Mr. Ali11 since that post was for EME and Mr. Manzoor posted his Awaisia colony post there i am not replying under the same post. Well Awaisia was a very well maintained Colony (I am talking 8 years back) We liked it very much, we visited the house for sale also. Then we were told that we have to meet the Union or the administration of the colony to get their approval as the new society members. They were mostly religious members mostly with beards, they did not approve our family since we were not the part of their religious sect (since i don't believe in sects i dont remember what sect Awaisia belongs) so the seller took his offer back and we could not buy it although we offered them exectly what he demanded (since we like the colony very good for the family living). So that is why i was asking Manzoor sahab about the current situation. If you are of the same sect i think you should visit this colony 8 years back i liked it very much.

Passports are kept by employer !

In gulf countries, usually the passports of the individuals who go there on work visa's are kept by the employers, perhaps with an intent that on getting a better offer the individual might not run away.Can someone share whether the same practice is followed in the west.

This is considred a crime in the west.Even no employer can delay,hold salary of any employee without his permission.

I am working in Saudi Arabia as a Pakistani expatriate for the last 32 years and responsible for such affairs of my company. Although Saudi law is silent on thus aspect, but it is general practice that a passport of a foreign employee is held by the sponsor in a safe cabinet by me and instead a Residence Permit (Iqama) issued by the Saudi Government is delivered to the employee which is valid for all matters e.g. applying for driving licence, opening of bank account, applying for family visa etc. etc. To my point of view this is not crime hence it is better that a passport is kept by someone who is responsible as there are chances that a passport may be lost by an employee. It is natural that if a passport is kept by the sponsor he is solely responsible for its safe custody. Moreover, most of the time with the permission of an employer or he wishes to release his employee, an employee can change his sponsorship. There is a transparent system of change of sponsorship. Hope I have satisfactorily answered the query.

By reading above posts, i am really thanksful to Allah that i did not move to any of the gulf countries for work where they treat workers as animals. Saudi arabia is a holy place and i love it but their laws are not based on equality. Same situation is in other gulf countries.
My friend Arsu, i have been in the west for 8 years now and can assure you that such practices do not occur here. You get all the rights which you even cannot have in your own country.
Your employer will treat you with respect. They cannot descriminate on the bases of religion, language and cast. I know, there are many cases where they descriminate, but you have a choice to go to court against them. In fact, they learnt from our religion and adopt islamic practices more than we followed.
Thats the reason, even though muslim world has all the resources of the world but still bow to west.

The matter is not only holding passports But also confiscating all the payments the employee has worked for the employer.Employer can keep the photo copies and local pakistani embassy can provide a passport in case of employee lose his passport,which is the purpose of local embassy.My brother's passport was held by his nemployer and was forcing them to work more than 12 hours a day without paying any extra money.Can we think this in the west?
Another example of expoitation is Dubai, paying very low wages to the labourers.On the other hand employee gets pay equal to US if he is holding a westren passport.I have a friend,a Gora,getting more than US$6000/month plus travel,residence etc in Dubai.

To answer specifically, no it doesn't happen in west, or US at least. Even the H1-B or seasonal workers, officially obliged to work for their sponsors only, retain their passports.

If some employer demands to keep passport with him, one should avoid working for such employer for reasons other than passport being withheld. However if one has to work or is already working for such employer, one can recover passport whenever one feels like to do so. Even if passport was agreed as a 'security deposit'. That is because agreements violating fundamental human rights are not honored in courts of law.

On gulf governance norms, I feel very much like what 'Analyst 1' said. Besides many arguable laws and norms, some are just stark naked against principles of natural justice, like,,,
- to deny citizenship by birth
- to restrict women's employment and judicial rights
- to restrict judicial rights of aliens
- to execute on presumption that possession of narcotics is always willful
- to execute minors on presumption they can judge accurately and cannot be exploited emotionally
- to persecute for asking accountability from rulers, let alone asking legitimacy

AoA, I believe not all Gulf countries and not all employers in Gulf countries keep passports. Fair Labor Standards Act was passed in the US at the end of industrial revolution to protect the labour rights in 1938.

Passports are kept by employer in Saudia and not in any other Gulf country.
There are certain reasons for it:
Mostly employer arranges visa for the employee after accepting terms and condition by him. In USA and Europe this is not the case.
After getting visa from one and then change over to other is allowed but with some restrictions.
People here can switch over jobs.
There are certain rules and regulations for every country and we should not criticise. Look our country! Is it easy to speak againt rulers? What about handing over Pakistanis to USA for Dollars.
What is situation of human rights (specially women)in Pakistan? See condition of our cities specially Karachi. You have to get registration in your own country.
There are discriminations every where. Pakistanis have no respect in Pakistan and how can they expect from others?
So please look at yourself before criticising others.

I am trying to understand the logic,

"The Employer keeps the passport safe so it does not get lost"..

In short, the "ARABS" need to start treating people from third world countries as human beings like the rest of the world does, as they are not far from being in our shoes soon, maybe just a generation behind. In the next 20-25 years, the developed world is talking about alternative energy sources. No more Oil revenues mean the ARABS back on camels in a hot desert. Imagine them without oil revenue and NO SKILL SET. I wonder how far the revenue from selling "Dates" and "Haj" (tourism) can take them. A lethal combination for the " HABIBI HAIYAA HAIYAA" ignorant lazy *&(&^#%&^&#%*&)dressed in funky long white, who are incapable of making a decent living on thier own. Their time is coming. I simply dont like them as they treat pakistanis as less than human beings.

Unfortunately WE all (especially Arabs) are only MUSALMANS (read only kalma) and not the MUSLIMS (not following the ALLAH orders).
While WEST (generally) are not MUSALMANS but they are MUSLIMS.

Our all attentions & efforts are for HAQOOQ ALLAH but we have forgotten the equally important HAQOOQ AL-IBAD.

ALLAH may forgive us his rights (HAQOOQ ALLAH) but if we do any thing wrong with someone, only that person has the right to forgive us and ALLAH will not clear us for HQOOQ AL-IBAD.

In GCC (gulf countries) mostly they still have the concept of SLAVERY in the back of their minds. Discrimination, keeping the passport, delay in salaries, not giving the agreed salaries, not giving the due overtime, bad treatment, thinking of expats as HASHRAAT (only third world expats, peopel from west are treated as MAI BAAP) are the very common practices.

Saudi Arabia:

In KSA, passports are kept with the employer and a residence permit called IQAMA is issued to the employee. Even if the passport is given to the Employee, it is of no use because a person can not go out from Saudi Arabia until his EMPLOYER goes to Passport Office(JAWAZAAT) and gets the passport of the employee stamped for EXIT and RE_ENTRY(to come back).
No one can get that stamp on his passport without the approval of his KAFEEL(Employer or Sponsor). So you may have seen that in most of the cases, the people living in Saudi Arabia can not(normally) reach in the JANAZA of any of their dearest one as the process of getting the passport stamped depends upon the SPONSOR as well as it takes time also in the Passport office. An other aspect is that, most of our Pakistani brothers who are not having jobs with very good companies rather working for some small companies owned by a person, don't have direct approach to their sponsor. Even some don't know their KAFEELS(Sponsor). But contrary to that, I have seen practically, that people living in the west, UK, USA, etc are still able to reach in time and attend the JANAZA.
It is only one aspect. Ofcourse there are some many good points also in Saudi arabia like its life style and living environment, being very close to KAABA and Madina.(The purpose is not to start any discussion rather just to share the information and reality with other friends who don't know too much about GCC countries).

CHANGING THE JOB IN KSA.

A person can not change his job with out the approval of his KAFEEL(SPONSOR) even he gets better offers from other companies. So he has to continue his job with his current employer/KAFEEL. In 98% of the cases, the SPONSOR will not agree for that even the person has spent many years with his employer.(Even 10, 15 or 30 yrs).

Ok, the only option left is to resign and go back to your country. Now from here an other story starts. Once you are out of KSA without having NOC from your employer(which will not be given in 98% of the cases), you can not come back to Saudi Arabia with an other employer before a period of 3 Years(having visa at Saudi Embassy in Islamabad) and before a period of 1 year(having Visa at Saudi Counsulate at Karach).

Before our brothers(with manual passports) were going back to Pakistan and getting new passport(having no previous proof of their work at KSA) and then getting back to Saudi Arabia in few months(some times immediately). But still if the previous EMPLOYER came to know and he objected, the person will be deported immediately from KSA.
But now with new computerized passport this channel has been blocked9approximately).
So before signing any agreement with any employer in KSA, make it very much clear with your employer about NOC issue and dont believe untill it is mentioned in your contract that he will issue an NOC or grant NAQAL KAFALA(permission to change the sponsor while staying in saudi Arabia) at the termination/resignation from the job.

Jan Malik, i think its not only the safe custody, but mainly to ensure that workers don’t leave a job in the middle of the contract. Criticizing this aspect would not be fair as countries where percentage of expatriates is much higher than the native population, one needs to devise measures in order to run the system smoothly. Can someone be specific about what measures do employers usually take in the west to ensure that expats working under them on work visas don’t switch over so freely. It would be nice to hear from someone who is working on H1B visa or HSMP. West has been selected by Allah for sun setting only, it’s the east from where the sun rises.

Being in Gulf is a blessing I am working in a Gulf country where the peace of mind is there tax free income and religious freedon and free to eat anywhere anytime. People living in west can only dream these things.

How west treat muslims have my own experience visiting UK and Holland and heard too many stories in US also. In France they have two 12 year girls expeled from school for wearing scarf.

If you take out the religious part out of our life I think life may become compareable with guld countries.

In west they call it civilization where you cannnot even shout at your own kids but that what is not in our religion but living in west we accepted so many things againt our base.


I personally dont feel it a issue with the passport as its available to you rnay time you need to tavel you need to stamp you passport for making an exit from KSA and that what your employer has to do so it does not matte who hold the passport.

there are exception everywhere and in Gulf too however one who live is a guld country have much better life then any one in west. People do make coments from far are far from reality.

the issue in gulf countries are there with respect to illegal immegrant.

Its very simple.......ID card, passport, educational degree/certificates etc are the personal properties of an individual, which helps him to have certain rights as per law of the land. Any body snatching or taking his personal document from him is obviously dening a basic human rights and black mailing nothing else. This is like JAIL rules. Logic answers every thing.

Celebrate Eid with a side of salad, advise doctors

LAHORE: Doctors have recommended that people refrain from consuming large quantities of meat and eat fruits and vegetables to prevent different kinds of ailments associated with overeating and excessive consumption of meat.

Lahore General Hospital Emergency Ward In-charge Dr Zaheer Iqbal told Daily Times that excess of anything was bad, and the over-consumption of meat was considered an unhealthy practice by most medical practitioners. He said that over-consumption could cause several complications for patients suffering from liver, heart and kidney related ailments. He said that overeating was a natural phenomenon during Eid and numerous patients were brought to hospitals to be treated for over eating-related ailments, adding that diarrhea, vomiting, excess of uric acid, pain in limbs and joints were the most commonly occurring ailments. He suggested that people consume vegetables, fruits and other foods along with meat during the Eid days. The meat of sacrificial animals is considered healthier than the meat that is normally consumed by people, because of its high protein content and superior taste, he added.

Sometimes: However, nutritionist Dr Shehla Javed said the over-consumption of meat would not cause any ailments, adding that food poisoning was not associated with overeating. She said it was usually caused by the consumption of expired and sub-standard food. She said that people should not avoid meat on Eid, as overeating every once-in-a-while was not a cause for concern. However, she said it should not be made a habit due to the long term hazards of overeating.

Dr Shehla said that people should take care with the vegetables, fruits, sacrificial meat and other products they consume, as improper storage and old food could be hazardous for health. She also suggested that people should avoid eating food being sold in the open, as it could be a major cause of food poisoning.

Cooked properly: Mayo Hospital Additional Medical Superintendent (AMS) Dr Majeed Akhtar Chaudhry said that people should take care to properly prepare and cook the meat before consumption. He also said that the meat from sacrificial animals should be washed and drained of blood properly as it could cause health issues. He added that the meat should be frozen soon after the sacrifice to preserve its nutritional value and to avoid a germ-infested environment.

prices are low now a days but not the accurate prices, keeping in mind the 25% inflation, so if anybody holding one house of 1 crore today will actually worth 75 lac only next year...
so its a gamble to invest in property now a days, only geniune buyers can support the market which they will not as sellers are still in the mindset of looting people so sellers will understand this when they will lose big time (millions) next year ...
if we talk about facts, interest rates are already v.high & due to tight monetary policies growth is not possible, but with high interest rates n tight monitary policies stability can be achieved. so policies of pak is going for stability not growth so dont expect any growth, if we see facts then either property will keep on loosing value or will stay the same , so buyers are in a win-win situation so buyers wait n dont buy ....

The entire world is going thru desperate economic times that are ONLY going to get worst in the next few years. There is no quick fix. The business world in the West is drying up.

Overseas Pakistanis are seeing their wealth vanish and will not have the cash they once had to spend on investment real estate, especially when real estate is now a bit risky. I expect to see real estate
prices continue to drop for the next several years.

in easy terms, inflation is recorded like this by economists, they take some essential items and note the difference of price of those items from previous year, like one basket of items come at Rs100 then next year the same basket is coming at Rs125. so increase is 25%
Property comes under investment not essential items for survival. According to some site the inflation in Pakistan is 25% this year but it doesnt mean that property
prices are going high. This means that its getting difficult for one person to buy the essential items for living. In other words, rupee lost 25% of its value.
Property prices are DECREASING and buying power is getting less. So in otherwords, who ever is holding the property is getting a big time loss. do you own mathematics

I have read a little about each country the way they look at inflation and is a little different depending on what country we talk about, but the common definition is what a unit of currency would buy a unit item over a specified time without getting into the nits grits of it.

So new observer, based upon your analysis, the other way to say it is, with 25 percent inflation, if I have 1 crore pakistani rupees, then in four years, it will loose 100% of its value at 25% devaluation or inflation anually, as the economist calls it? So one crore would not buy me anything in 4 years, or did I mis understand it?

also, wouldnt you consider housing or real property a basic necessity of life? Wouldnt the construction materials be affected with inflation or inflation is limmited to basic human needs or essentials or commodities as the economists call it ?

I fail to understand your logic: that by classifying property as investment, property
prices do not inflate with the rise in demand for land and commodoties that make up the house. Property and property-linked investments (such as REITs) have been a primary hedge against inflation.

T thought this will not happen in Dubai. We should be very care full with our real estate investments in Pakistan, since this has become a world wide crisis.

The Downturn Hits Dubai

For a year or so, the movers and shakers of the small but oil-rich United Arab Emirates have watched the unfolding of the credit crisis in the West with a mixture of dismay and denial. It won't happen here, was their view. And for a long time it didn't. But now it is. The price of oil, the lifeblood of the Persian Gulf economy, has fallen more than 60% since its mid-July peak. Real estate, the other mainstay, especially in oil-poor Dubai, has been quick to follow. An industry source in Dubai estimates that prices, which rose about 14.4% in the first eight months of this year, have suddenly dropped by 20% to 30%, with some developments seeing 50% declines.
With prices for villas and apartments falling and sales grinding to a halt, big developers such as Nakheel, which is building the iconic palm frond-shaped projects on fill dredged from the sea bottom, are halting construction and laying off staff. Jobs, though on a lesser scale, also are being lost at investment banks such as Morgan Stanley (NYSE:MS - News) and Goldman Sachs (NYSE:GS - News), which have seen the Gulf as one place business was not drying up. They are now trimming staff, to the alarm of the local authorities, who have staked their future on the Gulf's becoming a global financial center.
A chill wind is blowing through the Gulf. Credit has dried up; stock exchanges have crashed; and the region's once-vaunted Sovereign Wealth Funds, set up to save for a future when oil reserves are exhausted, have instead sustained huge losses, potentially in the hundreds of billions of dollars.
War Council
The diciest situation is unfolding in the UAE, where the sheikhs of Dubai -- the second-largest of seven emirates -- are at last realizing that they need to call time on a decade-long, debt-fueled building and acquisition spree. That admission came most explicitly in the recent naming by the ruler of Dubai, Mohammed bin Rashid al Maktoum, of what looks like a war council composed of nine of the top executives of what is known as Dubai Inc. That's the network of companies such as Dubai World, Emirates Airline, and Dubai Holding that are controlled by the ruling family and the government. "Yes, we recognize the new reality," said the Council's Chairman Mohamed Alabbar on Nov. 24. "Make no mistake."
It has long been assumed that if Dubai got into trouble, it would be bailed out by its neighbor, Abu Dhabi, one of the great oil powers and the deep pockets behind the UAE. Already there are signs of a rescue process beginning. It's being handled at the UAE federal level, with Abu Dhabi likely providing whatever funding is needed. Trading in the shares of two publicly traded but partly state-owned mortgage finance companies, Tamweel and Amlak Finance (AMLK.), was suspended on Nov. 20. The two companies, which account for about 50% of the mortgage market, with $5.5 billion in assets, are to be merged into a little known federal government entity called the Real Estate Bank of the UAE.
In addition, the UAE has guaranteed all bank deposits for three years and has earmarked about $33 billion for support of the banking system. Nominally, the capital is coming from the central bank and the UAE Ministry of Finance, but, as one analyst put it, "All money in the UAE comes from Abu Dhabi."
Rescue Package
What bankers and other executives are trying to work out is how costly the rescue of Dubai is going to be and how it will be paid for. The Dubai elite are hoping they can restructure their businesses largely on their own without major support from next door. Alabbar said that the big Dubai real estate developers, Emaar Properties (which he chairs), Nakheel, and Dubai Properties, which together command 70% of the market, would now work together to control supply. He also promised that there would be no major defaults. "The government can and will meet its obligations," he said.
For the first time, Alabbar provided some disclosure on Dubai Inc.'s debt. He pegged Dubai's state obligations at $10 billion and said the debt of affiliated companies was $70 billion. That's roughly equal to the emirate's $80 billion GDP. He also said Dubai's assets are about $350 billion. Analysts, though, say that only a fraction of that could be quickly turned into cash.
Analysts have applauded the straight talk, though some grouse that there is still little disclosure on matters such as cash flow. "This is precisely what everyone was looking for," said Mushtaq Khan, regional economist at Citigroup (NYSE:C - News).
Some credit analysts are relatively comfortable that Dubai can manage through the downturn. "Our analysis is that their interest payments are covered approximately 10 times by cash flow today," says Farouk Soussa, an analyst at Standard & Poor's (NYSE:MHP - News). Soussa notes, however, that in the current climate those flows could fall.
Going Sour Fast
But the problems in Dubai may be only just beginning -- and could get very expensive. Real estate industry insiders note that the downturn could be especially messy because the property market in Dubai is relatively new and hasn't yet been tested by a slump. The market is turning sour very fast. Many small developers are likely to get in trouble. Speculators, a big factor in Dubai real estate, are likely to walk away from properties they have bought on small deposits with the intention to resell them quickly. It's also not clear that the banks will be able to enforce foreclosures, particularly against property owned by UAE citizens.
Certainly, stock prices and credit metrics are showing signs of distress. Credit default swaps for Dubai Holding, the umbrella company for the ruler's hotels, real estate, financial firms, and other assets, have soared to a point where it would cost $1 million to guarantee $10 million in debt against default, according to financial researcher Markit. Dubai Holding recently said it had paid off $653 million in loans and bonds.
Emaar Properties shares have fallen by about 85% so far this year. Just about all of the big Dubai companies have real estate at their core, so a crash in real estate prices rather than the "healthy correction" Alabbar spoke of on Nov. 24 could be extremely costly.
Billions Lost
And how much money does Abu Dhabi really have? Analysts are coming around to a more conservative figure in the $450 billion to $500 billion range, rather than the much higher numbers circulating earlier this year. Whatever the big number is, it is likely smaller than it used to be. Brad Setser, Geoeconomics Fellow at the Council on Foreign Relations in New York, estimates that the Abu Dhabi Investment Authority has lost $100 billion or more in recent months as its global holdings of equities, real estate, and alternative assets have taken big hits.
Of course, Abu Dhabi ultimately has the capital to meet the needs of Dubai and other problems in the UAE, but a massive bailout could be uncomfortable even for one of the wealthiest countries in the world. "It's an interesting question whether Abu Dhabi has sufficient liquid assets to cover all of the emirates' needs next year if oil prices remain low," Setser says.
What will be the cost to Dubai? Sources in the emirates say that sales of crown jewels such as Dubai Aluminum and the port at Jebel Ali have been discussed. While Abu Dhabi heavyweights sometimes criticize Dubai for its fast and loose culture and helter-skelter building, they don't seem to want to humiliate their neighbors or see them fail. After all, a meltdown in Dubai would hurt Abu Dhabi as well. "They don't want to embarrass them," says one financier. "Projects will stop, but they may not say so. That's the way things are in this part of the world."

When they build UAE the Population of UAE doubles and when they they Finish 90% of the workers go Back creating a vacum. So rents drop to 1/2 Level. In Dubai 60,000 Appratments are empty as the increase of population is not exective class but are poor Workers who live in "multi Story beds" instead of affording multi billion towers. An ordinary construction worker gets 1000 Dhs may be he can spare 200 Dhs for rent, on the oher hand a 2 bed house rent demand in about 12,000 per month.

I am not an expert on Dubai Real Estate, however my brief experience with the rental market there paints a different picture. Rents in UAE and Dubai have not dropped and will not drop due to decreased supply.

Location of Phase 5 Extension. Beside phase -5? Is this a kanal file

How much extra we will have to pay for development and all? What's allocation? Overall location of this phase is good?

Phase 7 have 90% of Plot which you are seeing on Map, but on sides there is some recent areas cleared these are still Files this will show in future as extra Strips or Fill of Gaps in map for ref see Map of DHA 7, I am not sure but there are only few files of Phase 7 available, May be less than 100 most are not hot cakes as their Location of Plots is not Known and there are abundant good location plots for sale at reasonable prices.
