamabad.... I love Islamabad...and my Pakistan

Dollarman, shouldn't it be obvious that Bahria Enclave isn't really in Islamabad when no one is mentioning it here.

All, note the fact that all big societies or small usually pick the land that is of no value to anyone (due lack of access, distance from main road etc..almost for free, then build an access road from the main road. This way only real cost is the development charges alone as land is almost negligible cost. Case in point, Bahria Town both Lahore and Islamabad, DHAI,DHA Valley etc.. Bahria Enclave is a classic example.

Anybody who says that bahria enclave is not in islamabad has'nt visited the site, wait for one to two years and BE 10 marls plot will be touching 1 Crore.D 12 is far behind bahria enclave in terms of development.

All those people who have been criticising bahria enclave from begining should divorce real estate sector and find something else to think about as all thier predictions and observations have proved totally wrong. (unless you are a typical paki who wont accept his/her mistake and will continue to argue like a jahil person). I have sold 10 Marla plot in Phase 1 for 42 lac making profit of 10 lac.

Hi all,
After such a discussion, we got our mind fixed on D-12 and G14/3, we have almost selected plots to buy, let me share with u guys.

D-12/2 = 40x80 = Rs, 13,500,000, its a good plot
G-14/3 = 40x80 = Rs, 7,100,000, its also a good plot

The reason to select these plots is very simple.

D-12 locatoin and price for this plot is not bad to make our future home. I am sure in a year or two year timwe this plot will woth more than 16 to 17 million

G-14/3 40x80 is a good buy in a sense that development is just starting over in couple of weeks. Payment is already been made to NCL, construction company to start moving machinery in the sector. We are hoping we can sell same plot for Rs, 10 million after 1-1/2 year.

What do you say.....? thanks to all who encouraged me and this discussion. I will love to be part of all serious discussions. I am thinking I can join real estate after coming back to Pakistan next year.

@ Paroo... u r saying that the development in G-14 will start soon, as per news. But please don't believe anything until things r really on ground. At least D-12 is on ground with possession, i m not sure but I think u can get possession right away. If u can get the possession of G-14 right now then buy it... even for investement point of view. How sure r u about the 100% acuracy of the news or will the CDA will start development of G-14, if not then ur investment will take many years to get u good return. Make decision on ur best knowledge of better do istakhara first.

I am A working lady with relative small kids who are in middle classes. I have about 3 million which I want to invest for about 2-3 years . It should be a safe one with profit margin ranging upto 50 percent. Can be in Islamabad or even Lahore . Please guide

I also second statelife 1. I also obught aplot 5 mnoths ago. Transfer charges in total including stamp duty ,all others stuff was aorund 125 k.
I have yet to start construction. (soon inshaallah)

A and B secotrs are epxensive with price betwwen 30 lac to 45 lakh. others are relatively low.

Good maintianed society. People already living there.

Phase ix


phase ix files are going updue to chances of ballot and superior location than phase vii. Will it not decrease price of phase vii after the ballot? Especially if it is also linked to ferozpur road and Dha v with an underpass it can go very high. It all depends on town planning as major chunk of land is already occupied in pockets by various socities , Askari xi, phase v extn and Dha town. At the same time it's development is already in progress as Dha town if part of phase ix is rapidly developed based on phase ix master plan. Comments please

The tax bar submitted that taxpayers and tax consultants are facing multiple problems in preparing tax returns on the e-portal of the FBR which is not only consuming a lot of time but there is a major hassle in respect of filing of the returns.

The KTBA gave a long list of problems and irritants being faced by the taxpayers and tax consultants while filing income tax returns for the year 2012.

Most of these problems and irritants are related to FBR’s e-portal which is not functioning properly and dose not follow the Income Tax Rules 2002, governed und

er Income Tax Ordinance 2001.

Iqbal Ahmad Abdan general secretary of the KTBA pointed out that the issues related to tax return form IT-2 and IT-4 were raised before the FBR, but so far no solutions have been forwarded by the board.

He complained that when data is filled by a taxpayer in annexure “G” of the return form IT-2, all the data disappears when main IT-2 form is opened for making any correction. As a result taxpayer has to fill the whole annexure again to make even a minor correction.

Highlighting another problem, he said in the same annexure if a taxpayer has no business name, his/her name on the NTN should be taken as the business name in the tax return which the annexure does not entertain.

This irritant needed to be resolved at the earliest, he asserted. Similarly, he said in the tax form IT-4 which has to be filled by the retailers, its contents could not be saved until and unless the CPR number is inserted which in the opinion of the tax bar should be taken care of.

Pakistan tax amnesty schemes

The top policy making body of the Federal Board of Revenue (FBR), the Board in Council, on Wednesday approved two tax amnesty schemes to be launched soon followed by a whistleblowing law.

The schemes would be launched as soon as the prime minister and cabinet approve them. The News published the details of the tax amnesty schemes and the proposed whistleblowing law on Wednesday. According to the FBR sources, except minor changes to what has been reported by this newspaper, the FBR Board had approved the tax amnesty schemes.

One of the amnesty schemes would primarily target the already identified 3.7 million people who have enough resources, travel abroad, own properties and have bank accounts but still don’t pay any tax. Such tax evaders would be allowed to pay Rs39,786 as tax to have their wealth declared valid. The FBR estimates collection of Rs176 billion revenue through this scheme.

In the other tax amnesty scheme, existing taxpayers and even others would be allowed to declare their hidden assets by paying only 1.25 to 1.5 percent of the value of the assets as declared by them. The 1.25 percent would be charged by the end of October whereas 1.5 percent would be applicable by December 31, 2012 when these tax amnesty schemes would end.

Following the tax amnesty schemes, the government would introduce a new law with effect from January 1, 2013 under which a crackdown would be launched against tax evaders on the basis of information provided by any citizen.

As decided by the FBR Board, the informer of a tax evader would be paid 30 percent of the hidden assets uncovered by him while 10 percent would be given to the taxman involved in the case. Those participating in these tax amnesty schemes would not be questioned about the sources of their income. They would become part of the documented taxpayer database besides generating huge revenues beyond the budgeted estimates.

The FBR authorities expect that these schemes will help phenomenally broaden the tax base in Pakistan, which is presently critically small. The FBR and National Accountability Bureau (NAB) have been in consultation to shape up the amnesty schemes in a manner that the desired results are achieved whereas President Asif Ali Zardari has also given his go-ahead in principle to the proposed initiatives.

I think this is the step in the right direction as long as there's a check/limitation in place so that this washed money stays in Pakistan and gets invested and does not go back out again.
All in all- people sitting in G-5 will get to launder their money no questions asked.
This would also mean that property and gold
prices will further go up whereas Rupee will appreciate against other currencies.
