Islamabad Sector E -12 and Your Views

Dear Friends :flg
In one of the recent discussion on E-12, I am convinced not to sale my plot and hold it , the reason is I can easily buy same size plot in DHAI- Phase 1 / 2 & /or in any developed phase of Bharia at any stage from now ……. So why hurry :)

My gut feeling is one day a plot in E-12 will be worth same size plot with constructed HOUSE in DHAI –phase 1 / 2 or Bharia, and it is all matter of starting development.

I am not exaggerating E-12 was worth same as D-12 and well ahead then E-11 at one stage but now D-12 and E-11 are more then double in price due to their development status.

CDA has no choice neither can afford to delay further and I believe difficult time of sector E-12 is over and development of this sector will start soon and again the prices of E-12 will be equal to D-12 and higher then E-11.

E-12 is much better located and a complete sector and not an off cut of Gollara like E-11. If the prices of E-11 can go high why not of sector E-12
:h
Brother Mian Nadeem has commented that a serious negotiation is going on and soon there will be a break through in the development of sector E-12. Mian Sahib I will appreciate if you can write here the cell number & /or email of Brig. Asad Munir member estate E-12 for our follow up.

Experts of Islamabad properties are requested to share their views and comments on sector E-12 in detail. :) :) :)

The positive point is that E12 is a good
location, and is in Islamabad proper and a CDA sector.

The negative is that possession of D12 has not been handed over yet, therefore E12 is still more time away. The last I heard was that CDA had physical possession of only a part of E12. I think realistically speaking E12 is still about 5 years away and then there is the issue of gas, electricty and water, which may take longer. If possession of of the whole of D12 and E12 is given then there might be about 10,000 plots ready to build, plus G13 might have all the utilities and be also ripe for building. This may limit the upside of these plots although they may still go higher.

CDA must informed owners the truth. If CDA is unable to get possession of land, CDA authorities must return the money with interst to the owners.

Abdul replied on Thursday, November 26, 2009 12:12 PM PST

It is the matter of survival of CDA and there is no choice left for CDA but to resolve this issue. Sooner or later this has to get resolved and I see this in near future.

What is the price of plot 25x40 in E-12?

Waseem Malik replied on Saturday, November 28, 2009 12:43 AM PST

Great feedback Amjad,

In my view, as one of the contributor also said, CDA has no option but to develop this sector by all means. If it fails absolutely and comes out of the deal, it will be a disaster and complete lose of CDA credibility. That will even lead to the question of CDA existence. And that’s not going to happen at any point.

I would suggest making a pressure group. All those how have bought a piece of land in E-12, form a union or a formal group. Pressurize and challenge CDA in the court and any other possible platform. That will yield results and not individual effort. Take a step and make a move, NOW.

E12 is one of the beautiful sector of islamabad i have heard that the developmental work is going to start soon...i will suggest those who have plots in e12 hold it for 5 years atmost and those who dont have go and grab one because you wont be able to efford it after 5 years.BEST OF LUCK

Zafar Ch. replied on Tuesday, May 25, 2010 06:47 PM PST

I agreed with Karman’s suggestion & would recommend that those who have plots in Sector E-12 should Visit to D-12 which is opposite of E-12. I have seen personally, Grid Station work is in progress & allottees of D-12 will start construction soon Inshallah so this is the time for investment.

Dear all,
Salam alkum i read almost every body comments and i find a better solution offered by Mr. Malik , we should not wait anymore, it is really too late we all should folow the sugestion of Union or commitee to get possesion of our land in E12 , otherwise the way , the process is going on , i am sure our children will also not get possesion.
I believe this is a shameful from CDA official ,they are all like all other pakistani official no professionalism no ethics and no moral values. It makes no sense , since 1985 after 25 years there is no hope , to get possesion. We all should make one union and we should drag CDA official in court of Law.

hello all,
see what i suggested earlier the
prices will go uppeak one day.i guess the reason of price increase is because of surrounding sectors which are D12 n E11 how long the CDA can hold E12 brother sooner or later the cat is coming out bag.believe it is going to be the beautifull sector after D12.Lets hope for the best other wise i am going to contact Mr Asif mehmood.

Engineers housing scheme
Dear CMY sahib or other experts,

I am one of the affectees of Engineers Housing Scheme (EHS), D-16 Islamabad.

The scheme was considered fake as detailed in one of the news papers.

Now I got a letter written by a retired army officer (may be a new hire) from Engineers Housing Scheme to pay development charges and also pay cost of land. I have already invested about PKR 1 million for a 356 sq yds plot for which I am unable to get any refund or even sell it in open market.

Where as there's no development plans approved yet from CDA, Islamabad.

Please guide should I pay more money to EHS? If not please help me and other affectees of Engineers Housing Scheme to bring this up to the attention of CDA officials and probably NAB.

Thanks
Shahid

AR-Riyadh replied on Tuesday, November 24, 2009 04:14 PM PST

Dear Shahid,
Its sad, there may be many more effected individuals.... I am from Lahore working in KSA.I also applied there and paid the first installment 395,000 PKR for 356 sq yard. On second installment I decided to visit physically the society office in Islamabad. Unfortunately, I was shocked to learn the bad reputation of the owner that came to my knowledge upon talking the various people of the area. I did not pay the second installment and applied immediately for cancellation. They were not happily agreed to refund my money. Finally they refunded after long struggle (took 5-6 months) by deducting 18% (almost 80,000 PKR). Today even I lost 80,000 I feel that I made a right decision. Trust me they are thieves, looters, do not pay them and try to quit as quickly as possible.
Request other friends to share their expenereience.

ARG replied on Tuesday, November 24, 2009 04:39 PM PST

Brother, better not to pay any more...if you want plot in Islamabad then better to buy in G-16 or E-16 in quite cheap price. And these schemes are real and you can visit personally to see the area and development works.

Contact if you need any kind of information.

Azad K replied on Wednesday, November 25, 2009 05:14 AM PST

I would always recommend that before you invest at least check with CDA to ensure that the society has an NOC. This does at least reduce the risk to your investment.

AoA: Any one know their website and are they doing any development? Thanks

ARG replied on Wednesday, November 25, 2009 06:23 PM PST

They don't have any website, coz it's semi-govt schemes and alloties are the employees' of Governmental Organizations. Best way is to visit physical at the society
location.

For CDA you can check at www.cda.gov.pk

Please comment on the below quote.

The plot business is over as everyone has 2/3 plots on average. Only is more houses are built will the plot business improve. Since speculators have mostly disappeared from the market it is the genuine owner/occupier that will now drive the market.

my friends, this is not made in pakistan, u can say its only assembled in pakistan...............
its engine is 100% made in russia; and india already objected russia about providing the same engines to pakistan/china which were provided to india. it took a year or more for russia to assure india that technology is somewhat different.
paf kamra basically is a service station cum workshop for aircrafts. no doubt some good work is being done by them but no one has the right to misguide the general public.

AD replied on Tuesday, November 24, 2009 02:39 PM PST

No doubt that it’s a great milestone achieved by the nation. Even if it is not fully manufactured in Pakistan but it is a big step towards achieving this.

However, I must also say this that lots of aircrafts, huge army, modern weaponry including nuclear arsenals could not save USSR to collapse. And the reason most of the first world countries (UK, Canada, Australia, Scandinavian Countries, and most of the EU countries) excelling (and are the favourite destination of most of the Pakistanis to migrate to) is the Social Justice and the High Level of Moral Standards, and The Law which is equal for everyone. And the irony is that ‘They’ adopted this from Islamic teachings and ‘We’ being a so-called ‘Islamic Republic’ are at the bottom of the list of souverign, prosper, peaceful states and on the top of the corrupt and failing states!

Till the time we achieve that above-mentioned characteristics, there is no gurarantee that JF-17 or F-16 or the ‘big liability’ so-called nuclear power will save us.

If “The NRO Unlimited Regime” and others like this keep holding the highest positions in Pakistan, we will remain at the bottom of the goods and keep topping the lists of the bads.

It’s that simple!

.

History, of this development tells tale of hurdles and support this project came through.
Musharraf govt. provided all the finances and support required and final prototype was flying in a time period as short as 5 years, in 2006 first production aircraft flew on 23rd march.
Kamara factory structure was complete and machines of production line were in Kamra in 2007 but than new govt. slashed funds for its development and unfortunately this marvelous project hit delays.
At this juncture ex-PAF chief took personal interest and requested private investors in China to provide funds, which helped in commissioning of plant and to pay the salaries of production staff.
Later ex-PAF chief was retired, without getting any extension, despite the fact that all the development time he was the chief of PAF. Principally, he should have remained Chief until this day. (this is my personal managerial opinion)
Apart from the technical success this project is an economical hit and i don't understand the mentality behind the concept to put such project on low priority and adding red tapes to its progress.
It was vision of P. Musharraf and hard work of PAF where as politicians of following govt. tried there best to fail it.

Any how for the record, this development is new addition to already existing list of engineering successes of Pakistan defence forces over whole of India's might.
Today, India is forced to spend billions on foreign defence purchase while Pakistan defence forces earn billions by exporting there produce to foreign countries. There is no such example in the whole world.
Jawans of Pakistan Armed forces Zindabad.

Down with anti Pakistan elements.

Air craft will evolve in time and has enormous potential including potential stealth upgrades. Some pictures r already circulating on net..

I agree with brother Hard Facts. Since the creation of Pakistan army generals have looted money through defense contracts/etc with no emphasis on indigenous production/transfer of technology(TOT).Projects like JF aircrafts and building tanks like Alkhalid/Alzarar are actually eye wash for the general public.
pervaiz musharaf was a traitor, and in his time corruption and favoritism within army increased to a tremendous/highest level.Although he has escaped but corrupt officers he promoted/placed are still here.
I have regards for previous air chief as he was the one who flew Pakistani aircrafts after indian acs crossed the borders and chased them back, after mumbai attack.(think this was the reason he was sacked).

another proud pakistani replied on Tuesday, November 24, 2009 10:26 PM PST

dear proud pakistani, plz dont be too ashamed because army is killing only those 'own brothers' who are killing their 'own brothers'. besides that army is following civilian govt orders so even if there any fault that is in govt's policy, not in army's implementation. they are actually sacrificing their lives.

Ahmad replied on Tuesday, November 24, 2009 11:11 PM PST

Dear Usman, surprisingly no proof of your claim exist.
Infact, blaming generals is an attempt to shift the focus from the corrupt civil administration and politicians nexus for which we do not need any proof.
All civil contracts are open evidence of corruption. It is not difficult to point out compromises on contractual obligations.

usman rwp replied on Wednesday, November 25, 2009 12:22 AM PST

Dear Ahmad, only few years back i was serving with the same people ,was posted at a place where i saw it all ,(one of the reason i quited army).

I have lot of regards for Pakistan army soldiers and junior officers who have lost their LIVES for PAKISTAN but have more sympathies for pushtoon families and small kids .

aa replied on Wednesday, November 25, 2009 12:34 AM PST

usman rwp although there has been some corruption in top levels of military, fact is pakistan has made far more progress in defence sector than any other sector of economy. infact today from submarines to ships, small arms to rockets, tanks, armoured vehicles, nukes, missiles, now 4th generation fighter air crafts are being produced here.
indians import all these and their last years bill was 30 billion dollars. indians are yet to produce a working tank, armored vehicle, aircraft, lagging behind in small arms production. doubt exists on there nuclear status. 1998 tests were not a complete success. just yesterday their prime missile ended up in a different ocean from the targetted one....if we dont make it, we will have to buy it like indians...
yes there are good people and bad people in military as in civil society,,, far more can be achieved both in defence and on economic front...
pakistan has a great potential, we are waisting so much of it both in economic front and on military front due to corruption.. this will have to change soon if we want to survive.. but every thing is not a eye wash, especially projects like jf alkhalid, alzarar, they have kept both india and america and israel out of our borders for past eight years and counting...they have freed us from effects of military sanctions. now we dont care if america delivers f16 or not.. they are pretty good...
by the way it was not the previous air chief but the current one who ordered fighter to air after mumbai attacks last year...do keep in touch with reality..

usman rwp replied on Wednesday, November 25, 2009 02:41 AM PST

@ usman rwp <<<<<<<<<Dear Ahmad, only few years back i was serving with the same people ,was posted at a place where i saw it all ,(one of the reason i quited army).>>>>>>>>>

You dont sound like someone trained from PMA, or a real fauji, as I know a lot of them. Were you a commisioned officer? If you were, which I seriously doubt, were you fired for some misconduct, or you just <<"QUITED">> as you mentioned, yourself because your boss in Army was corrupt? Most Armed personnel I know are extremely proud of their organization. If you were a commsioned officer, and are not disgruntled for being fired from your job, I would be extremely surprised for an Army officer to possess your views & mentality. If you ever tried to get in the army and flunked the ISSB, or were a canteen THEKEDAR, that dont count, as experience from army and an expert on the subjects you mentioned. Your thinking and vocabulory donot reflect that of a commsioned army officer, but surely a frustrated person that probably tried his best to get ahead in life but failed miserably for maybe no fault of your own, and now everyone else including the army is the culprit. Sorry for being a little harsh, as I coudl be wrong too, but you dont fit the FAUJI profile.

usman rwp replied on Wednesday, November 25, 2009 07:44 PM PST

ONLY for mr pareshn rwp.i am third generation in army passed out from PMA .Another reason i QUITED was that Pakistan army had started enrolling cadets/officers without considering their caste/family back ground(although it is not permitted in Islam, but experience tells blood do matter).
you also surely seems to be either serving or retired from Pakistan Army,it would have been better if you had continued your family buisness ie Mochi/repairing of chapals, atleast you would not have been proud of serving under traitor general mussaraf.
Regards usman

usman rwp--Hw much money you took from Nawaz Sharif to write/speak against Musharraf? or are you Nawaz Sharif under the cover of usman rwp?
He has single point agenda just to take revenge of his insult and nothing else.
Please donot use abusive language against army generals as they are far better than Nawaz Sharif ,Asif Zardari and Altaf

# 2 Fauji,
Niether me or my parents are serving or retired fauji, but your demeanor is not that of one, as I know a lot of them. This surely does not mean that Faujis are the smartest people of all, but you surely are not one of them. And you did not <<<<"QUITTED">>>> army. If someone is a Mochi, and they are good at what they do, then they deserve appreciation for being good and loyal wirh their profession. Your third generation does not seem to be passed out of PMA for sure, maybe from somewhere else. Then you go on bragging about being an expert in certain fields. Even if you were a fauji, those expertise come in at a lot higher level, and beleive me, if you were on that level, you would not be discussing real estate on this forum. Now dont come back saying you are a general with so many stars hanging somewehere. All I can say is, GIVE ME A FREAKING BREAK, and move on. Lets talk about your expertise in real Estate, if you have any. That would make more sense here on this forum, rather than blowing a lot of hot air.

Dear Kashif Chohan sahib,

It is nice to see you actively participating in discussions at LRE. I want to ask some questions which I think will benefit many visitors of this site.

Q.1 There many people who can not construct their house in one go because of financial constraints. so people adopt different techniques for example some construct single story house with very basic finishing i.e. no fancy floors no fancy bathroom no woodwork , and then as the money comes they complete in bits and pieces. another approach some people adopt is that they complete the two stories and then complete the finishing in coming YEARS. WHAT DO YOU SUGGEST FOR THE PEOPLE WITH EXTREME FINANCIAL CONSTRAINTS? How they should proceed? And What is your estimate of cost for a 10 marla house with extremely basic finish ( single story or double story with one floor finishing)?

Q 2. There is general perception that It is extremely costly to get the house constructed from professional Builder than constructing oneself. Can you put some comparison between the two?

Q 3 What is your point of view about bank financing?

Although It is neither your duty nor your obligation to respond to this post but your input in this regard will be extremely appreciated.

REGARDS

I just want to add another question in the above very useful inquiry:

- As per the previous discussions, in Lahore the current construction rate is approx RS/SQ FT. Is it still the same?
- How much we should have initially (to start the construction) if we want to opt from one the above min options?
(e.g. 40% / 50% / 60% of the total)

salman replied on Monday, November 23, 2009 06:06 PM PST

dr sahib,
I need your email id ..as I also wanna build the home in same circumstances...10 marala in Bahria.
We can share experiences

Kashif Chohan replied on Monday, November 23, 2009 06:49 PM PST

Dr Usman

Thanks for your posting, here i will try to answer your queries

Q1.Construction with tight budjet is bit tricky.Different approaches may be used to tackle this like

a)Construct less covered area then usual one to keep cost of construction down.Just to leave more open spaces for lawn, patio, pessage etc. This approach has been adopted by Eden housing in Lahore.
b)Construct one unit house instead of two units so need of kitchen & TV lounge at upstairs eliminated. Moreover single bed and bath at groung floor would be enough.
c)Prepare most economical layout design so sanitry, electrical and civil work will be minimised.Kitchen & baths should be closed to avoid costly sanitry layouts.
d)Common bath may be used to serve two bed rooms at upstairs.
e)Roof height may be down to 9' instead of 10' to save cost( as Eden did ).
f)Windows,Main gate, wood work are expensive items their sizes can be reconsidered.
g)To construct single story is good idea but in future when you double it you have to re spend on roof insulation, parapet wall. Moreover paint work at ground floor will be destroyed and ground floor roof will remain damped for atleast next six months beside have physical and mental disturbance due to labour mobility during first floor construction process.
h)Grey structure completion is normally around @700 per sft.Rest of all is your choice that how much you want to spend during finishing process. In this way you can calculate yourself the cost of complete house.Without wood work and paint we can windup it up roughly around 900 per sft for a ground level plot.

Q2.Yes it would be costly to construct house through builder then your own because it is his whole time business & he put his time, efforts and skills (which has monetary value)to construct your house. Do you not think that he deserves part of your few months income which you must have forgone if you involved in construction process yourself by keeping your routine activities at sideline. However a professional builder manage the purchasing of building material at much lower cost then you did due to your inexperience which partly offset benefit of self construction. However if you have time and energies the best way is to construct yourself.

Q3.I donot know much about bank financing. However in my opinion it is visious circle in which people trapped.Remember banks take large portion of interest in early instalments so even if you decide to close financing you suffer loss. Some people construct double unit and from upper portion of rental income they pay bank instalments for longer period of time. Best way is to get finance from your brother, sisters or close friends who trust you.

Should have any further query please feel free to ask

Thanks

Thanks alot Kashif Chohan sahib for your detailed and highly informative response. Reading your views about I reach the conclusion that the Architect plays pivotal role in minimizing the cost of construction. Can someone explain what grey structure exactly means.
Regards

Kashif Chohan replied on Monday, November 23, 2009 09:51 PM PST

Dr Usman

Grey structure means all brick work including boundry walls, complete plaster, complete sanitry work, rough flooring, roof insulation, safety grills and main gate installed so that house is ready to proceed ahead towards finishing stage according to client choices.

I am reminded of the old gentleman Mr. Salman and all that he shared about parkview. I think he was right. Many thousands of kanals less land than what is shown on paper: That is the real problem!

limo replied on Tuesday, November 24, 2009 01:19 AM PST

Dear Kashif Chohan, what i have understood from your suggestions is that you got to architecturally manipulate the layout and at certain places compromise the basic standards in order to accomplish your construction through a tight budget. What about someone who wants to go ahead with his planned layout of the complete lets say two storey house, wants to follow standard construction procedures and does'nt have enough fund to complete it in one go?For example i have a plan for a 10 marla d'storey with one bed at ground alongwith DD, TV lounge and kitchen and 3 beds at the upper storey.Do you have any tips for partly completion of such a house with tight budget. Thanks

Aamir replied on Tuesday, November 24, 2009 05:27 AM PST

@G/C Irfan : Course?

Kashif Chohan replied on Tuesday, November 24, 2009 02:19 PM PST

Dear limo

If you donot want to compromise on layouts then you have an option to compromise on finishing standards or left some portion of house incomplete.

Another option to save cost is to compromise on quality of building material ie use substandard building material. I will never recommend you to go for this option.Houses are built once in a life so just to save few thousands never put a question mark on basic structure of house.Technically and morally this is corruption.

Thanks
