why is it so that with a slight positive development, the selling price of properties advertised by the property dealers increase by, say, 50% whereas with huge negative developments the resultant plunge in the prices of certain properties is only, say 10%.
Is it so because the dealers who in such cases are investors also, manage to hold the prices of such properties artificially.
And more importantly how the prices are determined. To my knowledge there is no organized association of property dealers to handle such task. There is no centrally coordinated body so as to determine the prices on the lines of stock exchange. In free markets prices are determined by forces of demand and supply and any variations to that are monopoly(when sellers determine the prices) and monopsony(when buyers determine the prices). What I have observed, the prices in property market in Pakistan are determined not by market forces but by a group of investors who are either property dealers or short term investors and both connive to dictate their terms by holding the market by their monopoly of the market.
The result is that when a genuine seller or buyer is always exploited due to such conditions. The only beneficiaries are monopolists. In my view, the only solution to this situation is to introduce some kind of regulation to safeguard the interest of genuine buyers and sellers.

Its because the property investors have the holding power. They will not sell at a loss unless cash is needed badly. They have taken the investment risk by buying properties of thier own cash in this market. Therefore when there is positive news they want to get maximum return for the risk but during bad times they will not sell. So that is why prices decline gradually in Pakistan.

But by continuing to hold property, the investors are still losing out due to inflation/currency devaluation etc.

The cycle should reverse in 5-7 years by when ordinary people will have sufficient buying power but the property would have lost value. For example, someone having Rs. 20 lacs today cannot buy a plot worth Rs. 40 lacs. But if Rs. 20 lacs is ivested in a bank at 15% per year for 5 years, the amount will become Rs. 40 lacs after 5 years. If property price does not increase (and does not fall either), same person will be able to buy it.

Holding land till the price escalates, does not yield any welfare to the society because it does not generate economic activity. That is why this is idle investment. As it exploits the needy, therefore, I am not sure if such earnings are considered fair.
To me the only solution in this situation is that government may levy substantial non building tax on all landed properties to ensure that owners are compelled to build within stipulated time period, lest they will be fined heavily (may be 40 % of the value). By doing so, there will be compulsory generation of economic activity in the form of construction which will benefit the society and discourage the holding and exhange of land by these MAFIA people on their whims and wishes.This will surely work as the building and construition work will be on real capital and not on the loans extended by the banks.

Mrs. R.S: As long as elites are in power what you have suggested will never happen. I'll go even as far to say that as long as Muslims are in power/government. I'll give the analysis why i am saying it. What you have said is not only morally and ethically right but it's the international law. In China recently they canceled without warning ALL allotments of lands on which buildings were not built during two years. In Russia the government gives free land to citizens who want to build a residence for themselves. In Amsterdam there's a law that if there is a vacant property un-utilized for a year anybody can move in for free. Furthermore, it is ABSOLUTELY ILLEGAL for private persons to own their own towns/cities.

This is the land of hoarders, frauds, qabza groups, government protected mafias. Welcome to Pakistan!

How the hell pak army came into action, they could wipe out all TTP from FATA, but they would let the aid coming from the our leader's foreign lords would be stopped, so Pak army only continued to push TTP, and then go away each time. & This is the government who were not implementing Shariah in Swat, which leaded to give some support for Baitullah Masoud from Swat & surrounding areas.

& pak army is not controlling punjab, my point is, even if these terrorists could find armors from NWFP (since it is not a big deal, i can do it), how they manage to take it to the lahore? & how the hell they inter a place which has high security? & Lat not the least, how they managed to run away safely, without giving a single life? 1. The only time Peace actually got implemented in afghanistan for 30 long yrs were "when Taliban Captured 98% of Afghanistan".

2. TTP is not Taliban, TTP has been created by India, & CIA to dis-stabilize Pakistan, if u believe on media so much then u must read the saying of Mullah Omer in July 2008, and the interview of Baitullah masoud by Washinton Times.

3. USA has let Afghani government to have agreement with Taliban (Original one), but when Pakistani government do agreement with Fata tribals (not TTP), then they get worried?

4. They get worried when Shariah get implemented in Swat, but when a different law is operating inside USA state, then they call it its their own choice to have it.

5. In 2006, Pak army decided to place mines, & fines around Pak-Afghan boarders, like india did, the USA & Afghani government start crying, yet they blame militants comes from pakistan to attack.

6. Just 23 km from kabul, afghan government & USA had no control, yet they are worried about the militants in pakistan (WTF?)

7. USA is continue to have drone attack in the area where pak government & army has peace agreement, while no attack is done where actually pak army is fighting.

I can continue this list never ending.. but no use.. since we guyzz knowing want to fall.

It is typical after the physical attacks the propaganda wing of indians was ready to blame Pak army.

LAHORE (March 03 2009): The Lahore High Court (LHC) has allowed construction of Hayat Regency Plaza near Allama Iqbal Airport against bank surety of Rs 45 million and issued notices to the respondents. The court allowed conditional construction on a petition of Chief Operating Officer, Hayat Regency Plaza, Moeed-ur-Rehman. Petitioner took the plea that the plaza was being constructed by Pace Circle Project after fulfilling all the legal criteria.

At least 10,000 labourers were busy in the construction strictly according to the approved map, petitioner said. Despite having approved construction of four basements of the plaza, petitioner said, the administration stopped the construction and imposed a fine of Rs 40 million.

Henceforth, property investors can get complete details about the work progress of their new homes, or details about whether the work has been cancelled or delayed, based on an initiative designed to protect investors.

The Independent Progress Monitoring Report (IPMR) is an online scheme announced by RERA, which will see Government Engineers touring the housing construction sites in Dubai to check the progress being made.

A report will be published with photographic evidence and details about the progress of building work, with details of various stages reached. The monthly updates of the work will be available from next week on the website www.rpdubai.com.

The property sector lacks confidence currently, with the investors being worried that the projects are either cancelled or postponed, which has prompted RERA to take this initiative, agreed the Chief Executive of RERA, Marwan bin Ghalita.

The IPMR will keep a watch over only the projects with Escrow Accounts, which constitutes a total of 695 out of 875 projects registered with RERA. RERA, together with few other agencies will control the supply of new units entering the market by restricting building permits and developers.

During its launch in 2006, RERA had 875 developers on its books. The numbers of developers have reduced to 427. Property developers have reported that anywhere from 1 percent to 80 percent of buyers are defaulting on their payments, based on the building and construction progress and confidence in the developer.

According to Bin Ghalita, the housing projects in Dubai can be broadly categorized as those that are likely to be cancelled, those to be rescheduled, those to be merged, and those that would be completed in two years time. The new developers will have to adhere to the tougher guidelines and prevent the market from getting overheated in future.

The new guidelines by RERA depicts that no project will be able to commence sales unless the land occupied by the project is fully owned by the developer, with at least 20 percent of finances required to build it has been secured.

After attaining those standards, developers will be able to collect not more than 30 percent of the purchase price before beginning the construction, following which the payment plans will have to be connected with construction milestones.

According to Blair Hagkull, the Managing Director of the Regional Office of Jones Lang LaSalle, RERA's announcement represents a major change for Dubai property sector

For canadian Immigration - is it compulsory to get police character certificate from UK 2003 / Pakistan as i did my degree from UK and schooling upto 2000 from pakistan, but i am living in Abu Dhabi from past 5 years on residence visa, I can arrange UAE police character certificate easily.

Please advice on getting UK/Pakistan police certificate, is there any fast procedure or guidelines, any idea how long will it take?

Secondly I got my certificates copies(secondary/higher secondary) & PP copies attested from Pakistan Embassy, but canadian immigration guidelines says that all copies must be notarized, will they accept my copies attested from Pakistani Embassy or i need to get this done from Pakistan, please advice on that too.


I will appreciate kind response from fellow members who have some idea about canadian immigration.

plz you can visit SSP office located near District Courts lahore. Meet Superintendent Clerk, get forms, fill it and deposit it to them. Procedurally they will mark your application to local police station, who will visit your location and after verifying will send you the form. For VIP treatment give them something 2000 and get it over there.

Waji Sahib,

You should simply scan all of your documents and send it to pak and ask somebody to get it attested from Notary Public with green ink pad (Attestation for Foreign Embassy) and send it to you by post. It will take around 10 -15 days in total.

Secondly, for Police certificate, you have to get one attested form from Pak embassy for obtaining the police certificate in pak. otherwise, you can send an authority letter to one of your relative alongwith the copy of your passport and he can submit the forms in SSP Office on your behalf alongwith some 'Nazrana' and you will get it within 4 - 5 days.

I am living in Norway and have been through all this hectic process recently.

You are more than welcome. Also, you have to provide a photograph as well. Further,You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens have to provide:
a valid police certificate,
These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.

Please follow the following instructions guide to prepare the documents only
