Someone is requested to throw some light on DHA Valley Islamabad.
I applied for a 04 Marla Commercial File. I deposited Rs. 1.75 Lacks as booking fee and later on I was allotted a plot in Sunflower Block 04 Marla commercial.
Later on due to its low profile reputation I did not submit any other installment keeping in view its a Bahria Town Project and no plot will be given in the end.
However, in 2013 there was a dramatic change in the story and prices of DHA valley started increasing. So I decided to pay all remaining installments and I was told that there was a fine of Rs. 1 Million which will be up to 80% waved off if I had deposited all the dues and subsequently my 80% surcharge / fine was waved off.
Now with the grace of GOD its value has reached up to 7 Million even some dealers are approaching me to sale this at 7.2 million. At present i donot need money but some friend are saying that on the files whose fine was waved off are not being included in the coming ballot of 2021 so you should sale this now.

some one is requested to guide me to keep this or i should sale this. Thanks in advance.

Alpha, there would be no prism lovers if it wasn't a great investment. Phase 7's cycle of growth is coming to an end, prism has only just begun. In few years, I will be saying prism is a bad investment because good gains will have been made and the need to move onto other developing phases or projects will be imminent. I don't know why seveners take it so personally when it is clear that investing in prism is far more beneficial than 7 now.

I am personally against investing in DHA JV projects after seeing what happened with DHA valley. Maybe ARY Laguna is a success but the issue is I dont know if it will be after seeing what happened with DHA valley.

Anyways, I always believed government couldnt impose huge taxes on real estate as it would reduce their taxation (number of transactions would go down to very little) and also hurt construction. Now after watching your video, I realise why you made the last video - to raise awareness about the proposed massive tax gains so govt will be pressured to reduce taxes. Good job

Agreed. CMY is not to blame if ARY Laguna turns out to be a scam because that is a failure on part of government to not eliminate property scams. I would still give ARY Laguna time for development, maybe they do deliver but personally, am not comfortable investing in DHA JV projects. Much rather invest in DHA own, sole projects because I know they will deliver.

PRISM 9. PAST PRESENT & "In shaa ALLAH" FUTURE

This is with reference to PRISM 9.... PAST, PRESENT, FUTURE.
Starting from PAST I would like to share few facts.
The most awaited and biggest state of the art Prism 9 was balloted on May 15 2015. Before its ballot date announced the file of 1 kanal manoeuvred around 54 lack in Jan 15. After the announcement the rates got sudden increase of approx 62 to 64 lack from 57 lack approx in May 2015.
Right after ballot Prism 9 went through a static phase for a month or so. But after that time experienced a drastic rise in prices of A,P,C,D,Q, in 1 kanal & 5 marla in R Sectors. These sectors are supposed to be the best sectors of Prism 9 (I hope some of my friends remember that from day 1 recommend these blocks at the most) At that time intelligent people were buying good location plots. Later on F,G,H also get added in favourite list of investors & builders due to direct approach from Ring Road.
Afterwards by the grace of ALLAH Dha Lahore starts fast track development in Feb 2016 on huge scale with a time line of 4 years. As the time passes by, this development faced different challenges like pockets, Sarkari roads, & Villages etc.
But here I must appreciate Dha Lahore development team for their efforts in developing this precious land and on the other Prism 9 holders (Prismers) who really hold their horses. (Prismers) term is is quite famous & popular here now by many people to be ( Prismer ) in Future In Shaa ALLAH.
So again come to the point Prism development was delayed due to above said circumstances. But again here I would like to emphasise & Insist Dha Lahore that kindly develop Prism 9 at their upmost priority bases. In order to give chance to Prismers to avail benefits of Construction amnesty Scheme announced by Government of Pakistan and as well as avail loan facility by the banks.
PRESENT of Prism 9 is again to over come its challenges and better to get resolved As soon as possible and major Strengths is current development stage. In A,P,Q,R
1. Sewerage done
2. Road Structure done
3. Electric dps Installed
4. Water works done
5. Street lights Installed
6. Main gate Inauguration in August In shaa ALLAH.
As well as buyers are not getting good plots in above blocks less than 2.25 crore today.
Keeping an eye on FUTURE many many good things are still pending and most I rate upmost priority is to “Possession”.
As soon as Possession is announced many Overseas, locals, developers are ready to jump in, to start construction activity in Prism 9. As prism 9 is surrounded by all developed areas so the chance of Construction activity is much brighter than any other Dha in Lahore.
In sha ALLAH it seems like rather than better to say Prism 9 will be A BIG cross over to all other phases of Dha Lahore due to its potential & Location.
At last but not the least thank you once again to my mentor CMY sb. For adding me again to this respected forum.
My last words for those who listened to me, My overseas brothers, All Dhas are good to invest but yes Invest by looking into Time & Location of the project and specially your plot. As well as try your hard level best to invest your hard earned money.
I will be always here to answer my overseas brothers who worked hard day & night only to fulfil their dream of “Home Sweet Home"

Well explained. Would be nice if someone also made a detailed post for each block so cross comparison can be made on pros and cons when buying. Personally believe P and D blocks are best due to central locations and they are close to the commercial heaven triangle (oval complex, golf course and zone 2 commercial).

I had missed out on Prism train when average plot was for 65. If you add 20 Lakh dev. charges - the price of plot at that time was 85 lakh. If it is now for 225 lakh, that is 2.64 times.
I had invested instead 74 lakh in a tier-two society ( Beaconhouse ) in a 2 kanal possession plot at Adda plot area at that time. The price of this plot is roughly 2.10 crore now. This is 2.83 times gain.

So while prism is an excellent investment - as Jameel sb has said - other areas have shown good gains as well

Alpha thank you for your reply but still I will rate Prism investment above Tier-2 society because of peace of mind, DHA is DHA. Agree there are areas where you can gain a lot more than DHA. The risks associated with DHA are far less. Investing in tier-2 society as other risks associated.
For instance, if you get 12% profit from bank and say you got 15% from stock exchange in a year both are non-comparable because the risks associated with stock were so high if you get only 3% more it is not worth it then!

I agree DHA is a safe investment from illegal qabza and ease of transfer point of view. However as with DHA city and DHA valley, one is not that confident in DHA as well. At the time ( 2015 ) a plot with possession was safer than a plot on paper. Also while it is a tier-2 socient - it has a boundary with a much higher sense of security than a very large phase with multiple exists, thousands of residents and multiple villages. DHA prism has a benefit of faster exit, when required - but now with shortage of housing any plot would sell quickly

The Islamabad High Court (IHC) has warned the Defence Housing Authority (DHA) of forfeiting its right of audience if no one appears before the court on its behalf on May 5.

IHC Justice Miangul Hassan Aurangzeb issued the order while hearing the petition of allottees of DHA Valley – an unfinished joint venture of DHA, Bahria Town and Habib Rafique Limited – asking the authority’s administration to file a reply within a fortnight.

The project was signed on August 16, 2008, and the signatories were the then DHA administrator, retired Brig Javed Iqbal, Malik Riaz of Bahria Town and Zahid Rafique from Habib Rafique Limited.

The court order said it had almost been one-and-a-half years and respondent no. 1 [DHA] had still not filed written comments. In the event, written comments are not filed prior to the next date of hearing, respondent no. 1 will lose its right to respond, the order added.

Bahria announced to pay 100 percent refund to the effectors of BTK of precent 30 to 56.
When we contacted help line we were informed to contact to their office with all relevant documents and there is no last date

On reaching office we were informed that refund policy has been suspended for few days which is still closed till date.

Bahria Town is too risky too dangerous...They know the psychology of our Nation and they "play" with our inherent need and greed. Need in a sense that Bahria Town is affordable to working class. Greed in a sense we love to play file game. Buy file, sell file make profit/loss without knowing where is the actual plot. I myself fell in a trap of file as it was the only option for a salaried class. After 10 years of wait, it was still a file but after pressuring management they did relocate to a better place which I sold and moved on. To cut short, in Bahria Town (for new investors) always buy a possession plot (if you found it undervalued), never ever invest in files. 90% time (my educated guess) it will not be worth the wait. For files, you can trust DHA (few groups tried to spoil the name of DHA i.e. DHA valley, DHA city etc). But for a pure military project, you can trust their files. Whether we accept or not, only Army is a professional body rest see the work ethics of other govt. organizations. DHA has the intention and capacity to create a top class living standard without compromising the interests of stakeholders. They take 2-3 times the date allocated to develop proper phase like Phase 8 and now Phase 9, Lahore but that can be explained. In Pakistan, nothing works as per planned almost everyone is a con and loot. Thank you!

Most likely Bahria town Karachi refunds was announced as lolly pop to calm down people that were protesting of being in land area. People have applied for up to 8 months and no refunds issued to date.

Bahria town is a natorious orgnization and BTK is not its first scam. There are thousands and millions of its effecties. Even now if they announces Peshawar project, there will be black of booking forms with 50 k to one Lac own on pre launch forms. Famous saying, Bahria town file will never become a plot.

The only thing we may generalize is that 'Always invest in on-ground plots with legal possession, and not files". No matter how long you wait, at the end files are files (papers in a folder) only and not real plots.

Let us not unduly differentiate between BT/MR, DHA or others. DHA Overseas Valley (Islamabad) is very much a DHA project. The project was announced officially by DHA / Islamabad back in 2008 and all the installments during next 3 years were collected by DHA / Islamabad in US Dollars. All along until full recovery of plot price, all the correspondence and even Payment Receipts were issued by DHA/ Islamabad. DHA / Islamabad were so mean that they even claimed and recovered US$ 15/- if there was delay of say 3 days in the delivery of installment pay orders from overseas Pakistanis to DHA / Islamabad counters in Rawalpindi. Now it is almost 12 years that the investors are still waiting for their plots to be handed over or to have a proper and sensible explanation / update from DHA.

Earlier (after receiving full price of plots), DHA tried to alienate itself from the project, as we heard rumors such as some hanky-panky has been made by Malik Riaz in collaboration of Kamran Kiyani (the brother of ex COAS - General Pervez Kiyani). But DHA/Isalambad did not bother to send any formal or sensible communication (even one-pager) to the investors. Now there is a news that DHA/Islamabad is asking for an additional US$ 4K to US$ 5K per plot as additional development charges, despite that fact that the price already paid by investors was all inclusive.

This is Pakistan, where 'HAMMAM MAIN SAARAY NANGAY HAIN". Everyone (no matter whoever we talk about) is too eager and ready to exploit the other, should there be an opportunity to do so.

DHA Valley Islamabad has seemingly conducted its 2nd phase of mega re-ballot on 22nd of April 2019. It is coined as “Re-Ballot 2”, and different from the previous ballot in December 2018, this re-ballot appears to have included a large number of residential property files.

More than 10,000 files have been integrated in this re-ballot, however, we will update the confirmed information once it is disclosed officially.

The next re-ballot is anticipated to be held by August 2019 which will include the left-over residential property files, and also it may include leftover houses as well as commercial plots.

Property in comparison to dollar.

Dear Readers,

I would like to get your feedback regarding buying property in current scenario . Is it feasible option ?while all indicators are directing towards property crash.

Would appreciate if logical discussion based on ground reality is initiated.

Dollar will touch 150 Or Max 160 in 3 months to 7 months.

While coming to property. Don't buy files/plots where only investors are playing. Its very risky.

OR Buy property with handsome rental income (6%+) and some growth potential based on on ground realities. If a property increase 14% in its value and gives 6% rent. Overall it will be 20% per anum. I think its not bad.

In relation to dollars with property, we need to see history taking any property into account. Phase 9 property in 2005/06 was in range of 40-45 lacs while dollar was in range of 60-65.
Thus making file trading at around 67k $. These dollars as of today makes 94 lacs + 19.5 development charges make 1.24 crore.
The good location plot in phase 9 comes in this range. So to make break even with dollar one must have a Good location plot.
Those were peak time of property and so is the case these days and we all know what happened afterwards.
So in my opinion buying property at right time and getting out of it is the crucial factor. I hope stucked people would have bought properties in 2011-12, else it would only be profitable for them in next boom, since property bubble may burst. When ? Only time can tell.

So is it a good time to sell? I have some commercial property in Islamabad, which is providing me good rent. It has appreciated considerably but I think the rent is low as per potential. But rather than keep it empty, I rented it out. I am currently making 6% per annum (calculating at the price I bought it for, not what it is worth right now) rent on it - and rent is increasing 10% every year. So I will hit close to 7% in the early half of next year.

Looking for advice on what else is there in the Islamabad market to invest in? I can only invest in Islamabad, because I do not have spare time to explore options in other cites.

So there are two ways of looking at it, first is whatever everyone is saying, dollar goes up, property value comes down unless the property market is booming. I bought properties that have more than doubled in the past few years, but in terms of dollar value, probably at the same value. Alternatively put the money in the bank and with current interest rates, you earn nothing. So if you are living outside of Pakistan and can buy property wherever you are, its a better bet than buying in Pakistan. The flip side of the coin is, your bank dollars are currently worth a lot of rupees and property is down, so for an investor, its a pretty good time to buy. Unless of course you don't want to live in Pakistan in the long term in which case, you don't want to buy property here and get stuck with it. In my opinion, the current property market challenges in Pakistan also present opportunities for the investor in the longer run. Dollar price is expected to go down in the coming few weeks, not up. The slide is the result of lack of confidence which should come back with the IMF and other programs plus foreign funding that are all being finalized currently. So upto the investor to take a risk and make some money or stay away. In my particular case, I am staying away for now and looking to buy some property where I live. However, I have investments in Pakistan and keep a close eye on their market vis-à-vis dollar value. Over the past 8 years, I have made more money than the bank would give me interest on, even with the declining rupee dollar parity. But its a game of long term investments. Anyone looking for short term gain will be disappointed.

Pakistan is going through monetary contraction (rising interest rates/inflation and devaluation of currency), this coupled with the fact that people, a considerable portion who have ill gotten gains do not want to be investigated by NAB and FBR and are unlikely to invest,circulate money in the economy,

You have to be very lucky to time the market, majority in the world fails at this.

On another note, much of previous unrealsied gains will be lost as ruppee devalue further meaning you barely made any money above the marginal interest rate increased. I say bring this on, we need this to happen for economy to become productive.
